ขอถวายความจงรักภักดี โดยอัญเชิญการดําเนินงานตามแนวพระราชดําริพระบาทสมเด็จพระเจ้าอยู่หัวและสมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถ<br />
เกี่ยวกับหมู่บ้านยามชายแดน เพื่อลงเป็นบทความพิเศษของวารสารธรรมชาติและสิ่งแวดล้อมของประเทศไทย <strong>ปีที่</strong> 5 <strong>ฉบับที่</strong> 3 นี้ โดย<br />
บทความได้กล่าวถึงที่มาและการดําเนินการตามแนวพระราชดําริที่ให้จัดตั้งหมู่บ้านในรูป “บ้านยามชายแดน” เมื่อครั้งที่สมเด็จพระนางเจ้าสิริกิติ์<br />
พระบรมราชินีนาถ ได้เสด็จ ณ เรือนประทับแรมปางตอง เมื่อวันที่ 22 มีนาคม 2545 เพื่อพัฒนาราษฎรในพื้นที่ให้มีความ<br />
เข็มแข็งและมีส่วนร่วมในการรักษาอธิปไตยของชาติไทย ซึ่งแนวพระราชดําริดังกล่าวแสดงถึงพระปรีชาญาณ พระวิสัยทัศน์อันยาวไกล<br />
รวมทั้งความรักความห่วงใยที่ทั้งสองพระองค์มีต่อราษฎรอย่างเท่าเทียมกัน ถึงแม้จะอยู่ไกลแสนไกลก็ตาม จึงนับเป็นพระมหากรุณาธิคุณ<br />
อย่างหาที่สุดมิได้<br />
อีกประการหนึ่ง กองบรรณาธิการขอขอบพระคุณในความร่วมมือจากทุกท่านที่ได้กรุณากรอกแบบสอบถามความพึงพอใจและส่งให้กองบรรณาธิการ<br />
อย่างต่อเนื่อง ซึ่งจะเป็นประโยชน์ต่อการปรับปรุงวารสารในอนาคต<br />
On the auspicious occasion of Her Majesty Queen Sirikit Birthday Anniversary on September 12 th , 2009, the<br />
Editorial Team humbly presented our loyalties by respectfully inviting His Majesty the King and Her Majesty the Queen’s<br />
Royal Initiatives on the Border Guard Village to publish as special article in the Thailand’s Nature and Environment<br />
Journal, 3 rd issue. This article thoroughly stated the background and operation based on Her Majesty the Queen<br />
Sirikit royal initiative on the establishment of a “Border Guard Village” during Her Majesty staying at Pangthong Royal<br />
Residence on March 22 nd 2002 This project aims to strength residents’ will and promote Thai Sovereignty. Such Royal<br />
Initiative demonstrated His and Her Majesty’s wisdoms and lengthy visions, including loves and caring for their subjects<br />
equally, even to those living in the remote areas which showed His and Her Majesty utmost royal kindness.<br />
Above all, the Editorial Staff would like express their gratitude for those who continued returning completed<br />
questionnaires which should help further improving to this journal.<br />

On July 20 th , 2009, Dr. Saksit Tridech, Permanent Secretary of the Ministry of Natural Resources and Environment,<br />
served as the Chairman of the Workshop Conference in Thailand in collaboration with Southeast Asia region, with the<br />
title of “Business and Biological Diversity”. It was organized by the Office of Natural Resources and Environmental Policy<br />
and Planning, which liaised with the ASEAN Center for Biodiversity in accordance with the Convention on Biological<br />
Diversity. The meeting was held at the Miracle Grand Convention Hotel, Bangkok to promote business initiatives and<br />
biological diversity at the regional level, particularly in terms of leading Thai corporations becoming known among<br />
business agencies in the Southeast Asia region, while also sharing experiences and operational information. This was<br />
intended to lead to Corporate Social Responsibility (CSR) relevant to biological diversity conservation, including<br />
consultation to find guidelines and procedures for making biological diversity a significant business topic. At the same time,<br />
building corporate alliances among communities was promoted at national, regional and global levels. These CSR activities<br />
have been completed and recorded for an overall presentation about business alliances and worldwide biological diversity<br />
under the Convention on Biological Diversity’s operational guidelines.<br />

โฆษิตรัตน์ เลขาธิการ สผ., Mr. Franz Ellermann ผู้อํานวยการ GTZ และนายเมธา พร้อมเทพ รองอธิบดีกรมองค์การระหว่าง<br />
ประเทศ ร่วมเปิดการอบรมเพื่อเพิ่มศักยภาพคณะผู้แทนไทยเตรียมพร้อมเข้าร่วมเจรจาในเวทีนานาชาติ เรื่อง การเปลี่ยนแปลง<br />
สภาพภูมิอากาศ (Capacity Building Workshop for Thai Climate Change Negotiation) ณ โรงแรมแลนด์มาร์ค<br />

ครั้งที่ 15 และพิธีสารเกียวโต (KP - CMP) ครั้งที่ 5 ณ กรุงโคเปนเฮเกน ราชอาณาจักรเดนมาร์ก ช่วงเดือนธันวาคม <strong>2552</strong><br />
ซึ่งการอบรมครั้งนี้เป็นกิจกรรมแรกของโครงการดําเนินงานตามนโยบายเพื่อปกป้องสภาพภูมิอากาศ (Climate Protection)<br />
ภายใต้กรอบความร่วมมือไทย - เยอรมัน ซึ่ง สผ. และ GTZ จะร่วมกันดําเนินการอย่างต่อเนื่อง เป็นระยะเวลา 3 ปี<br />
(พ.ศ. <strong>2552</strong> - 2554) ประกอบด้วย 1) การดําเนินงานตามนโยบายเพื่อปกป้องสภาพภูมิอากาศที่มุ่งเน้นการพัฒนาบุคลากร<br />
ด้านการกําหนดนโยบายและการนํานโยบายไปสู่การปฏิบัติ 2) การใช้พลังงานอย่างมีประสิทธิภาพในวิสาหกิจขนาดกลาง<br />
3) การปกป้องสภาพภูมิอากาศในภาคการท่องเที่ยว 4) การผลิตน้ํามันปาล์มอย่างยั่งยืนเพื่อใช้เป็นพลังงานชีวภาพ 5) การ<br />
ใช้พลังงานอย่างมีประสิทธิภาพในพื้นที่เกาะคอเขา จังหวัดพังงา และ 6) การผลิตไฟฟ้าความร้อนร่วมจากพลังงานแสงอาทิตย์<br />
และเชื้อเพลิงชีวมวล<br />
On July 20 th , 2009, H.E. Dr. Hans Schumacher, the Ambassador of the Federal Republic of Germany,<br />
Mrs. Nisakorn Kositratana, the Secretary-General of the Office of Natural Resources and Environmental<br />
Policy and Planning, Mr. Franz Ellermann, GTZ Director and Mr. Metha Promthep, Deputy Director - General,<br />
Department of International Organizations, together announced the opening of the Capacity Building<br />
Training Workshop for Thai Climate Change Negotiations at the Landmark Hotel, Bangkok concerning the<br />
15 th United Nations Framework Convention on Climate Change (UNFCCC - COP) and the 5 th Kyoto Protocol<br />
(KP - CMP) at Copenhagen, Denmark during December 2009. The training is considered to be the highest<br />
priority under the Climate Protection policy and<br />
involves collaboration between Thailand and Germany<br />
through the Office of Natural Resources and<br />
Environmental Policy and Planning and GTZ. It is<br />
projected to take place for the next three years<br />
(2009 - 2011). It emphasizes 1) developing policies and<br />
practices for staff improvement; 2) efficient use of<br />
energy among medium enterprises; 3) climate protection<br />
in the tourism industry; 4) sustainable palm oil production<br />
for bio-energy; 5) efficient use of energy at Koh Kho<br />
Khao, Phangnga Province and 6) generating heat from<br />
solar energy and biomass.<br />

26 สิงหาคม <strong>2552</strong> : ที่โรงแรมมิราเคิล แกรนด์ กรุงเทพ สํานักงานนโยบายและแผนทรัพยากรธรรมชาติและ<br />
สิ่งแวดล้อม จัดการประชุมเชิงปฏิบัติการ “ร่างรายงานสถานการณ์คุณภาพสิ่งแวดล้อม พ.ศ. <strong>2552</strong>” เพื่อนําเสนอ<br />
และรับฟังความคิดเห็นต่อร่างรายงานฯ ที่ได้ศึกษาข้อมูล ข้อเท็จจริง สภาพปัญหา สาเหตุ สถานภาพ ผลกระทบของ<br />
ทรัพยากรธรรมชาติและสิ่งแวดล้อม โดยได้ทําการทบทวนข้อมูลสถานการณ์ย้อนหลัง 5 ปี เพื่อให้ทราบแนวโน้มของ<br />
สถานการณ์จนถึงปีปัจจุบัน เพื่อนําเสนอคณะกรรมการสิ่งแวดล้อมแห่งชาติพิจารณานําเสนอคณะรัฐมนตรีเป็นประจํา<br />
ทุกปี สําหรับใช้ข้อมูลดังกล่าวเป็นแนวทางประกอบการตัดสินใจในกําหนดนโยบายและวางแผนการจัดการคุณภาพ<br />
สิ่งแวดล้อมของประเทศ<br />
On August 26 th , 2009, at the Miracle Grand Convention Hotel, Bangkok, the Office of Natural<br />
Resources and Environmental Policy and Planning arranged a workshop conference with<br />
the topic of “Draft Final Report of the State of Environment, 2009” to present and accept<br />
comments on the draft final report which had intended to find facts, identify problems, their causes,<br />
status and impacts on natural resources and the environment. Data from the past five years were<br />
reviewed to find current trends for the National Environment Board to consider before presenting<br />
it to the Cabinet on a yearly basis. The acquired information is being used to form guidelines for<br />
decision-making and planning quality management for the Kingdom.<br />

25 สิงหาคม <strong>2552</strong> : ที่ห้องประชุมกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม นางนิศากร โฆษิตรัตน์ เลขาธิการ สผ.<br />
ร่วมการเสวนาเพื่อแลกเปลี่ยนประสบการณ์เกี่ยวกับการเพิ่มประสิทธิภาพ การใช้พลังงานและการลดก๊าซเรือนกระจกในสถาน<br />
ประกอบการขนาดกลาง ระหว่างผู้แทนหน่วยงานที่มีภารกิจด้านการเปลี่ยนแปลงสภาพภูมิอากาศของไทยกับเยอรมนี ซึ่งเป็น<br />
หนึ่งในกิจกรรมของโครงการดําเนินงานตามนโยบายเพื่อปกป้องสภาพภูมิอากาศ ที่ สผ. ร่วมกับ GTZ จัดขึ้น โดย<br />
Mr. Franz Ellermann ผู้อํานวยการสํานักงาน GTZ ได้เชิญ Dr. Georg Maue ผู้เชี่ยวชาญอาวุโส จากกระทรวงสิ่งแวดล้อม<br />
ประเทศเยอรมนี มาร่วมเสวนาให้ความรู้และแลกเปลี่ยนประสบการณ์เกี่ยวกับการเพิ่มประสิทธิภาพการใช้พลังงานและการลด<br />
ก๊าซเรือนกระจกในสถานประกอบการ เพื่อแก้ไขปัญหาสภาวะโลกร้อน โดยการนําเสนอข้อมูลเรื่องที่น่าสนใจเกี่ยวกับ BAT<br />
(Best Available Techniques) ที่ EU และเยอรมนี ใช้ในขณะนี้ ซึ่งจะเป็นประโยชน์ต่อการดําเนินงานของประเทศไทย<br />
ในด้านดังกล่าว<br />
On August 25 th , 2009, at the Conference Room of the Ministry of Natural Resources and Environment,<br />
Office of the Natural Resources and Environmental Policy and Planning Secretary-General, Mrs. Nisakorn<br />
Kositratana participated in the discussion to share experiences related to increasing efficiency, using energy<br />
and reducing greenhouse effects in the medium-sized enterprises between Thai and German representatives<br />
responsible for climate change. This is considered to be one of the principal activities in the project to<br />
protect the climate that was arranged by the Office of Natural Resources and Environmental Policy and<br />
Planning and GTZ. Mr.Franz Ellermann, Director of GTZ, invited Dr. George Maue, the senior expert from<br />
the Ministry of Environment, Germany to take part in the discussion to share knowledge and experiences,<br />
aiming for increasing efficiency in energy use and reducing greenhouse effects in the workplace to find<br />
solutions for global warming. Best Available Techniques (BAT) were introduced at EU and implemented in<br />
Germany and these should benefit similar operations in Thailand.<br />

for Private Sector Participation in Environmental Preservation<br />
20 สิงหาคม <strong>2552</strong> : ที่โรงแรมมิราเคิล แกรนด์ กรุงเทพฯ สผ.<br />
เชิญผู้ประกอบการภาคเอกชน ร่วมสัมมนา เรื่อง “กองทุนสิ่งแวดล้อมเพื่อภาคเอกชน”<br />
เพื่อให้ได้รับทราบระเบียบ หลักเกณฑ์ และแนวทางการขอรับการสนับสนุนเงินกู้<br />
ดอกเบี้ยต่ํา จากกองทุนสิ่งแวดล้อม ซึ่งได้ปรับลดอัตราดอกเบี้ยเงินกู้ใหม่ให้ต่ํากว่า<br />
ท้องตลาด คือ ร้อยละ 2 - 3 ต่อปี และการชําระคืนเงินกู้ โดยกําหนดให้มี<br />
ระยะเวลาปลอดการชําระคืนเงินต้นไว้ 2 ปี และมีระยะเวลาชําระหนี้รวมระยะเวลา<br />
ปลอดการชําระคืนเงินต้นไม่เกิน 7 ปี เพื่อใช้ในการดําเนินธุรกิจของตนเอง ตาม<br />
แนวคิดความรับผิดชอบต่อสังคมและสิ่งแวดล้อม (Corporate Social Responsibility :<br />
CSR) สําหรับการลงทุนที่จัดให้มีระบบการจัดการมลพิษ ในการขจัดมลพิษที่เกิดจาก<br />
กระบวนการผลิต เพื่อไม่ให้ส่งผลกระทบต่อชุมชนและสิ่งแวดล้อมหรือให้ส่งผลกระทบ<br />
น้อยที่สุด<br />

, 2009, at the Miracle Grand Convention Hotel,<br />
Bangkok, the Office of Natural Resources and Environmental Policy and<br />
Planning invited entrepreneurs to participate in a seminar with the title<br />
“Environmental Funds for the Private Sector,” so that they could learn<br />
about rules, regulations and guidelines for requesting low interest loans<br />
from the Office of Environmental Funds. The adjusted interest rate is<br />
lower than the market rate, approximately 2% to 3% per year, with two<br />
years non-repayment of the principle and total loan payment within<br />
seven years for those business enterprises that operated according to<br />
principles of Corporate Social Responsibility (CSR) by investing in pollution<br />
management systems to dispose of pollution from production processes<br />
for minimum or no effect on the community and the environment.<br />

“หากเปรียบว่าพื้นที่ต้องการอนุรักษ์เป็นห้องที่เรานั่งประชุม<br />
กันอยู่นี้ ขณะที่ประชุมเราต้องการความสงบเรียบร้อยเป็นปกติ แต่หาก<br />
มีเด็กมาเล่นฟุตบอลอยู่ ใกล้ๆ ก็ต้องไม่เหมาะไม่ควรแน่ๆ เพราะจะ<br />
รบกวนการประชุมจนถึงทำให้ประชุมไม่ได้เลย เราอาจต้องบอกให้เด็ก<br />
ออกไปเล่นข้างนอก และแค่ข้างนอกอาจจะยังไม่พอ เพราะเล่นฟุตบอล<br />
ต้องใช้พื้นที่และเสียงดังมาก หากอยู่ไม่ไกลมากพอเสียงก็จะดังเข้ามา<br />
ข้างใน คงต้องออกไปไกลกว่านั้น แต่ถ้าหากว่ามีเพียงเด็กผู้หญิง<br />
2-3 คน นั่งเล่นหมากเก็บกันอยู่ อันนี้ก็ไม่ต้องลงไปถึงข้างล่าง ก็ยังพอ<br />

ตัวอย่างดังกล่าวมาเป็นแนวคิดในการพิจารณากำหนดเป็น เขตคุ้มครอง<br />

“Imagine the intended conservation area as the meeting<br />
room we are in now. If children are playing football nearby,<br />
the meeting would be disturbed and eventually cancelled.<br />
Asking the children to play outside may not be enough<br />
because football must be played in a large area and can<br />
be noisy. We may have to ask them to move further away.<br />
On the contrary, if only two girls are playing Jackstones,<br />
they can be in the same area with us provided that the<br />
meeting is informal or perhaps we could ask them to play<br />
in the next room. The above mentioned are then good<br />
examples of the principle of development in defining the<br />
conservation area.”<br />

นั่นเป็นเรื่องราวที่ รองศาสตราจารย์ประสงค์ เอี่ยมอนันต์ อธิบาย<br />
เปรียบเทียบให้กองบรรณาธิการได้เข้าใจเรื่องยากๆ ให้เป็นเรื่องง่าย<br />
ด้วยการอุปมาอุปไมยอย่างแจ่มแจ้งเพื่อให้เราเข้าใจหลักการคร่าวๆ<br />
ในการพิจารณาและกำหนดขอบเขตคุ้มครองพื้นที่ที่ต้องการอนุรักษ์<br />
รองศาสตราจารย์ประสงค์ เอี่ยมอนันต์ หรือ ที่ลูกศิษย์หลายคน<br />
เรียกท่านว่า “อาจารย์” ท่านเป็นผู้มีความรู้ความสามารถพิเศษด้านการ<br />
อนุรักษ์ชุมชนและเมืองเก่า และงานสถาปัตยกรรมท่านเป็นผู้ทรงคุณวุฒิด้<br />
านการอนุรักษ์งานสถาปัตยกรรม กรมศิลปากร เป็นกรรมการในชุดต่างๆ<br />
ที่เกี่ยวข้องกับการอนุรักษ์พื้นที่และอาคารเก่าหลายชุด และยังเป็นสถาปนิก<br />
ที่ปรึกษาของโครงการอนุรักษ์อาคารเก่าต่างๆ อาทิเช่น วัดซางตราครูส<br />
กรุงเทพมหานคร พ.ศ. 2536 อาคารศาลากลาง จังหวัดเชียงใหม่หลังเก่า<br />
ที ่ปรับปรุงเป็นหอศิลปวัฒนธรรมล้านนา จังหวัดเชียงใหม่ พ.ศ. 2539 และ<br />
งานอนุรักษ์ด้านสถาปัตยกรรมอีกหลายโครงการ<br />
ท่านได้เล่าถึงหลักการของการพัฒนาเมืองในเชิงอนุรักษ์อย่างยั่งยืน<br />
รวมถึงแนวทางการอนุรักษ์งานสถาปัตยกรรม โดยเริ่มต้นที่ความหมายของ<br />
คำว่า “ทรัพยากรธรรมชาติ” และ “สิ่งแวดล้อม” ก่อน ทั้งนี้เนื่องจาก<br />
การลงมือทำสิ่งต่างๆ ของภาครัฐนั้นหากต้องการให้ประสบความสำเร็จ<br />
จำเป็นอย่างยิ่งต้องมีส่วนรวม เพื่อให้โครงการเหล่านั้นดำเนินการไปได้<br />
อย่างราบรื่น และสำเร็จอย่างยั่งยืน<br />
“ทรัพยากรธรรมชาติ” เป็นสิ่งที่เกิดขึ้นเองโดยธรรมชาติ ส่วน<br />
“สิ่งแวดล้อม” คือสิ่งที่อยู่รอบตัวมนุษย์ทั้งทางกายภาพและชีวภาพ ทั้งที่<br />
เกิดเองตามธรรมชาติและสิ่งที่มนุษย์ได้ทำขึ้น เพื่อประโยชน์ต่อการดำรง<br />
ชีพของมนุษย์ เมื่อทุกคนเข้าใจความหมายที่ครอบคลุมดังที่กล่าวมาแล้ว<br />
นั่นหมายความว่า การพัฒนาสิ่งต่างๆ ย่อมมีผลกระทบต่อสิ่งแวดล้อม<br />
ด้วยกันทั้งสิ้น อย่างที่เรียกได้ว่า “การเด็ดดอกไม้ก็ยังสะเทือนถึงดวงดาว”<br />
ดังนั้นการพัฒนาเพื่อความเจริญที่แท้จริงและอย่างยั่งยืน ควรจะเป็นการ<br />
พัฒนาไปพร้อมกับการอนุรักษ์ มีการบริหารจัดการสิ่งแวดล้อมที่เหมาะสม<br />
กับการดำรงอยู่ของสังคมมนุษย์และสภาพแวดล้อมของพื้นที่ โดยการ<br />
ประเมินสภาพสิ่งแวดล้อมว่ามีคุณภาพอย่างไร มีคุณค่ามากน้อยเพียงใด<br />
และลักษณะของสิ่งแวดล้อมจะฟื้นฟูเองได้หรือไม่ หากเข้าใจอย่างท่องแท้<br />
แล้วก็จะรู้ว่าต้องนำทรัพยากรไปใช้อย่างไร ใช้มากหรือน้อยเพียงใด จึงจะ<br />
กระทบต่อสิ่งแวดล้อมให้น้อยที่สุด ซึ่งเรียกว่า “การพัฒนาเชิงอนุรักษ์”<br />
ส่วนสถานการณ์ต่างๆ รอบตัวเรา ไม่ว่าจะเป็นเศรษฐกิจ สังคม<br />
การเมือง การบริหารและการปกครอง ล้วนมีผลต่อการพัฒนาทั้งสิ้น<br />
เพราะโดยทั่วไปแล้วเมื่อภาวะเศรษฐกิจมีปัญหา หรือภาวะเศรษฐกิจขาลง<br />
จะไม่มีการเร่งการขยายตัวของชุมชนและเมือง จึงเป็นช่วงจังหวะ<br />
เวลาที่ดีที่รัฐบาลจะใช้ในการพิจารณาปรับปรุงสิ่งที่เรามีอยู่อย่าง<br />
รอบคอบและรัดกุม ไม่ต้องเร่งที่จะพัฒนาแบบก้าวกระโดดเหมือนใน<br />
ยุคเศรษฐกิจขาขึ้น แต่ที่ผ่านมาเราไม่ได้ทำเช่นนั้น ดังนั้นก็ได้แต่หวังว่า<br />
เมื่อเศรษฐกิจขาลงครั้งนี้จะเป็นโอกาสให้เราแก้ตัวในเรื่องนี้อีกครั้ง<br />
ทั้งนี้หลักการ และแนวทางการปฎิบัติอย่างครอบคลุมและกว้างขวางนั้นมี<br />
อยู่ แต่ต้องทำอย่างระมัดระวัง และการพัฒนากับการอนุรักษ์ก็จะสามารถ<br />
กระทำพร้อมกันได้ในคราวเดียว โดยเราจะต้องพัฒนาแบบมีสำนึกว่าต้อง<br />
รักษาส่วนใดไว้บ้าง หรืออนุรักษ์ด้านใดบ้าง ถ้าทำได้ก็เป็นการ<br />
This is how Associate Professor Prasong Eiam-anant<br />
used metaphors to explain the complex situation of defining<br />
conservation areas.<br />
Associate Professor Prasong Eiam-anant is an expert in<br />
preserving old towns, historical and architectural sites. He<br />
is the chairman of the committee and also an expert in<br />
architectural conservation at the Fine Arts Department. He<br />
acts as an architectural consultant for the conservation of<br />
old buildings such as Santa Cruz Church, Bangkok 1993. He<br />
is also responsible for turning Chiang Mai Old City Hall into<br />
the Lanna culture art gallery, 1993, as well as many other<br />
architectural conservation projects.<br />
He told us about sustainable town development,<br />
including guidelines for architectural conservation by<br />
starting to define the meaning of “Natural Resources” and<br />
“Environment”. In order for the government to accomplish<br />
their tasks, it is crucial for them to be actively involved for<br />
smooth and sustainable operations.<br />
“Natural Resources” are nature-made surroundings,<br />
whereas “Environment” is composed of human-made<br />
physical and biological surroundings; both natural and<br />
man-made items have become key elements for human<br />
existence. So, everyone must understand that all<br />
developments create some form of environmental impact,<br />
as in the old saying, “picking a single flower can disturb<br />
all the stars”. Consequently, true progress and sustainable<br />
development should be attempted together with conservation<br />
and environmental management so as to make it suitable for<br />
human existence. Environmental conditions must be assessed<br />
to find good quality conditions, values and environmental<br />
capacity. Only through clear understanding can one learn<br />
how to utilize resources wisely, in the right amount and<br />
with the least environmental impact. This is the so-called<br />
“Conservation Development”.<br />
All situations around us, whether economic, political and<br />
administrative, influence development. Generally, when the<br />
economy is in trouble or in recession, there is no need for<br />
immediate urban expansion. Consequently, this is the best<br />
time to consider carefully improving the existing surroundings<br />
without rushing into it as might happen when the economy<br />
is flourishing. In the past, we sometimes failed to do the right<br />
thing. Now, we are hopeful that this economic downturn<br />
will present us with the opportunity to do the right thing this<br />
time, thoroughly and carefully covering the requisite principles<br />

บริหารจัดการที่ดี โดยก่อนที่จะลงมือทำอะไรต้องพิจารณาให้รอบคอบ<br />
ทุกด้านและมองในมุมกว้าง เพื่อที่จะได้เห็นปัญหาและเห็นลู่ทางกว้างขึ้น<br />
เมื่อสำรวจดูรอบคอบแล้วก็จะพบว่า ตรงไหนต้องรักษาไว้ ในเรื่องอะไร<br />
และเคร่งครัดเพียงใด ตรงไหนพอพัฒนาได้บ้างและตรงไหนพัฒนาได้<br />
มากขึ้น แล้วกำหนดขอบเขตของพื้นที่ที่จะดำเนินการทั้งการพัฒนาและ<br />
อนุรักษ์ไว้แต่ละพื้นที่ เหมือนตัวอย่างการเล่นที่เกริ่นมาตั้งแต่ต้น<br />
นอกไปจากนั้นการพัฒนาควรให้มีความเชื่อมต่อหรือกลมกลืนกับ<br />
ลักษณะทางกายภาพของพื้นที่เดิมกับพื้นที่ใหม่ด้วย ซึ่งบางครั้งอาจจะต้อง<br />
หาวิธีป้องกันพื้นที่เพื่อไม่ให้มีผลกระทบในระยะยาว ในบางพื้นที่การพัฒนา<br />
อาจเอื้อประโยชน์ต่อกัน เช่น การพัฒนาในพื้นที่กว้างอาจมีโอกาส<br />
พัฒนาได้เหมาะสมกว่า และไม่ค่อยทำลายสิ่งแวดล้อมด้วย ตัวอย่างการ<br />
พิจารณาการแบ่งพื้นที่อย่างง่ายๆ เช่น เราต้องการสร้างโรงงานอุตสาหกรรม<br />
แต่พื้นที่อุตสาหกรรมจะก่อให้เกิดมลพิษต่อชุมชนมาก ดังนั้นการตั้งโรงงาน<br />
ต้องตั้งให้อยู่ไกลจากชุมชน เพราะมลพิษที่ปล่อยออกมาจะรบกวนชุมชน<br />
ทั้งนี้ต้องประเมินถึงค่าใช้จ่ายในส่วนอื่นๆ ไม่ว่าจะเป็นค่าใช้จ่ายในการ<br />
ขนส่ง (Logistic) หรือแรงงานที่มีความชำนาญ ถึงแม้ว่าการลงทุนในพื้นที่<br />
ที่ห่างไกลจะใช้งบประมาณมากกว่าในเบื้องต้น แต่หากคำนวนเรื่องผลได้<br />
ผลเสียในระยะยาว และงบประมาณที่ต้องมาเสียกับการแก้ปัญหา<br />
สิ่งแวดล้อมในภายหลังนั้น การวางแผนในระยะยาวย่อมมีความคุ้มค่า<br />
กว่าแน่นอน<br />
ในส่วนของรัฐบาลจึงจำเป็นต้องใช้มาตราการต่างๆ ทั้งการจูงใจ<br />
การส่งเสริม และการสนับสนุน เช่น การให้สิทธิในเรื่องของภาษี อาจ<br />
จะลดหรืองดการเก็บภาษีในช่วงระยะเวลาหนึ่ง หรือลดภาษีหากมีการ<br />
ตั้งโรงงานในพื้นที่ที่รัฐบาลกำหนดให้ หรือการให้กู้ยืมเงินในอัตราพิเศษ<br />
จากนั้นก็ต้องเร่งรัด จนถึงการบังคับใช้กฎหมายต่างๆ อย่างเคร่งครัด<br />
หรือออกกฎเกณฑ์ใหม่ๆ เพื่อให้มีผลบังคับใช้ได้ดีขึ้น<br />
and guidelines. Both development and conservation must be<br />
done at the same time by developing with consciousness<br />
those things that need to be conserved. This can only<br />
succeed through good management, careful consideration<br />
and deep perception by identifying proper solutions to<br />
problems and wise choices. After careful consideration,<br />
answers should be found in the subject matter, what should<br />
be preserved and how, and where to develop a more or<br />
less and defined scope of each area in planning for the<br />
conservation mentioned earlier.<br />
Furthermore, in developing old areas, the physical<br />
appearance of the old and new areas are blended<br />
together. Sometimes there will be a need for preventive<br />
measures for long-term effects. In certain areas, development<br />
could complement other objectives, so that for example<br />
developing large areas may be managed properly with the<br />
least environmental damage. Another example concerns a<br />
simple area division when building a factory that may create<br />
heavy pollution for community. Other expenses must also be<br />
taken into consideration, such as the costs of logistics or for<br />
hiring experienced labourers. Even though expenses in remote<br />
areas may be higher than initially forecast, when considering<br />
the long-run effects and budget for solving such problems,<br />
then certainly long-term plans seem to work better.<br />

โดยสรุป การพัฒนาดีแน่ แต่ต้องไม่ลืมการอนุรักษ์ให้มีความ<br />
พอดีกันสมดุลกัน หากอย่างหนึ่งอย่างใดมากไปหรือน้อยไป ย่อมไม่<br />
เกิดประโยชน์ต่อส่วนรวมทั้งสิ้น ดังนั้น การบริหารจัดการจึงสำคัญที่<br />
จะทำให้ทรัพยากรธรรมชาติและสิ่งแวดล้อมที่เหลืออยู่ในช่วงชีวิตของ<br />

As a result, the government must use various measures<br />
to induce and promote desired activities, such as tax<br />
privileges through tax reduction for factories built in specific<br />
zones, or special rates loans, as well as strictly enforcing<br />
rules or issuing new regulations for better enforcement of<br />
such projects.<br />
In summary, development is good but one should<br />
never forget that all things must be equal. Without<br />
equilibrium, society cannot enjoy the full benefits of<br />
development. Therefore, available natural resources and<br />
environment must be managed well for sustainable<br />
living, with attention to the needs for sharing and allocating<br />
equally as “Professor Prasong” tried to explain at the<br />
beginning of the interview. On this occasion, the Editorial<br />

ทั่วราชอาณาจักร ไม่ว่าหนทางจะแสนไกลยากลําบากเพียงใด ทรงตรากตรํา<br />
พระวรกาย เสด็จพระราชดําเนินไปทรงเยี่ยมเยียนราษฎร เพื่อพระราชทาน<br />

กระทั่งกันตามแนวชายแดนบ่อยครั้ง จากการที่พม่าปราบปรามชนกลุ่มน้อย<br />
ทําให้มีผลกระทบต่อราษฎรที่อาศัยอยู่ตามแนวชายแดนต้องโยกย้าย<br />
ถิ่นฐาน นอกจากนี้ ยังมีปัญหาผู้หนีภัยจากการสู้รบ รวมทั้ง การหลบหนี<br />
เข้าเมืองโดยผิดกฎหมายทําให้การดูแลราษฎรเป็นไปด้วยความยากลําบาก<br />
Over 59 years that Her Majesty Queen Sirikit, “Mother<br />
of the land”, has followed His Majesty King Bhumibol to<br />
throughout the kingdom of Thailand. No matter how far and<br />
rough it is, she has visited people in order to help, give<br />
them opportunity, and provide their better well-beings and<br />
sustainable living.<br />
The Royal Kindness of Her Majesty Queen Sirikit has<br />
been far-flung over the prople. She consistently supports and<br />
takes the responsibility to solace people. Even people in<br />
barren areas, Her Majesty Queen Sirikit concerns about the<br />
security of people, especially those who live alongside the<br />
border.<br />
The border area, especially in the northern region,<br />
has been dwelled by several minorities and Thai hill tribes,<br />
which still has unclear borderline particularly the border areas<br />
adjoined with Myanmar. Many conflicts and combats have<br />
been occurred there. Particularly when Myanmar represses<br />
the minorities at the border, which has effect the people to<br />
immigrate. Moreover, the problems occur from refugees of<br />
the war within Myanmar and illegal immigrants.<br />

จากสภาพปัญหาดังกล่าวพระบาทสมเด็จพระเจ้าอยู่หัวได้พระราชทาน<br />
แนวทางการสร้างความมั่นคงพื้นที่ชายแดนในพื้นที่เพ่งเล็งตั้งแต่ช่องทาง<br />
กิ่วผาวอก จังหวัดเชียงใหม่ ถึงอําเภอปางมะผ้า จังหวัดแม่ฮ่องสอน<br />
จากแนวพระราชดําริดังกล่าว สมเด็จพระนางเจ้าสิริกิติ ์ พระบรมราชินีนาถ<br />
ได้มีพระราชเสาวนีย์กับพลเอกนิพนธ์ ภารัญนิตย์ ผู้อํานวยการโครงการ<br />
พัฒนาตามพระราชดําริ จังหวัดแม่ฮ่องสอน ณ เรือนประทับแรม<br />
ปางตอง เมื่อวันที่ 22 มีนาคม 2545 ว่า ให้พิจารณาแนวทาง<br />
ในการดําเนินการจัดตั้งหมู่บ้านในรูปแบบ “บ้านยามชายแดน” ด้าน<br />
ทิศตะวันตกของตัวเมืองแม่ฮ่องสอนเพื่อพัฒนาราษฎรในพื้นที่ให้เข้มแข็ง<br />
มีส่วนร่วมรักษาอธิปไตยของชาติอย่างมีระบบ ตามแนวพระราชดําริของ<br />
พระบาทสมเด็จพระเจ้าอยู่หัว โดยจะต้องเป็นหมู่บ้านจัดตั้งใหม่บนเขา<br />
และมีความปลอดภัยพอสมควร เป็นพื้นที่ที่สามารถทําการเกษตรได้<br />
มีแหล่งน้ําและพื้นที่เพียงพอสําหรับราษฎร 40 - 50 ครอบครัว และ<br />
ให้ทหารช่วยเหลือในการจัดตั้งหมู่บ้าน การฝึกอบรม การระวังป้องกัน<br />
การรายงานข่าวสารเพื่อเป็นหูเป็นตาให้กับทางราชการ นอกจากนี้ มูลนิธิ<br />
ส่งเสริมศิลปาชีพจะช่วยสนับสนุนด้านอาชีพอีกด้วย<br />
นับเป็นพระมหากรุณาธิคุณของพระบาทสมเด็จพระเจ้าอยู่หัวและ<br />
สมเด็จพระนางเจ้าสิริกิติ ์ พระบรมราชินีนาถที ่ได้พระราชทานแนวพระราชดําริ<br />
ให้ดําเนินงานโครงการต่างๆ ในพื้นที่ภาคเหนือของประเทศไทย ตลอดจน<br />
พระราชกรณีกิจน้อยใหญ่ที่ทรงปฏิบัติในการพระราชทานความช่วยเหลือ<br />
ราษฎรและขจัดปัดเป่าปัญหาของชาติตลอดระยะเวลาที่ผ่านมา ทําให้<br />
วิกฤติการณ์ที่เป็นปัญหาในพื้นที่ภาคเหนือ ซึ่งสามารถส่งผลกระทบต่อ<br />
ความมั่นคงและความผาสุกของคนในชาติเป็นส่วนรวมได้กับการแก้ไข<br />
อย่างทันท่วงที<br />
ปัจจุบันโครงการหมู่บ้านยามชายแดนอันเนื่องมาจากพระราชดําริ<br />
ในจังหวัดแม่ฮ่องสอน มี 4 แห่ง<br />
1. โครงการหมู่บ้านยามชายแดนอันเนื่องมาจากพระราชดําริ<br />
(บ้านปางคอง) อําเภอปางมะผ้า จังหวัดแม่ฮ่องสอน<br />
2. โครงการหมู่บ้านยามชายแดนอันเนื่องมาจากพระราชดําริ<br />
(บ้านแม่ส่วยอู) อําเภอเมือง จังหวัดแม่ฮ่องสอน<br />

For the problems above, His Majesty King Bhumibol<br />
gave an idea to build security within critical border areas.<br />
These critical border areas are from Kiew Pha Wok path,<br />
Chiangmai province to Amphoe Pang Ma Pha, Maehongson<br />
province. According to the king idea or the royal thought,<br />
Her Majesty Queen Sirikit asked General Nipon Pharannit,<br />
the director of Development Project by Royal Thought of<br />
Maehongson Province, at Pang Tong residence on 22 rd<br />
March 2002. to consider how to establish the “Border Guard<br />
Village” at the West of Maehongson province in order<br />
to encourage local people and allow them to systematically<br />
take part in sovereignty protection. The establishment<br />
of the border guard village must be a new location on<br />
mountain with moderate security. The village area should have<br />
enough water sources, and cultivation area for 40-50 families.<br />
Soldiers should support the village establishment, precaution,<br />
training, and information-report to look after things for the<br />
official and The Foundation of the Promotion of Supplementary<br />
Occupations and Related Techniques of Her Majesty Queen<br />
Sirikit of Thailand should give a hand on career sector.<br />
According to the royal kindness of His Majesty King<br />
Bhumibol and Her Majesty Queen Sirikit who give the royal<br />
thought to implement several projects on the Northern of<br />
Thailand. As well as, royal activities which have been done<br />
in order to help people and eliminate national problems.<br />
With these projects carried out, the crisis in the Northern<br />
area, which may affect the public security and overall<br />
well-being of people, is just-in-time resolved.<br />
There are currently 4 places of the Border Guard<br />
Village project by royal thought in Maehongson province<br />
including:<br />

และร่วมแก้ไขปัญหาเพื ่อให้ชุมชนมีความพร้อมที ่จะรับการพัฒนา เรียกว่า<br />
“การระเบิดจากข้างใน” เป็นการพัฒนาแบบค่อยเป็นค่อยไป คํานึงถึง<br />
ความเหมาะสม สอดคล้องกับสภาพสังคม และมีความสมดุลกับทรัพยากร<br />
ธรรมชาติเเละสิ่งแวดล้อมของชุมชน มุ่งพัฒนาสู่ชุมชนพึ่งตนเอง ให้สมาชิก<br />
ในชุมชนอยู่ดีมีสุข และส่งผลต่อความยั่งยืนของทรัพยากรธรรมชาติและ<br />
สิ่งแวดล้อม ให้อนุชนรุ่นหลังได้ใช้ประโยชน์ ทําให้ชุมชนมีความเข้มแข็ง<br />
มีภูมิคุ้มกันพร้อมที่จะรับผลกระทบจากวิกฤติการณ์ต่างๆ และสามารถ<br />
ปฏิบัติภารกิจของราษฎรไทยอาสาสมัครหมู่บ้านยามชายแดนได้อย่าง<br />
มีประสิทธิภาพ โดยมีทหารเข้าไปช่วยในด้านการฝึกอบรม การระวัง<br />
ป้องกัน การรายงานข่าวสารเพื่อเป็นหูเป็นตาให้กับทางราชการวัตถุประสงค์<br />
ที ่สําคัญเพื่อการข่าวและความมั่นคงของประเทศ<br />
วันนี้ หมู่บ้านยามชายแดนได้มีการพัฒนาตามแนวทางพระราชดําริ<br />
ของพระบาทสมเด็จพระเจ้าอยู่หัวและสมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถ<br />
จนสามารถดํารงความเป็นหมู ่บ้านยามชายแดนได้ตามจุดมุ ่งหมายเพราะ<br />
ประชาชนในหมู่บ้านนั้น ได้เป็นผู้ดํารงชีวิตอยู่ในผืนป่าอย่างเรียบง่าย<br />
พอใจในชีวิตความเป็นอยู่ ทําหน้าที่รายงานข่าวสารที่เป็นผลดีต่อความมั่นคง<br />
ของชาติ และนี่คือพระราชกรณียกิจหนึ่ง ที่ทั้งสองพระองค์ได้ทรงมอบ<br />
ให้แก่พสกนิกรของพระองค์ถึงแม้จะอยู่ไกลแสนไกลก็ตาม<br />
The implementation of the Border Guard Village by<br />
royal thought is based on community participation including;<br />
brainstorming, planning, implementation, evaluation, and<br />
resolving problems, which can make the community ready<br />
for development. This principle is called “Explosion within”.<br />
It is evolutionary development realizing about aptitude<br />
which should be suitable and compatible with social and<br />
balance with natural resources and environment of community.<br />
The project aims to create autonomous community, allow<br />
community members to live well, and sustain natural<br />
resources and environment for posterity. Consequentially,<br />
the community becomes strong and ready for any critical<br />
impact, and villagers can practice as volunteer border<br />
guard efficiently with the support of soldiers in training,<br />
precaution and also information reported from villagers who<br />
are informants corresponding with the primary objectives:<br />
intelligence and national security.<br />
At present, the current guard village are developed<br />
based on the guideline of royal thought and principles of<br />
King Bhumibol and Queen Sirikit until they can achieve the<br />
goal of Border Guard Village. This is because the people<br />
in such villages are satisfy of their livelihood and live in<br />
the forest with simplicity, meanwhile reporting information<br />
which is beneficial to the national security. This border guard<br />
village is one of many royal activities that the King and the<br />
Queen support people who even live in faraway and barren<br />
locations.<br />

ข้าวเฉพาะถิ่นเมืองลุง...<br />
ข้อมูลจากกรมการข้าวบันทึกถึงพันธุ์ข้าวสังข์หยด เอาไว้ว่า เป็น<br />
พันธุ์ข้าวเฉพาะถิ่นของจังหวัดพัทลุงที่ชาวใต้รู้จักกันมานานนับ 100 ปี<br />
สมัยก่อนชาวนาปลูกไว้เป็นของกํานัลแก่ผู้หลักผู้ใหญ่ที่เคารพนับถือ<br />
ในเทศกาลหรือวันสําคัญต่างๆ เช่น วันสงกรานต์ขึ้นบ้านใหม่แบบไทย<br />
โบราณ หรือใช้หุงต้มเพื่อทําบุญตักบาตรตามประเพณีนิยม มีคุณสมบัติ<br />
เฉพาะตามลักษณะของข้าวกล้องที่แตกต่างจากพันธุ์ข้าวพื้นเมืองอื่นๆ<br />

ปี พ.ศ. 2525-2529 ศูนย์วิจัยข้าวพัทลุงเก็บรวบรวมพันธุ์ข้าว<br />
พื้นเมืองในภาคใต้ 1,997 สายพันธุ์ มีพันธุ์ข้าวสังข์หยดจาก 3 แหล่ง<br />
ได้แก่ สังข์หยด (KGTC82045) จากตําบลโคกทราย อําเภอปากพะยูน<br />
จังหวัดพัทลุง สังข์หยด (KGTC82239) จากตําบลท่ามะเดื่อ อําเภอ<br />
บางแก้ว จังหวัดพัทลุง และสังข์หยด (KGTC82267) จากตําบลควนขนุน<br />
อําเภอเขาชัยสน จังหวัดพัทลุง เมล็ดพันธุ์ที่รวบรวมได้ส่วนหนึ่งถูกส่งไป<br />
อนุรักษ์ที่ศูนย์ปฏิบัติการและเก็บเมล็ดเชื้อพันธุ์ข้าวแห่งชาติศูนย์วิจัยข้าว<br />

Sangyod Rice: an Indigenous<br />
Rice Species of Muang Lung<br />
According to data from the Department of Rice,<br />
Sangyod rice is an indigenous rice species of Patthalung,<br />
which has been well-known for more than 100 years.<br />
In the old days, this rice was grown as a gift to be<br />
presented to respected elderly people at special occasions or<br />
festivals such as Songkran, traditional house warming<br />
parties or for cooking for merit making activities. Although<br />
this rice possesses some specific characteristic of brown rice,<br />
the differences can be seen in the seed, which is covered<br />
with red fibres and has an elongated shape. It can be<br />
cooked the same way as brown rice.<br />
From 1982-1986, the Patthalung Rice Research Center a<br />
total of 1,997 rice species in the South. Sangyod rice was<br />
collected from three different places: Sangyod (KGTC82045)<br />
from KokeSai Sub-district, Pak Payoon District, Pattalung<br />
Province; Sangyod (KGTC82239) from Tha Maduea Sub-district,<br />
Bang-Keow District, Pattalung Province; and Sangyod<br />

ฤดูทํานาปี พ.ศ. 2531/32 มีการคัดเลือกพันธุ ์สังข์หยด (KGTC82239)<br />
จากแหล่งเก็บตําบลท่ามะเดื่อ อําเภอบางแก้ว จังหวัดพัทลุง โดยคัดเลือก<br />
แบบหมู่ (mass selection) จนได้สายพันธุ์สังข์หยด (KGTC82239-2)<br />
ซึ ่งมีลักษณะเมล็ดเล็กเรียวยาว แต่จุดเปลี ่ยนสําคัญเกิดขึ ้นในปี พ.ศ. 2543<br />
เมื่อสมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถทรงมีพระราชดําริให้ตั้ง<br />
โครงการฟาร์มตัวอย่างตามพระราชดําริ จังหวัดพัทลุง ขึ้นที่ตําบลนาปะขอ<br />
อําเภอบางแก้ว จังหวัดพัทลุง ศูนย์วิจัยข้าวพัทลุงซึ่งได้รับมอบหมาย<br />
ให้รับผิดชอบแปลงนาในโครงการฯ จึงทดลองปลูกข้าวพันธุ์สังข์หยดและ<br />
ถวายข้าวสังข์หยดแด่สมเด็จพระนางเจ้าฯ พระบรมราชินีนาถ เมื่อวันที่<br />
24 <strong>กันยายน</strong> 2546 ปรากฏว่าเป็นที่ทรงโปรด<br />
ต่อมา ศูนย์วิจัยข้าวพัทลุง ได้ยื่นคําขอหนังสือรับรองพันธุ์พืช<br />
ขึ้นทะเบียนตามพระราชบัญญัติพันธุ์พืช พ.ศ. 2518 โดยกรมวิชาการ<br />
เกษตรได้ประกาศออกหนังสือรับรองพันธุ์พืชขึ้นทะเบียนชื่อพันธุ์ “ข้าว<br />
สังข์หยดพัทลุง” เมื่อวันที่ 4 <strong>กรกฎาคม</strong> 2548 และเสนอคําขอ<br />
ขึ้นทะเบียนเป็นสินค้าสิ่งบ่งชี้ทางภูมิศาสตร์ เมื่อวันที่ 23 มิถุนายน<br />
2549 ตามพระราชบัญญัติคุ้มครองสิ่งบ่งชี้ทางภูมิศาสตร์ พ.ศ. 2546<br />
ต่อกรมทรัพย์สินทางปัญญา กระทรวงพาณิชย์ โดยใช้ชื่อสินค้าว่า<br />
“ข้าวสังข์หยดเมืองพัทลุง”<br />
ด้วยคุณสมบัติพิเศษ ลักษณะข้าวกล้องสีแดง รูปร่างเมล็ดเรียว<br />
ความยาวเมล็ดข้าวกล้อง 6.70 มิลลิเมตร ข้าวซ้อมมือมีสีแดงปนสีขาว<br />
เมื่อขัดสีแล้วบางเมล็ดมีสีขาวใส แต่ส่วนใหญ่มีลักษณะขาวขุ่น คุณสมบัติ<br />
การหุงต้มดี ลักษณะข้าวหุงสุกนุ่ม มีความคงตัวของแป้งสุกอ่อน (94<br />
มิลลิเมตร) ปริมาณอมิโลสต่ํา (15.28-2.08%) ลักษณะทรงต้นสูง 140<br />
เซนติเมตร<br />
(KGTC82267) from Khuan-khanun Sub-district, Khao-chaison<br />
District, Phattalung Province. Certain parts of the collected<br />
seeds were sent to be preserved at the Germplasm Bank,<br />
Pathumthani Rice Research Center and some other parts<br />
were kept at the Phattalung Rice Research Center.<br />
During the rice growing season in 1978-1979,<br />
Sangyod (KGTC82239) breeder seeds were selected from<br />
the rice stock at Tamadae Sub-district, Bangkaew District,<br />
Phattalung Province, through mass selection. This produced<br />
Sangyod (KGTC82239-2) breeders, which have elongated<br />
seeds. However, the significant change happened during<br />
2000 when Her Majesty the Queen initiated the Royal<br />
Farm Project at Phattalung Province, Napakor Sub-district,<br />
Bang Kaew District, Phattalung Province by assigning the<br />
Phattalung Rice Research Center to tend rice plots in<br />
the project. Sangyod rice was grown and the harvested<br />
rice was presented to Her Majesty the Queen on September<br />
24 th , 2003. This rice has become the Queen’s favourite.<br />
Later, the Phattalung Rice Research Center petitioned<br />
for this rice breeder to be registered in accordance with the<br />
Plant Offspring Act B.E. 2518 (1975) and subsequently received<br />
a letter of approval to register seeds under the name<br />
“Sangyod Muang Phattalung Rice” on July 4 th , 2005 and<br />
also submitted the petition for GI (Geographical Indication)<br />
registration on June 23 rd , 2006 to comply with the GI<br />
(Geographical Indication) Act of the Intellectual Property<br />
Department, Ministry of Commerce under the name “Sangyod<br />
Muang Phattalung Rice.”<br />

ข้าวสังข์หยดมีกากใยอาหารสูงเป็นประโยชน์ต่อระบบขับถ่าย<br />
มีวิตามินอีช่วยชะลอความแก่ มีโปรตีน ธาตุเหล็กและฟอสฟอรัส<br />
ช่วยในการบํารุงโลหิต บํารุงร่างกายให้แข็งแรง ป้องกันโรคความจําเสื่อม<br />
และยังมีสารแอนติออกซิแดนท์จําพวก oryzanol และ gama<br />
aminbutyric acid (GABA) ช่วยลดอัตราเสี่ยงของการเป็นมะเร็ง<br />
ทําให้ในปัจจุบัน ข้าวสังข์หยดได้รับความนิยม แม้จะมีราคาที่แพงเมื่อ<br />
เปรียบเทียบกับข้าวสายพันธุ์อื่นๆ<br />
คุณสําเริง แซ่ตัน นักวิชาการเกษตรชํานาญการพิเศษจากศูนย์วิจัย<br />
ข้าวพัทลุง กล่าวว่า สํานักงานเกษตรจังหวัดพัทลุงวางยุทธศาสตร์<br />
พัฒนาข้าวพันธุ์พื้นเมืองมาตั้งแต่ปี พ.ศ. 2548 ในระยะแรกข้าวสังข์หยด<br />
ราคาประมาณ 7,000 บาท/เกวียน ต่อมาได้ขยายพื้นที่ปลูกเพิ่มมากขึ้น<br />
เพราะสามารถปลูกในพื้นที่โซนข้าวเฉี้ยงได้ทุกแปลง ปี พ.ศ. 2550<br />
มีการปลูกข้าวสังข์หยดประมาณ 15,000 ไร่ ผลผลิตประมาณ<br />
450-500 กิโลกรัม/ไร่ ราคาประมาณ 15,000 บาท/เกวียน ราคาส่งอยู่ที่<br />
25-30 บาท/กิโลกรัม ส่วนราคาในห้างสรรพสินค้าอยู่ที่กิโลกรัมละ<br />
40-45 บาท และตลาดมีความต้องการมากจนผลิตกันไม่ทันและไม่พอเพียง<br />
ต่อความต้องการของตลาดและผู้บริโภค คาดว่าในปี พ.ศ. <strong>2552</strong><br />
ราคาจะขยับขึ้นถึง 20,000 บาท/เกวียน<br />
With its specific attributes, Sangyod Muang Phattalung<br />
Rice is a combination of red colored brown rice with<br />
an elongated shape 6.70 millimeters in length for the rice<br />
seed. Unpolished rice grains have reddish white colored,<br />
some of which turn clear white after polishing but most<br />
remain cloudy. This rice can be cooked easily and produces<br />
soft cooked rice with a partially cooked flour (94 millimeters)<br />
and low amilos (15.28-2.08%) in the shape of a tall tree. It<br />
helps to nourish the blood supply and strengthens the body<br />
as well as preventing Alzheimer’s disease and providing full<br />
measures of antioxidants, namely, oryzanol and gamma<br />
aminbutyric acid (GABA), which are said to reduce the risk<br />
of cancer. At present, Sangyod Rice is quite popular, despite<br />
being higher priced compared to other rice species.<br />
According to Mr. Samrueng Saetun, an agricultural<br />
technical officer, senior professional level from the<br />
Phatthalung Rice Research Center, Phattalung Agricultural<br />
Office planned a strategy to develop indigenous rice<br />
species since 2005. At first, Sangyod rice had an<br />
estimated cost of 7,000 baht/cart. Later, rice growing areas<br />
were expanded because Sangyod rice could be grown<br />
in all Chiang Rice plots. In 2007, Sangyod rice was grown<br />
across an estimated 15,000 rais with estimated yields of<br />
450-500 kilograms/rai at an estimated price 15,000 baht/cart<br />
and wholesale price of 25-30 baht/kilogram. The price in<br />
department stores averages 40-45 baht per kilogram. The<br />
market demand for Sangyod rice is extremely high to the<br />
extent that production cannot keep up with market and<br />
consumer demand. It is anticipated that, in 2009, its price<br />
would reach 20,000 baht/cart.<br />
Mr. Samrueng further stated that, even though the price of<br />
Sangyod rice had not been guaranteed by the government,<br />
farmers in Payoon District could sell Sangyod rice at<br />
higher than the expected guaranteed price by directly<br />
selling to outside merchants while the rice plants were still<br />
growing in the field. For old reserved rice, its price could be as<br />
high as 17,000 baht per cart. It is anticipated that, in 2009, all<br />
Sangyod rice production at Pak Payoon District would reach<br />
250 carts. However, this would still be lower than last year’s<br />
production of 300 carts because some rice paddies were<br />

คุณสําเริงกล่าวต่อไปว่า ข้าวสังข์หยดเป็นชนิดข้าวที่รัฐบาลไม่ได้รับ<br />
จํานํา แต่เกษตรกรในอําเภอปากพะยูน สามารถขายข้าวเปลือกสังข์หยด<br />
ได้สูงกว่าราคารับจํานํา โดยมีพ่อค้าจากต่างถิ ่นมากว้านซื ้อข้าวสดในแปลงนา<br />
หากเป็นข้าวเก่าจะมีราคาสูงถึงเกวียนละ 17,000 บาท คาดว่า ผลผลิต<br />
ข้าวสังข์หยดของทั้งอําเภอปากพะยูน ในปี พ.ศ. <strong>2552</strong> จะมีประมาณ<br />
250 เกวียน โดยลดลงจาก<strong>ปีที่</strong>แล้วที่ผลิตได้ถึง 300 เกวียน เพราะพื้นที่<br />
นาข้าวบางส่วนได้รับผลกระทบจากน้ําท่วม ทําให้มีพื้นที่เก็บเกี่ยวไม่ถึง<br />
600 ไร่ ราคาผลผลิตข้าวที่สูงขึ้นทําให้มีการตื่นตัวที่จะปลูกข้าวสังข์หยด<br />
มากขึ้น ในฤดูกาลผลิตปี พ.ศ. <strong>2552</strong>/53 พื้นที่ปลูกข้าวสังข์หยด<br />
และราคาต่อเกวียนในอําเภอปากพะยูนจึงคาดว่าขยายตัวเพิ่มขึ้นอย่าง<br />
หลีกเลี่ยงไม่พ้น<br />

จากข้าวท้องถิ่นสู่ข้าวสายพันธุ์ GI...<br />
จังหวัดพัทลุงถือว่าเป็นเมืองอู่ข้าวอีกจังหวัดหนึ่งทางภาคใต้เพราะมี<br />
พื้นที่ปลูกข้าวเป็นอันดับ 2 รองจากจังหวัดนครศรีธรรมราช โดยจังหวัด<br />
พัทลุงมีพื้นที่ปลูกข้าวนาปี 549,978 ไร่ นาปรัง 99,484 ไร่ มีผลผลิตรวม<br />

คุณสําเริง เล่าว่า ข้าวสังข์หยดมีหลายตํานาน มีการเล่าขานเอาไว้<br />
มากมายหลายเรื่องราว ตํานานที่เล่าให้กันฟังบ่อยๆ เชื่อว่าเมื่อก่อน<br />
ข้าวสังข์หยดไม่ได้เขียนอย่างในปัจจุบัน แต่เขียนว่า “ข้าว สัง หยด”<br />
คําว่า สัง หมายถึง สัตว์ชนิดหนึ่ง คนภาคใต้ออกเสียงว่า “มูสัง”<br />
ในภาษาถิ่น หรือชะมดในภาษาภาคกลาง ตํานานกล่าวเอาไว้ว่า ชะมด<br />
หรือมูสังจะหยุดนิ่ง เมื่อมาเจอแปลงข้าวสังข์หยด คนในภาคใต้กล่าว<br />
ด้วยสําเนียงท้องถิ่นว่า ข้าวสังหยุด ก่อนจะเพี้ยนเสียงมาเป็นข้าวสังข์หยด<br />
อย่างเช่นในปัจจุบัน<br />

then be harvested. The higher price of Sangyod rice has<br />
motivated farmers to grow more of that product. In the<br />
production year 2009/2010, it is being expected that both<br />
the growing areas will expand and that the price of<br />
Sangyod rice will rise sharply.<br />
Sangyod Muang Phattalung Rice:<br />
from Indigenous Species to GI Rice<br />
Phattalung Province is considered to be one of<br />
Thailand’s leading food production areas in the South<br />
of the Kingdom; the rice growing area there is ranked<br />
second only to Nakhorn Si Thammarat. Phattalung grows<br />
seasonal rice in 549,978 rais of land and off-season<br />
rice in 99,484 rais of paddy fields, with an overall<br />
production of 274,450 tons worth 984.21 million baht. At<br />
present, there are 9,300 rais of Sangyod rice with a yield of<br />
3,000 tons worth 15 million baht, which is as much as 1.7<br />
percent of the total rice growing area of the province.<br />
Mr. Samrueng recounted many legends of Sangyod<br />
rice, with the most well-known story being that of the<br />
naming of Sangyod rice. Previously, Sangyod rice was written as<br />
“Sang Yod Rice,” which represented a certain type of<br />
animal. Indigenous southern people pronounce the word<br />
as “Moo Sung” and it is “Civet” in the central region. The<br />
legend claimed that Chamod or Moo Sung would not<br />
enter Sangyod rice plots. Later, people in the South called it<br />
“Sangyud” before its current pronunciation as “Sangyod.”<br />
In 2006, Sangyod Muang Phatthalung Rice was<br />
declared to be Geographical Indication (GI) merchandize in<br />
accordance with the Geographical indicator protection Act<br />
B.E. 2546 (2003) under the formal name of “Sangyod<br />
Muang Phattalung Rice” (June 23 rd , 2006, Registration No. Sor<br />
Chor 49100011). It is considered to be the first rice breed to<br />
receive full community protection.<br />

ให้เป็นสินค้าสิ่งบ่งชี้ทางภูมิศาสตร์ Geographical Indication (GI)<br />
ตามพระราชบัญญัติคุ้มครองสิ่งบ่งชี้ทางภูมิศาสตร์ พ.ศ. 2546 โดย<br />
ใช้ชื่อว่า “ข้าวสังข์หยดเมืองพัทลุง (Sangyod Muang Phatthalung<br />
Rice)” (23 มิถุนายน 2549, ทะเบียนเลขที่ สช 49100011) นับเป็น<br />
ข้าวพันธุ์แรกในประเทศไทยที่ได้รับการคุ้มครองสิทธิประโยชน์แก่ชุมชน<br />
ผู้ผลิต<br />
สิ่งบ่งชี้ทางภูมิศาสตร์ คือ ทรัพย์สินทางปัญญาประเภทหนึ่งซึ่ง<br />
เป็นชื ่อของแหล่งภูมิศาสตร์ที ่ใช้กับสินค้าใดสินค้าหนึ ่งซึ ่งเชื ่อมโยงระหว่าง<br />
สินค้ากับแหล่งภูมิศาสตร์และระบบวัฒนธรรมหนึ่ง ทั้งในด้านปัจจัย<br />
ธรรมชาติ (ดิน-น้ํา-ลม-ไฟ) และปัจจัยอันเกิดจากมนุษย์ (ภูมิศาสตร์<br />
เฉพาะถิ่น ระบบวัฒนธรรม) ที่เกิดขึ้นมาช้านาน มีเอกลักษณ์เฉพาะพื้นที่<br />
ทั้งที่เกิดขึ้นในประเทศและต่างประเทศ<br />
ทั้งนี้ สิ่งบ่งชี้ทางภูมิศาสตร์มีลักษณะสําคัญ คือ 1. ถือเป็นทรัพย์สิน<br />
ทางปัญญาประเภทหนึ่ง 2. มีความเชื่อมโยงระหว่างธรรมชาติและมนุษย์<br />
3. เน้นผู้ผลิตกับพื้นที่ผลิต/ทรัพยากรในพื้นที่ 4. สินค้ามีเอกลักษณ์พิเศษ<br />
แตกต่างจากสินค้าชนิดเดียวกัน 5. ผู้บริโภคมั่นใจและพึงพอใจที่จะซื้อ<br />
สินค้าในราคาที่สูงกว่าสินค้าชนิดเดียวกันที่ผลิตจากที่อื่น<br />
Geographical indications are one way of identifying<br />
Intellectual Property. This can involve identifying geographical<br />
sites linked with production of certain items, especially<br />
when linked with culturally-specific production methods (e.g.<br />
the soil-water-air-fire cycle), as well as human factors (e.g.<br />
specific geography and cultural systems) that have been in<br />
existence for some time, with unique areas identified both<br />
domestically and overseas.<br />
GI can include such significant geographical features<br />
as the following: 1. Being a certain type of Intellectual<br />
Property; 2. Connecting people with nature; 3. Putting<br />
emphasis on the producers and production areas/area<br />
resources; 4. Having a unique identity distinct from other<br />
instances of the same type of product; 5. Giving consumers<br />
more confidence and satisfaction in buying products even if<br />
they have higher prices.<br />
GI categorization also provided five key benefits:<br />
1. Legal protection for the community to manufacture<br />
good quality products; 2. Adding value to merchandize as<br />
well as being a marketing tool to further develop trade;<br />
3. Motivating local producers to maintain product standards<br />
in order to maintain their own product images; 4. Promoting<br />
local industry to increase and distribute income locally;<br />
5. Building strong community and local pride in preserving<br />
indigenous wisdom as a part of tourism promotion.<br />
Mr. Samrueng also observed that rice is one of the<br />
world’s most important staple foods. Improving Sangyod rice<br />
to become a pure breed would lead to it becoming a<br />
stable and unique product both in height and length that<br />
could be grown and provide the same yield elsewhere, so<br />
long as the control gene was not altered.<br />

ภาคภูมิใจในการรักษาภูมิปัญญาท้องถิ่น และอาจเป็นส่วนหนึ่งของการ<br />
ส่งเสริมการท่องเที่ยว<br />
คุณสําเริงกล่าวว่า ข้าวเป็นเมล็ดธัญญาหารที่สําคัญระดับโลก<br />
สายพันธุ์หนึ่ง การปรับปรุงสายพันธุ์ข้าวสังข์หยดให้เป็นสายพันธุ์บริสุทธิ์<br />
หมายความว่า ได้ผลผลิตที่มีลักษณะสม่ําเสมอและมีความเฉพาะถิ่น<br />
ทั้งความสูงของต้นหรือความยาวของเมล็ดจะมีความเสถียร ไม่ว่าจะนํา<br />
ไปปลูกที่ไหนหรือปลูกไปแล้วกี่ปีก็ตาม นอกจากจะมีการเปลี่ยนแปลงยีน<br />
ที่ควบคุมลักษณะของพันธุ์ข้าว<br />
ข้อมูลจากการดําเนินงานของศูนย์สายพันธุ ์ข้าวจังหวัดพัทลุงที ่ได้นํา<br />
พันธุ์ข้าวสังข์หยดแจกจ่ายแก่เกษตรกร ระบุว่า ตั้งแต่ปี พ.ศ. 2548<br />
เป็นต้นมา จนกระทั่งปัจจุบัน จังหวัดพัทลุงมีพื้นที่การปลูกข้าวสังข์หยด<br />
ทั้งจังหวัด 12,900 ไร่ มีชาวนาปลูกข้าวชนิดนี้เพิ่มขึ้น 1,900 คน ความ<br />
นิยมเหล่านี้เกิดมาจากลักษณะพิเศษของพันธุ์ข้าว รวมทั้งแรงสนับสนุน<br />
จากสมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถที่ทรงพระราชทาน<br />
วโรกาสให้จัดทําโครงการขยายพื้นที่ทดลองเพาะปลูกข้าวพันธุ์สังข์หยดจน<br />
ได้รับการขึ้นทะเบียนรับรองเป็นสินค้าสิ่งบ่งชี้ทางภูมิศาสตร์ที่คนพัทลุง<br />
ภาคภูมิใจ<br />
Data from the Phattalung Rice Research Center<br />
mapped the distribution of Sangyod breeder seeds to<br />
farmers since 2005. Now, Phattalung Province grows<br />
Sangyod rice in 12,900 rais of land with a total of 1,900<br />
rice growers. Their preferences resulted from specific features<br />
of Sangyod rice, including the kind support of Her Majesty<br />
the Queen, in expanding test areas for growing this strain<br />
until it became a registered GI product and the pride of<br />
Phattalung.<br />
From Indigenous Rice to<br />
Export Production<br />
In 2005, Khun Saisunee Kaekao, a 40 year-old<br />
Phattalung farmer became one of the first persons to<br />
grow Sangyod rice from improved breeder seeds by the<br />
Phattalung Rice Research Center on 10 rais of land,<br />
later expanded to 200 rais, which provided a good<br />
yield of over 100 tons that benefited consumers and rice<br />
merchants who came to buy rice directly at her plot.<br />
Later, the Sangyod Housewives’ Group was established with<br />
the support of the Provincial Governor, namely Mr. Prajak<br />
Suwannapakdee, to supply Sangyod rice to domestic<br />
markets.<br />
Furthermore, the Sangyod Cooperative was established<br />
so as to distribute rice breeder seeds to members. Now,<br />
the Sangyod Housewives’ Group owns more than 500 rais of<br />
rice plots. As the pioneer of the Sangyod rice growers, Khun<br />
Saisunee realized that Sangyod rice has a softer texture than<br />
regular rice and is suitable for making into highly nutritional<br />
brown rice.<br />

จากข้าวพื้นบ้านสู่สายการผลิต<br />
เพื่อการส่งออก...<br />
นับจากปี พ.ศ. 2548 คุณสายสุนีย์ เกื้อแก้ว วัย 40 ปี ชาวนา<br />
คนหนึ่งในจังหวัดพัทลุง เป็นบุคคลแรกๆ ที่ปลูกข้าวพันธุ์สังข์หยดที่ปรับปรุง<br />
พันธุ์โดยศูนย์วิจัยข้าวพัทลุง จาก 10 ไร่ ขยายเป็น 200 ไร่ ส่งผลผลิต<br />
ตรงแก่ผู้บริโภคและพ่อค้าข้าวที่เข้ามารับซื้อถึงแปลงนาของเธอ จนกระทั่ง<br />
สามารถผลิตข้าวได้มากกว่า 100 ตัน ต่อมาจึงจัดตั้งกลุ่มแม่บ้านซึ่ง<br />
ผลิตข้าวสังข์หยดและได้รับการสนับสนุนจากผู้ว่าราชการจังหวัดในขณะนั้น<br />
คือ ท่านประจักษ์ สุวรรณภักดี ให้สามารถผลิตข้าวสังข์หยดป้อนตลาด<br />
ผู้บริโภคทั่วประเทศ<br />
นอกจากนี้ยังมีการจัดตั้งสหกรณ์ข้าวสังข์หยดและแจกจ่ายเมล็ดพันธุ์<br />
แก่สมาชิก จนถึงบัดนี้ สหกรณ์กลุ่มแม่บ้านข้าวสังข์หยดมีพื้นที่แปลง<br />
ข้าวสังข์หยดมากกว่า 500 ไร่ ในฐานะที่เป็นคนแรกๆ ที่ริเริ่มการปลูกข้าว<br />
สังข์หยด คุณสายสุนีย์ เห็นว่า ข้าวสังข์หยดมีความนิ่มกว่าปกติและ<br />
เหมาะที่จะทําข้าวกล้องหรือข้าวซ้อมมือที่มีคุณค่าทางโภชนาการสูง<br />
จากประสบการณ์ คุณสายสุนีย์บอกอีกว่า ข้าวสังข์หยดเป็นข้าว<br />
ที่กินน้อยแต่อิ่มนาน เปลือกสีแดงที่หุ้มข้าวสังข์หยดติดอยู่กับรําข้าวและ<br />
ปลายข้าว เมื่อเอาไปเลี้ยงหมูทําให้หมูโตไวและอ้วนพีแต่กลับมีเนื้อติดมัน<br />
น้อย หมูที่คุณสายสุนีย์เลี้ยงไว้มีน้ําหนักกว่า 200 กิโลกรัม แต่เนื้อแทบ<br />
จะไม่ติดมันเลย “มีแต่เนื้อแดงเหมือนกับเนื้อวัว” เธอกล่าว การทดลอง<br />
ให้หมูกินรําข้าวสังข์หยด ทําให้กลุ่มแม่บ้านได้แปรรูปผลิตภัณฑ์รําข้าว<br />
และจมูกข้าวสังข์หยดพร้อมชงดื่มและได้รับการตอบรับเป็นอย่างดี<br />
จากผู้บริโภคทั้งในและต่างจังหวัด<br />
คุณสายสุนีย์ ยกตัวอย่างลูกค้าบางรายซึ่งเป็นอัมพาต จากที่ต้อง<br />
นอนเพียงอย่างเดียว เดินไปไหนไม่ได้ แต่ปัจจุบัน ลูกค้ารายนั้นเข้ามา<br />
เยี่ยมกลุ่มแม่บ้าน บางรายสามีนําภรรยามาซื้อผลิตภัณฑ์จากข้าวสังข์หยด<br />
ครั้งละมากๆ “เค้าบอกว่า ที่ภรรยาเค้าเดินได้เพราะรําข้าวและจมูกข้าว<br />
นี้” คุณสายสุนีย์กล่าวพร้อมรอยยิ้ม<br />
From her own experience, Khun Saisunee observed that<br />
Sangyod rice eaten even in small portions made people feel<br />
full for longer. The red husk that covers rice seeds when<br />
mixed with other rice species and rice ends for feeding<br />
pigs would make them grow quicker, stronger and bigger<br />
with less or almost no fat such that some pigs weighed<br />
over 200 kilograms. Khun Saisunee stated that they have<br />
“only red meat similar to beef.” Moreover, test feeding<br />
pigs with Sangyod rice bran had led the housewives’ group<br />
to convert to Sangyod rice bran and to brew products that<br />
have become widely accepted among local and outside<br />
consumers.<br />
Khun Saisunee also cited the example of certain clients<br />
who had been paralyzed and confined to bed. Now, those<br />
same people came to visit the housewives’ group and,<br />
also, some husbands bought their wives to purchase lots of<br />
products made from Sangyod rice. She talked about one<br />
client with a smile, “He mentioned to me that his wife was<br />
able to walk because of this rice bran and rice germ.”<br />
Unfortunately, contemporary Sangyod rice growing still<br />
provides lower yields than other rice strains and export<br />
markets refuse to accept contaminated rice. Moreover,<br />
unpredictable weather conditions, such as sudden floods, as<br />
well as unsuitable agricultural systems created some minor<br />
problems. However, improving breeder rice strains must be<br />
continued so that Sangyod rice can enter the export market<br />
with a brighter future. Also, there should be research studies<br />
to learn how to process Sangyod rice into brown rice drinks<br />

ปัจจุบันข้าวพันธุ์สังข์หยดยังปลูกได้ผลผลิตน้อยกว่าข้าวพันธุ์ทั่ว<br />
ไป ตลาดส่งออกยังไม่เป็นที่ยอมรับเพราะการส่งออกข้าวเมล็ดขาวจะต้อง<br />
ไม่มีการปนเปื้อน หรือดินฟ้าอากาศที่ปรวนแปร เช่น สภาพน้ําท่วม<br />
ฉับพลันกับระบบการเกษตรที่ยังไม่ดีพร้อมจะเป็นปัญหาอุปสรรคอยู่บ้าง<br />
แต่การพัฒนาปรับปรุงสายพันธุ์และการเกษตรแบบครบวงจรจะต้องไม่<br />
หยุดนิ่งเพื่อช่วยให้ข้าวสังข์หยดก้าวสู่ตลาดข้าวเพื่อการส่งออกได้อย่าง<br />
แจ่มใสในอนาคต นอกจากนี้ ยังต้องการผลงานศึกษาเชิงวิจัยเพื่อการ<br />
แปรรูปข้าวสังข์หยดให้เป็น น้ําข้าวกล้อง น้ํามันรําข้าว โดยพัฒนา<br />
กรรมวิธีร่วมกับกลุ่มแม่บ้าน เช่น กลุ่มแม่บ้านของคุณสายสุนีย์เป็นต้น<br />
แบบในการผลิต โดยมีการเชื่อมโยงตลาดท้องถิ่น พัฒนาเครือข่ายและ<br />
ผลิตเป็นสินค้า OTOP<br />
ปัจจุบัน มีผู้ผลิตในจังหวัดพัทลุงมากมาย อาทิ สหกรณ์การเกษตร<br />
เพื่อการตลาด (สกต.) จังหวัดพัทลุง กลุ่มผลิตข้าวซ้อมมือ-นาขยาด<br />
กลุ่มผลิตข้าวซ้อมมือควนขนุนกลุ่มข้าวซ้อมมือ-บ้านไสกุน กลุ่มผลิตข้าว<br />
ซ้อมมือ-ปากพะยูน กลุ่มผลิตภัณฑ์ข้าวซ้อมมือบ้านนาหม่อม ที่พร้อมจะ<br />
เป็นส่วนหนึ่งของการพัฒนาข้าวสายพันธุ์นี้<br />
ถึงวันนี้<br />
ข้าวสังข์หยด ข้าวพันธุ์พื้นเมือง จังหวัดพัทลุง กําลังก้าวเข้าสู่<br />
ตลาดข้าวโลกด้วยแผนพัฒนาข้าวครบวงจรของกรมการข้าว มีแนวโน้ม<br />
ที่สดใสแจ่มชัด ก็ด้วยพระมหากรุณาธิคุณของสมเด็จพระนางเจ้าสิริกิติ์<br />
พระบรมราชินีนาถ ที่ทรงทอดพระเนตรเห็นถึงความสําคัญของการปรับปรุง<br />
พันธุ์ข้าวพื้นเมืองให้ก้าวสู่ทศวรรษใหม่ บวกกับแรงกายแรงใจของชาวนา<br />
จังหวัดพัทลุงที่ไม่ละทิ้งภูมิปัญญาและวิถีชาวนาของบรรพบุรุษที่สืบทอด<br />
กันมายาวนานและทําให้สังคมไทยดํารงอยู่ได้จวบจนทุกวันนี้<br />

Housewives’ groups, such as Khun Saisunee’s housewives’<br />
group, as a production model to link local markets with<br />
network development so as to become an OTOP brand.<br />
Presently, many producers in Phattalung Province,<br />
such as the Phattalung Agricultural Marketing Cooperative,<br />
Nakayad Brown Rice Producers’ Group, Quankanun Brown<br />
Rice Producers’ Group, Ban Saikun Brown Rice Producers’<br />
Group, Pakpayoon Brown Rice Producers’ Group and Ban<br />
Namon Brown Rice Producers’ Group are ready to take part<br />
in developing this rice breeder.<br />
The Present<br />
Sangyod Rice, an indigenous rice strain of Phattalung<br />
Province, is entering the world market with complete<br />
development plan of the Phattalung Rice Department,<br />
with a bright future thanks to the kindness of Her<br />
Majesty the Queen, who foresaw the urgent need to<br />
improve indigenous rice breeder strains ready for the next<br />
decade. This combines the strong spirit of Phattalung’s<br />
farmers in preserving their ancestors’ wisdom and traditions<br />
descending from one generation to another that continues<br />
to sustain Thai society.<br />

ประเทศไทยนอกจากจะเป็นประเทศส่งออกกล้วยไม้เขตร้อน<br />
อันดับ 1 ของโลก นํารายได้เข้าประเทศกว่า 3,000 ล้านบาทต่อปี แล้ว<br />
ประเทศไทยยังเป็นบ้านหลังใหญ่ของกล้วยไม้รองเท้านารีหลากชนิด<br />
ซึ่งชนิดที่ค้นพบในประเทศไทยคิดเป็นสัดส่วนถึง 1 ต่อ 4 ของกล้วยไม้<br />
รองเท้านารีสกุล Paphiopedilum ทั้งหมดบนโลก<br />

Lady’s Slipper Orchids are beautiful flowers with vivid<br />
colors and exotic shapes that bloom for as long as 45 days.<br />
This flower has a pouch like or slipper-shaped lip similar to<br />
the shoes once worn by european women. Lady’s Slipper<br />
pouches attract insects to pollinate the flowers as well as<br />
proving delightful for people. Owing to high prices, Lady’s<br />
Slipper orchids have become popular commercial plants with<br />
improved and extended species grown for both domestic<br />
and overseas sales. This has contributed to over-exploitation<br />
of the species in its natural habitat and has caused Lady’s<br />
Slipper Orchids to become nearly extinct in the wild.<br />

โครงการอนุรักษ์พันธุ์กล้วยไม้รองเท้านารีดอยอินทนนท์<br />
ตามแนวพระราชดําริฯ<br />
ณ ยอดดอยจุดสูงที่สุดของประเทศไทยและภายใต้ผืนป่าดิบ<br />
ดึกดําบรรพ์อันกว้างใหญ่ ความเขียวขจีและอากาศเย็นบริสุทธิ์แสดง<br />
ให้เห็นถึงความอุดมสมบูรณ์ของพันธุ์ไม้นานาชนิดที่ปกคลุมอยู่รายล้อม<br />
รอบบริเวณ ในอดีตหลังเส้นทางเล็กๆ ที่ตัดเข้าป่าลึกอันชุ่มชื้นและ<br />
หนาวเย็น ที่นี่เป็นที่แรกที่ได้ค้นพบ “กล้วยไม้รองเท้านารีอินทนนท์”<br />
รวมไปถึงกล้วยไม้และพันธุ์ไม้ป่าที่สวยงามและหายากยิ่งนัก ทว่าปัจจุบัน<br />
ดอยอินทนนท์กลับไม่หลงเหลือพันธุ์กล้วยไม้รองเท้านารีในป่าธรรมชาติ<br />
ให้เห็นอีกต่อไปแล้ว ดังนั้น บนพื้นที่ 30 ไร่ สูงกว่าระดับน้ําทะเล<br />
1,665 เมตร จึงเป็นที่ตั้งของโครงการอนุรักษ์พันธุ์กล้วยไม้รองเท้านารี<br />
ดอยอินทนนท์ตามแนวพระราชดําริฯ ซึ่งได้ตกแต่งภูมิทัศน์ไว้ได้อย่าง<br />
งดงามชวนมองในลักษณะของสวนหินและพันธุ์ไม้ต่างๆ มากมาย และ<br />
ได้รวบรวมพันธุ์กล้วยไม้รองเท้านารีจากทั่วประเทศมาทําการเพาะเลี้ยง<br />
และจัดตกแต่งสวนไว้อย่างสวยงาม<br />
คุณณัฐวุฒิ มณีรัตนชัยยง เจ้าหน้าที่โครงการฯ ได้เล่าถึงความเป็นมา<br />
ของโครงการ ซึ่งเกิดขึ้นจากพระราชดําริของสมเด็จพระนางเจ้าสิริกิติ์<br />
พระบรมราชินีนาถที่ทรงเล็งเห็นถึงคุณค่าของการอนุรักษ์สายพันธุ์<br />
กล้วยไม้รองเท้านารีพันธุ์พื้นเมืองของประเทศไทย โดยทรงมีพระราชดําริ<br />
ให้ดําเนินการอนุรักษ์ขยายพันธุ์กล้วยไม้รองเท้านารีเพิ่มเติม ดังนั้น<br />
กรมอุทยานแห่งชาติ สัตว์ป่าและพันธุ์พืช จึงได้จัดทําโครงการอนุรักษ์<br />
พันธุ์ไม้กล้วยไม้รองเท้านารีขึ้น ณ อุทยานแห่งชาติดอยอินทนนท์<br />
ต.บ้านหลวง อ.จอมทอง จ.เชียงใหม่ เพื่อเป็นการศึกษาวิจัยเกี่ยวกับ<br />
ระบบนิเวศวิทยาของพันธุ์ไม้ดังกล่าว และใช้เป็นสถานีเพาะชําและขยาย<br />
พันธุ์ โดยได้นําพันธุ์กล้วยไม้รองเท้านารีที่เป็นต้นกล้ามาอนุบาลไว้และ<br />
ขยายพันธุ์ เพื่อรองรับการอนุรักษ์ความหลากหลายทางชีวภาพและ<br />
การคืนพันธุ์กล้วยไม้รองเท้านารีกลับสู่ป่าธรรมชาติตามเดิม<br />
Inthanon Lady’s Slipper Orchid Conservation Project:<br />
the Royal Development Project<br />
At the very top of the highest mountain (Doi) in<br />
Thailand and its vast jungle, the lush green plants and<br />
cool breeze show the fertility and abundant flora of the<br />
surrounding areas. Back in the past, along the small trails<br />
leading to the tropical rain forest, “Lady’s Slipper Inthanon”<br />
was found here, as well as exotic orchids and other rare<br />
flora. Unfortunately, wild Lady’s Slipper Orchids are now<br />
nowhere to be seen at Doi Inthanon. Consequently, the<br />
Inthanon Lady’s Slipper Orchid Conservation Project has<br />
been established in accordance with the Royal Development<br />
Project, on 30 rais of land with beautiful landscape,<br />
decorated with rock gardens and many plants, located 1,665<br />
meters above sea level. Lady’s Slipper Orchids from all over<br />
the country have been collected and are being grown here<br />
in beautiful decorated gardens.<br />
Mr. Nattavut Maneerattanachaiyong, the Project<br />
Officer, talked about the background of the project initiated<br />
by Her Majesty Queen Sirikit, who has foreseen the value of<br />
preserving indigenous Lady’s Slippers Orchids as well as<br />
supporting the expansion of Lady’s Slippers species. As a result,<br />
the Department of National Parks, Wildlife and Plant Conservation<br />
set up the Lady’s Slipper Conservation Project at Doi<br />
Inthanon National Park, Ban Luang Sub-district, Jomthong<br />
District, Chiang Mai Province to conduct study and research<br />
concerning the ecological systems of such species as well<br />
as using the place as a nursery. Many Lady’s Slipper Orchids<br />
seedlings are propagated to preserve biological diversity so<br />
as one day to return Lady’s Slipper Orchids to their natural<br />
habitats.<br />

มารู้จัก “กล้วยไม้รองเท้านารี” เสน่ห์ความงามแห่งยอดดอย<br />
อันที่จริงกล้วยไม้รองเท้านารีสกุล Paphiopedilum spp.<br />
เป็นพันธุ์ไม้ดอกที่ค่อนข้างปลูกยาก เติบโตช้าและใช้เวลานาน โดยรวม<br />
ต้องใช้เวลากว่า 5 ปี จึงจะออกดอก ในสภาพแวดล้อมและภูมิอากาศ<br />
ที่เหมาะสมซึ่งเป็นปัจจัยสําคัญต่ออัตราการรอดและเจริญเติบโตของ<br />
พืชอนุรักษ์พันธุ์นี้ โดยธรรมชาติกล้วยไม้รองเท้านารีเป็นกล้วยไม้อิงอาศัย<br />
มักขึ้นตามที่สูงบนต้นไม้ใหญ่หรือตามซอกผาหินและพื้นดินที่มีซากใบไม้<br />
ผุทับถมอยู่เป็นเวลานานหลายปี อีกทั้งเติบโตอยู่ในระดับความสูง<br />
ที่สูงกว่าระดับน้ําทะเลปานกลางมาก ซึ่งคุณณัฐวุฒิได้เล่าให้ฟังว่า<br />
“โดยธรรมชาติกล้วยไม้รองเท้านารีอินทนนท์มันจะอยู่ข้างล่าง<br />
ไม่รอด เพราะต้องอยู ่ในที ่สูงระดับ 1,000 เมตร ขึ ้นไป ถ้านําไปปลูกข้างล่าง<br />
จะตาย ฉะนั้นที่เขานําไปซื้อขายกันจึงปลูกไม่รอด แต่ที่ยังมีการลักลอบ<br />
อยู่เรื่อยๆ เนื่องจากคนส่วนใหญ่ไม่ทราบข้อมูลนี้”<br />
และยังกล่าวเสริมอีกว่า “กล้วยไม้รองเท้านารีชอบความชื้นสูง<br />
อุณหภูมิต่ํา โดยเฉพาะที่ดอยอินทนนท์ซึ่งมีความสูงจากระดับน้ําทะเล<br />
ปานกลางถึง 1,600 - 2,000 เมตร จึงเป็นแหล่งอาศัยของกล้วยไม้<br />
รองเท้านารีที่เหมาะสมที่สุด”<br />
Appreciating Lady’s Slipper Orchids Exotic Highland<br />
Beauty<br />
According to Mr. Nattayut, Lady’s Slipper Orchids<br />
(Paphiopedilum spp.) grow slowly. It usually take more than<br />
five years for the flower to bud. Proper environment and<br />
climate are considered crucial factors for the survival and<br />
growth of this species. Normally, Lady’s Slipper Orchids are<br />
Ephiphytic Orchids that grow on the top of big trees,<br />
between the cracks of a cliff or in areas full of long<br />
decayed leaves much higher than sea level.<br />
“Normally, Inthanon Lady’s Slipper Orchids cannot<br />
survive down below because they must be grown 1,000<br />
metres above sea level. However, smuggling such orchids<br />
out of the area occurs frequently because people are not<br />
aware of this fact.”<br />
He further observed that “Lady’s Slipper Orchids<br />
prefer extremely high humidity with a rather cool temperature,<br />
which is especially true of Doi Inthanon, which is some<br />
1,600 - 2,000 meters above sea level and very suitable for<br />
the flowers.”<br />

สําหรับการขยายเพาะพันธุ์ สามารถทําได้ 3 วิธี คือ เพาะจาก<br />
เมล็ดที่มีลักษณะเป็นฝักโดย เมล็ด 1 ฝัก มีจํานวน 10,000 - 100,000<br />
เมล็ด และจะมีชีวิตรอดเพียง 10 ต้น นอกจากนี้ ยังเพาะพันธุ์โดยวิธี<br />
แยกหน่อและเพาะเลี้ยงเนื้อเยื่อแต่รอดยาก โครงการฯ จึงใช้วิธีเพาะจาก<br />
เมล็ด โดยการผสมเมล็ดให้เกสรติด จากนั้นจึงนําไปให้มหาวิทยาลัยแม่โจ้<br />
เพาะปั่นเมล็ด แล้วนํามาขยายพันธุ์อนุบาลต่อ<br />
ในปัจจุบันมีการค้นพบกล้วยไม้รองเท้านารี สกุล Paphiopedilum<br />
spp. สายพันธุ์แท้ในประเทศไทยทั้งหมด 17 ชนิด ซึ่งจัดเป็นพืชอนุรักษ์<br />
ตามพระราชบัญญัติพันธุ์พืช (<strong>ฉบับที่</strong> 2) พ.ศ.2535 อันได้แก่<br />
Plant propagation can be managed in three ways. The<br />
first is to take seedlings from a pod. Within a single pod,<br />
there are about 10,000 - 100,000 seeds but only ten of the<br />
plants survive. The second, by dividing the shoot and lastly<br />
by cultured tissue, which is rather difficult for the plant to<br />
survive. So, the project chooses the third method seedlings<br />
by mixing seeds with pollen before giving them to Mae Jo<br />
University to grow and expand the species.<br />
Until now, the following 17 pure breeds of Lady’s<br />
Slipper Orchids (Paphiopedilum spp.) have been found and<br />
are classified as conserved plants under the protection of<br />
the Plant Act (No.2) B.E. 2535 (1992)<br />

2. รองเท้านารีดอยตุง (Paphiopedilum charlesworthii)<br />
3. รองเท้านารีอินทนนท์ (Paphiopedilum villosum)<br />

5. รองเท้านารีขาวสตูล (Paphiopedilum niveum)<br />
6. รองเท้านารีอินซิกเน่ (Paphiopedilum insigne)<br />
7. รองเท้านารีปีกแมลงปอ (Paphiopedilum sukhakulii)<br />
8. รองเท้านารีช่องอ่างทอง (Paphiopedilum ang thong)<br />
9. รองเท้านารีเกาะช้าง (Paphiopedilum siamensis)<br />
10. รองเท้านารีคางกบคอแดง (Paphiopedilum appletonianum)<br />
11. รองเท้านารีม่วงสงขลา (Paphiopedilum barbatum)<br />

คุณณัฐวุฒิได้เล่าให้ฟังอีกว่า “โครงการนี้ตั้งขึ้นมาเพื่อเป็นแหล่ง<br />
รวบรวมพันธุ์กล้วยไม้รองเท้านารีสายพันธุ์ต่างๆ ไม่เฉพาะพันธุ์อินทนนท์<br />
เท่านั้นแต่หมายรวมถึงพันธุ์กล้วยไม้รองเท้านารีสายพันธุ์แท้ในประเทศไทย<br />
ทั้ง 17 ชนิด ซึ่งเราพยายามรวบรวมมาไว้ในโครงการนี้ แต่ตอนนี้<br />
เรายังหาได้ไม่ครบ ขาดอีก 3 ชนิด คือ ม่วงสงขลา (Paphiopedilum<br />
barbatum) ช่องอ่างทอง (Paphiopedilium ang thong) เกาะช้าง<br />
(Paphiopedilum siamensis) ส่วนกล้วยไม้รองเท้านารีอีก 14 ชนิด<br />
ที่เราหามาปลูกและเพาะพันธุ์ไว้ บางชนิดก็อยู่ไม่ได้ ตัวอย่างเช่น<br />
สายพันธุ์ที่มาจากภาคใต้อันเหมาะกับสภาพอากาศร้อนชื้น แต่ที่นี่<br />
อากาศเย็นเกือบตลอดปีทําให้กล้วยไม้ไม่สามารถปรับตัวได้ ดังนั้น<br />
กล้วยไม้รองเท้านารีส่วนใหญ่ที่เพาะพันธุ์ภายในโครงการจึงเป็นพันธุ์ไม้<br />
กล้วยไม้รองเท้านารีอินทนนท์เชียงใหม่”<br />
ตลอดระยะเวลา 5 ปี นับตั้งแต่เริ่มก่อตั้งโครงการขึ้นในปี<br />
พ.ศ. 2547 ปัจจุบันโครงการฯ สามารถขยายพันธุ์กล้วยไม้รองเท้านารี<br />
พันธุ์พื้นเมืองโดยเฉพาะรองเท้านารีอินทนนท์ได้เป็นจํานวนมากแล้ว<br />
แต่ปริมาณที่มากขึ้นก็ยังไม่เพียงพอที่จะนํากลับคืนสู่ธรรมชาติดั่งเดิม<br />
อีกทั้งกล้วยไม้รองเท้านารีได้ถูกจัดให้เป็นพันธุ์พืชที่ต้องคุ้มครองตาม<br />
บัญชีแนบท้ายที่ 1 ของอนุสัญญาว่าด้วยการค้าระหว่างประเทศ ชนิด<br />
สัตว์ป่าและพืชป่าที่ใกล้สูญพันธุ์ (The Convention on International<br />
Trade in Endangered Species : of Wild Fanna and<br />
Flora CITES) ซึ่งห้ามทําการค้าโดยเด็ดขาดยกเว้นเพื่อการ<br />
ศึกษา วิจัย หรือขยายพันธุ์เทียม ซึ่งจะต้องได้รับการยินยอม<br />
จากประเทศที่นําเข้าเสียก่อน ประเทศที่ส่งออกจึงสามารถออกใบอนุญาต<br />
ได้ ทั้งนี้ ต้องคํานึงถึงความอยู่รอดของชนิดพันธุ์นั้นๆ ด้วย นอกจากนี้<br />
ยังเป็นพืชอนุรักษ์ตามพระราชบัญญัติพันธุ์พืช (<strong>ฉบับที่</strong> 2) พ.ศ. 2535<br />
อีกด้วย ดังนั้น หากผู้ใดฝ่าฝืนหรือไม่ปฏิบัติตามพระราชบัญญัติ<br />
ดังกล่าว ต้องระวางโทษจําคุกไม่เกิน 3 เดือน หรือปรับไม่เกิน 3,000<br />
บาท หรือทั้งจําทั้งปรับ ซึ่งคุณณัฐวุฒิได้ให้ข้อคิดเห็นว่า<br />
“กรณีที่รองเท้านารีอินทนนท์ เชียงใหม่ ยังไม่สามารถนําคืนสู่<br />
ป่าได้เพราะยังไม่ผ่านอนุสัญญาไซเตส ซึ่งเป็นอนุสัญญาระหว่างประเทศ<br />
ที่กําหนดห้ามมิให้มีการครอบครองพันธุ์กล้วยไม้รองเท้านารี ชาวบ้าน<br />
จึงนําไปเพาะพันธุ์ต่อเพื่อธุรกิจไม่ได้ ฉะนั้น หากเรานํากล้วยไม้คืนสู่ป่า<br />
ในขณะนี้ ความที่เป็นพืชพันธุ์หายาก ตลาดต้องการสูง ราคาแพง<br />
ชาวบ้านก็จะแอบลักลอบเอาไปขายต่อ ดังนั้น ถ้าเราผ่านอนุสัญญาตัวนี้<br />
ชาวบ้านก็สามารถนํามาขยายเพาะพันธุ์ปลูกเองได้ ขายเองได้ ปัญหา<br />
การลักลอบขโมยพันธุ์กล้วยไม้รองเท้านารีออกจากป่าก็จะลดลงไปได้<br />
โดยปริยาย”<br />
นอกจากการพยายามรวบรวมสายพันธุ์เพื่ออนุรักษ์พันธุ์กล้วยไม้<br />
รองเท้านารีแล้ว โครงการยังได้มีความพยายามพัฒนาโดยดัดแปลง<br />
สภาพการปลูกเป็นแบบปลูกในกระถาง ซึ่งกล้วยไม้มีรากเป็นชนิดระบบ<br />
รากอากาศ จึงต้องมีการใช้วัสดุที่โปร่งเพื่อให้อากาศสามารถผ่านได้ โครงการฯ<br />
จึงได้มีการทดลองวัสดุที่ใช้ปลูก เช่น ถ่าน ไม้ผุ เปลือกสน เป็นต้น<br />
ผลที ่ได้คือ กล้วยไม้สามารถเจริญเติบโตได้ดีเพราะได้ปุ ๋ยและน้ ําที ่เหมาะสม<br />
Mr. Nuttavut further stated that “... the project’s aim is to<br />
collect Inthanon Lady’s Slipper orchids, as well as other<br />
indigenous Lady’s Slippers orchid species in Thailand.<br />
There are now 17 species available on the site. We are<br />
still searching for three species, namely, Paphiopedilum<br />
barbatum, Paphiopedilum angthong, and Paphiopedilum<br />
siamensis. As for the other 14 species of Lady’s Slipper<br />
orchids that have been grown at the Project, some<br />
survived while others perished. For example, Lady’s Slipper<br />
orchids that come from the south prefer a hot and humid<br />
climate and have been unable to adapt to the climate<br />
here, which is mostly cold for the entire year. Consequently,<br />
the most propagated Lady’s Slipper orchids at the project<br />
are the Inthanon Lady’s Slippers orchids of Chiang Mai.”<br />
For five years, since the inauguration of this project<br />
in 2004, many indigenous Lady’s Slippers orchid plants have<br />
been grown but not yet enough to be able to return them<br />
to the wild. Meanwhile, Lady’s Slipper orchids have been<br />
classified as a protected species according to attachment<br />
one of The Convention on International Trade in<br />
Endangered Species of wild Fanna and Klora (CITES), which<br />
has absolutely forbidden commercial trade of the species<br />
unless it is for study, research or artificial propagation.<br />
Shipment of the species must be approved by the<br />
importing country before the exporting country can issue<br />
the requisite permit and the survival of the plants must also<br />

นอกจากนี้ ยังมีแนวคิดในการผสมข้ามสายพันธุ์เพื่อพัฒนาสายพันธุ์<br />
กล้วยไม้รองเท้านารีให้สามารถเจริญเติบโตได้ดีในสภาพภูมิอากาศปกติ<br />
ทั้งนี้ อาศัยการดึงจุดเด่นของกล้วยไม้แต่ละสายพันธุ์มารวมไว้ในพันธุ์<br />
กล้วยไม้ลูกผสม จึงอาจเป็นหนึ่งทางเลือกสําหรับผู้ชื่นชอบในเสน่ห์<br />
ความงามของกล้วยไม้สายพันธุ์นี้<br />
เหนืออื่นใดแรงสนับสนุนด้านงบประมาณเพื่อต่อยอดโครงการฯ<br />
ทั้งจากภาครัฐและเอกชนคงเป็นกําลังสําคัญที่จะทําให้เกิดการพัฒนา<br />
มากยิ่งขึ้น รวมไปถึงการเผยแพร่ประชาสัมพันธ์เกี่ยวกับข้อมูลที่ถูกต้อง<br />
เกี่ยวกับกล้วยไม้รองเท้านารีพันธุ์พื้นเมืองแท้ ซึ่งนําไปสู่ความเข้าใจและ<br />
ความตระหนักเพื่อการอนุรักษ์พืชที่ใกล้จะสูญพันธุ์นี้ได้ไม่มากก็น้อย<br />
ในอนาคตหากจํานวนพันธุ์กล้วยไม้รองเท้านารีเพียงพอต่อการ<br />
นํากลับคืนสู่ป่าและผ่านกฎหมายไซเตสแล้ว เราและลูกหลานของเรา<br />
คงได้เห็นต้นกล้ากล้วยไม้รองเท้านารีพันธุ์พื้นเมืองของประเทศไทย<br />
ทั้ง 17 ชนิด กลับคืนสู่ป่าอีกครั้ง ซึ่งแน่นอนว่าแนวโน้มการอยู่รอดใน<br />
สภาพป่าธรรมชาติที่เต็มไปด้วยความอุดมสมบูรณ์จากแหล่งอาหารที่สะสมไว้<br />
เป็นจํานวนมากจะสามารถสร้างการปรับสภาพความอยู่รอดของต้นกล้า<br />
ในระบบนิเวศโดยรอบได้เป็นอย่างดี อีกทั้งโดยทั่วไปกล้วยไม้สายพันธุ์นี้<br />
ชอบแสงผ่านแค่ร้อยละ 30 - 40 เท่านั้น ซึ่งธรรมชาติของป่าทึบ<br />
จึงถือเป็นที่อาศัยอันเหมาะสมอย่างยิ่ง<br />
be considered. Since they are also under the protection<br />
of the Plant Act (No. 2) B.E. 2535, any violators may be<br />
sentenced to a maximum of three months imprisonment or<br />
a 3,000 baht fine or both.<br />
According to Mr. Nuttavut, “The reason that we are<br />
unable to return Inthanon Lady’s Slipper orchids of Chiang<br />
Mai to the wild is because they are not protected by<br />
CITES. Locals are unable to propagate them for commercial<br />
purposes and this has made them very rare species with<br />
high price and market demand. Local people will certainly<br />
seek plants to sell illegally. When the species are protected<br />
by CITES, the local people should be able to propagate and<br />
sell them legally. Then, the problems from smuggling Lady’s<br />
Slipper orchids from the jungle would be reduced.”<br />
In addition to collecting varieties of Lady’s Slipper<br />
orchids for the Conservation Project, more efforts are<br />
being made in terms of further development by experiment<br />
growing them in pots. Since orchids have aerial roots, they<br />
require planting materials with good ventilation. The Project<br />
has tried growing them with numerous planting materials such<br />

as charcoal, rotten wood and pine bark. It has been found<br />
that orchids can grow very well with suitable amounts of<br />
fertilizer and water.<br />
Furthermore, the crossbreeding concept to develop<br />
better hybrid species able to grow in a normal climate<br />
by drawing on the superior features of various species to<br />
combine in one could be another alternative for Lady’s<br />
Slipper orchid admirers.<br />
Above all, budget support both from the private and<br />
public sectors to add more value to the Project is the<br />
main drive for better development, including publicity and<br />
accurate information of indigenous Lady’s Slipper orchids. This<br />
should lead to better understanding and awareness for the<br />
conservation of nearly extinct species.<br />
In the future, if the stock of the Lady’s Slipper<br />
orchids is sufficient to replant them in the wild and to<br />
meet CITES requirements, then all of us and our descendents<br />
might see the return of all 17 species of indigenous<br />
Lady’s Slipper orchids to the wild once again. Certainly, their<br />
existence in their natural habitat abundant with food could<br />
increase chances of survival for seedlings in the surrounding<br />
ecological systems. Since this orchid species can tolerate only<br />
30 - 40% sunlight, dense jungle is the most suitable habitat.<br />
However, research has to continually conduct regarding<br />
ecological systems, survival rates and infectious diseases in<br />
order to develop and build higher level learning processes,<br />
as well as encouraging true understanding the complexity of<br />
nature. To expand the knowledge about biological diversity<br />
is a priceless treasure of both the nation and the world.<br />
Finally, the editorial board of Thailand’s Nature and<br />
Environment Journal would like to thank the Royal<br />
Development Inthanon Lady’s Slipper Conservation Project,<br />
the Department of National Parks, Wildlife and Plant<br />

ตอนที่ 2 CSR กับการยอมรับในระดับโลก<br />
CSR: Environmental management tool Chapter 2: CSR and universally acception<br />
ตอนที่แล้ว เป็นการนําเสนอความหมายของ CSR (Corporate<br />
Social Responsibility) หรือ ความรับผิดชอบต่อสังคมของภาคธุรกิจ<br />
และดูเหมือนแต่ละสํานักแต่ละสถาบันทั้งในประเทศและต่างประเทศ<br />
ได้ให้ความหมายไว้ในทิศทางที่คล้ายกันโดยตั้งอยู่บนหลักการของการ<br />
บริหารที่ต้องการให้ภาคธุรกิจหรือองค์กรมีความเข้มแข็ง เจริญก้าวหน้า<br />
ไปพร้อมๆ กับสังคมที่ยั่งยืนทั้งคนและสิ่งแวดล้อม จึงไม่น่าแปลกใจที่ทําไม<br />
CSR จึงอยู่ในความสนใจของภาคธุรกิจและวิสาหกิจทั้งขนาดเล็กและ<br />
ขนาดใหญ่ทั่วโลก<br />
A previous chapter introduces a definition of CSR<br />
(Corporate Social Responsibility) or the responsibility to the<br />
society of business sector. It seems each institute both inside<br />
and outside the country give a similar meaning based on<br />
the principle of management which expects business sector<br />
and organizations to become strong and prosper along with<br />
people and environment in a sustainable society. So it is not<br />
surprising why CSR interests many companies in large and<br />
small size around the world.<br />

องค์กร ISO (International Organization for Standardization)<br />
เป็นองค์กรเอกชนที่มีเครือข่ายทั่วโลก โดยมีประเทศต่างๆ เข้าร่วมเป็น<br />
สมาชิกมากถึง 162 ประเทศ ซึ่งรวมถึงประเทศไทยด้วย องค์กรนี้มี<br />
หน้าที ่ในการพัฒนาและจัดทํามาตรฐานต่างๆ ไปแล้ว ถึง 17,500 มาตรฐาน<br />
ที่สําคัญและเป็นที่รู้จัก เช่น ISO 14000 (ระบบจัดการสิ่งแวดล้อม) และ<br />
ISO 9001 (ระบบคุณภาพ) เป็นต้น ดังนั้นในกรณีของ CSR ก็เช่นกัน<br />
ที่องค์กรนี้ได้เห็นความสําคัญโดยจัดทําเป็นมาตรฐานความรับผิดชอบ<br />
ต่อสังคมของภาคธุรกิจภายใต้รหัส ISO 26000 ซึ่งเริ่มดําเนินการ<br />
มาตั้งแต่ ปี พ.ศ. 2544 เรื่อยมาจนกระทั่งในเดือน มกราคม ปี พ.ศ. 2548<br />
จึงมีการตั้งคณะทํางานขึ้นมาดําเนินการพัฒนามาตรฐานอย่างจริงจัง<br />
เพื่อจัดทําคู่มือและแนวทางปฎิบัติที่สามารถเข้าใจได้ง่าย และใช้ได้กับ<br />
องค์กรทุกขนาดและทุกประเทศ ไม่ว่าจะเป็นองค์กรขนาดเล็ก ขนาดใหญ่<br />
ในประเทศที่กําลังพัฒนาหรือพัฒนาแล้วก็ตาม ซึ่งคณะทํางานนี้ประกอบ<br />
ด้วยภาคส่วนที่เกี่ยวข้องกับความรับผิดชอบทางสังคม 6 กลุ่ม ได้แก่<br />
กลุ่มอุตสาหกรรม กลุ่มหน่วยงานภาครัฐ กลุ่มแรงงาน กลุ่มลูกค้า<br />
กลุ่มองค์กรเอกชน และกลุ่มบริการอื่นๆ คณะทํางานได้มีการประชุม<br />
ดําเนินการอย่างต่อเนื่องถึง 7 ครั้ง และคาดว่าจะประชุมอีกครั้งหนึ่ง<br />
ในเดือนเมษายน ปี พ.ศ. 2553 ก่อนที่จะสรุป ประกาศใช้ และเผยแพร่<br />
ในกลางปีเดียวกันต่อไป<br />
มาตรฐาน ISO 26000 นี้เป็นมาตรฐานแนะนํา (guidance<br />
document) ที่มีความเชื่อมโยงและสอดคล้องกับมาตรฐานสําคัญ ได้แก่<br />
มาตรฐาน ISO 14000 และมาตรฐาน ISO 9000 ด้วย นั่นแสดงให้เห็น<br />
ถึงความสําคัญของ CSR ที่ภาคธุรกิจ วิสาหกิจและองค์กรต่างๆ<br />
ทั่วโลกรวมถึงภาครัฐไม่ควรมองข้ามและควรนําไปใช้ในการบริหาร<br />
องค์กรเพื่อสร้างการยอมรับและความเชื่อถือ ซึ่งเป็นประโยชน์โดยตรงต่อ<br />
ภาคธุรกิจ วิสาหกิจและองค์กรนั้นๆ โดยสาระสําคัญของ ISO 26000<br />
ประกอบด้วยหลักการรับผิดชอบต่อสังคม 7 ประการ ได้แก่<br />
• หลักการความรับผิดชอบที่ตรวจสอบได้<br />
• หลักการความโปร่งใส<br />
• หลักการปฏิบัติอย่างมีจริยธรรม<br />
• หลักการยอมรับถึงผลประโยชน์ของผู้มีส่วนได้ส่วนเสีย<br />
• หลักการเคารพต่อหลักนิติธรรม<br />
• หลักการเคารพต่อแนวปฏิบัติสากล<br />
• หลักการเคารพต่อสิทธิมนุษยชน<br />
International Organization for Standardization (ISO) is<br />
a non-government organization which has a worldwide<br />
network and 162 countries including Thailand are its<br />
members, is responsible to develop and publish international<br />
standards (currently 17,500 standards). Some important<br />
and well-known standards are ISO 14000 (Environmental<br />
management system) and ISO 9001 (Quality management<br />
system). In case of CSR, the organization has developed<br />
and established a standard of business sector’s responsibility<br />
to a society under “ISO 26000” since 2001. In January 2005<br />
a working groups is established to provide apprehensive<br />
manual and guideline which can be used in any size of<br />
organizations and companies in every country, no matter it is<br />
developing or developed country. The working group<br />
consists of 6 social responsibility groups: namely industrial<br />
group, government agency group, labor group, customer<br />
group, private sector group, and other services group. The<br />
working group has 7 continuous conferences. It is expected<br />
that another one conference will be held in April 2010<br />
before the final announcement and promulgation in the<br />
mid-year.<br />
The ISO 26000 is the guidance document which<br />
relates and associates with other important standards<br />
including ISO 14000 and ISO 9000. This indicates an<br />
importance of CSR that the business sector and organizations<br />
around the world as well as government agencies should<br />
not overlook and apply it in organizational management<br />
to build acceptance and reliability and to gain a direct<br />
advantage to organizations or businesses. The main content<br />
of ISO 26000 includes : The 7 Social responsibility principles<br />
• Accountability<br />
• Transparency<br />
• Ethical behavior<br />
• Respect for stakeholder interests<br />
• Respect for the rule of law<br />
• Respect for international norms of behavior<br />
• Respect for human rights<br />

นอกจากองค์กร ISO แล้ว สหประชาชาติซึ่งเป็นองค์กร<br />
ระหว่างประเทศ มีสมาชิกทั้งหมดถึง 192 ประเทศ ได้เห็นความสําคัญ<br />
ของความรับผิดชอบของภาคธุรกิจ การป้องกันต่อต้านคอร์รัปชั่น การรักษา<br />
ดูแลสิ่งแวดล้อม และสิทธิมนุษยชนเช่นกัน จึงได้มีการวางกรอบหรือ<br />
หลักการเรียกว่า UN Global Compact โดยมีวัตถุประสงค์สองประการ<br />
กล่าวคือ เพื่อเป็นหลักปฎิบัติ 10 ประการในการทําธุรกิจทั่วโลก และ<br />
เป็นการกระตุ้นการปฏิบัติให้สอดคล้องตามเป้าหมายการพัฒนาอย่าง<br />
ยั่งยืน (Millionium Development Goals : MDGs) ซึ่ง ดร.โสภณ<br />
พรโชคชัย จากมูลนิธิประเมินค่าทรัพย์สินแห่งประเทศไทย ได้อธิบายใน<br />
หนังสือ CSR ที่แท้ ว่า UN Global Compact ประกอบด้วยหลัก 10<br />
ประการ ที่เป็นทั้งนโยบายและการปฎิบัติ โดยแบ่งเป็น 4 ด้าน ได้แก่<br />
• ด้านสิทธิมนุษยชน ประกอบด้วย 2 หลัก<br />
หลักข้อที่ 1 ธุรกิจควรสนับสนุนและเคารพการปกป้อง<br />
หลักสิทธิมนุษยชนที่เป็นที่ยอมรับของนานาชาติ<br />
หลักข้อที่ 2 ธุรกิจไม่พึงข้องแวะกับการกระทําที่ละเมิดต่อ<br />
สิทธิมนุษยชน<br />
• ด้านแรงงาน ประกอบด้วย 4 หลัก<br />
หลักข้อที่ 3 ธุรกิจควรส่งเสริมและตระหนักถึงเสรีภาพในการ<br />
รวมกลุ่มแรงงาน เช่น การตั้ง สหภาพแรงงาน<br />
ของพนักงาน<br />
หลักข้อที่ 4 ธุรกิจต้องร่วมขจัดการบังคับใช้แรงงาน<br />
หลักข้อที่ 5 ธุรกิจต้องขจัดการใช้แรงงานเด็ก<br />
หลักข้อที่ 6 ธุรกิจต้องไม่กีดกันการจ้างงานและอาชีพ<br />
• ด้านสิ่งแวดล้อม ประกอบด้วย 3 หลัก<br />
หลักข้อที่ 7 ธุรกิจควรสนับสนุนการดําเนินการปกป้อง<br />
สิ่งแวดล้อม<br />
หลักข้อที่ 8 ธุรกิจควรแสดงความคิดริเริ่มสร้างสรรค์ใหม่ๆ<br />
ต่อความรับผิดชอบด้านสิ่งแวดล้อม<br />
หลักข้อที่ 9 ธุรกิจควรส่งเสริมและเผยแพร่เทคโนโลยีที่เป็นมิตร<br />
กับสิ่งแวดล้อม<br />
• ด้านการไม่ยอบรับการทุจริต ประกอบด้วย<br />
หลักข้อที่ 10 ธุรกิจควรดําเนินไปโดยปราศจากการฉ้อโกง<br />
ทุจริตและประพฤติมิชอบทุกรูปแบบ รวมทั้ง<br />
การบังคับ ขูดรีดและการติดสินบนทั้งภายใน<br />
วิสาหกิจและการให้สินบนในวงราชการ<br />
Besides ISO organization, United Nations, an international<br />
organization which includes 192 member countries, also sees<br />
an importance of business sector responsibility, anti-corruption,<br />
environment and human rights. The United Nations established<br />
a framework called “UN Global Compact” that has 2<br />
objectives: to create 10 principles for worldwide businesses<br />
and to encourage an operation which with Millennium<br />
Development Golds (MDGs). The UN Global Compact includes<br />
10 principles of both policy platform and practical<br />
framework that divided into 4 parts:<br />
• Human rights<br />
Principle 1<br />
Principle 2<br />
• Labour<br />
Principle 3<br />
Principle 4<br />
Principle 5<br />
Principle 6<br />
• Environment<br />
Principle 7<br />
Principle 8<br />
Principle 9<br />
Businesses should support and respect<br />
the protection of internationally<br />
proclaimed human rights; and<br />
make sure that they are not complicit<br />
in human rights abuses.<br />
Businesses should uphold the freedom<br />
of association and the effective<br />
recognition of the right to collective<br />
bargaining;<br />
the elimination of all forms of forced<br />
and compulsory labour;<br />
the effective abolition of child labour;<br />
and<br />
the elimination of discrimination in<br />
respect of employment and occupation.<br />
Businesses are asked to support a<br />
precautionary approach to environmental<br />
challenges;<br />
undertake initiatives to promote greater<br />
environmental responsibility; and<br />
encourage the development and<br />
diffusion of environmentally friendly<br />
technologies.<br />
• Anti-Corruption<br />
Principle 10 Businesses should work against corruption<br />
in all its forms, including extortion and<br />
bribery.<br />

หลัก 10 ประการของ UN Global Compact ดังกล่าว องค์กร<br />
ภาคธุรกิจและวิสาหกิจต่างๆ ได้นํามาปฎิบัติตั้งแต่เดือน<strong>กรกฎาคม</strong><br />
ปี พ.ศ. 2543 จึงนับเป็นระยะเวลาเกือบ 10 ปี ที่ภาคธุรกิจสนใจ<br />
เข้าร่วมลงนามรับมาปฎิบัติเป็นจํานวนมากขึ้นเรื่อยๆ ถึงแม้จะเป็นกรอบ<br />
ตามความสมัครใจเชิงอาสาสมัคร มิใช่การบังคับใช้ แต่หลังจากที่<br />
วิสาหกิจหรือองค์กรใดลงนามเข้าร่วมการปฏิบัติแล้ว ก็ต้องมีการดําเนิน<br />
การตามขั้นตอนหลัก 10 ประการอย่างเคร่งครัด รวมทั้ง การจัดทํารายงาน<br />
ความก้าวหน้ารายปี และที่สําคัญองค์กรนั้นจะมีสิทธิ์ในการใช้เครื่องหมาย<br />
ของ The Global Compact เพื่อเป็นเกียรติยศต่อองค์กรอีกด้วย<br />
จากที่กล่าวมาข้างต้น อาจสรุปและพูดอย่างเต็มปากได้ว่า CSR<br />
ได้ถูกยกระดับให้เป็นมาตรฐานหนึ่งของโลกไปแล้ว และกําลังทวีความ<br />
สําคัญมากขึ ้นเป็นลําดับ แม้แต่ในประเทศไทยเองดูเหมือนภาคส่วนต่างๆ<br />
ให้ความมั่นใจกับ CSR มากขึ้นอย่างชัดเจน โดยดูได้จากการเคลื่อนไหว<br />
ในแง่มุมต่างๆ รวมทั ้ง การประกอบกิจกรรมที ่เน้นการให้ประโยชน์ต่อสังคม<br />
การจัดกิจกรรมการประชุม สัมมนา ที่เกี่ยวข้องกับ CSR และมีการ<br />
วิพากษ์ถึงประโยชน์ของ CSR ในภาวะเศรษฐกิจปัจจุบันที่อยู่ในช่วง<br />
วิกฤต เป็นต้น เหตุที่เป็นเช่นนี้ เพราะการดําเนินการใดๆ ของภาคธุรกิจ<br />
ภาครัฐ และองค์กรต่างๆ ต้องตั้งอยู่บนพื้นฐานความรับผิดชอบต่อสังคม<br />
ด้วยกันทั้งสิ้น<br />
The 10 principles of UN Global Compact have been<br />
implemented since July 2000. It takes almost 10 years that<br />
business sector participated and endorsed more and more.<br />
Although it is a voluntary initiative not regulation instrument,<br />
the 10 principles must be seriously implemented after the<br />
endorsement and annual progression must be reported.<br />
Especially, the endorsed organizations are able to use the<br />
UN Global Compact signs as an honor.<br />
As mentioned above, it can be concluded that CSR<br />
is now a global standard and is increasing its importance.<br />
Even in Thailand, many sectors are patently assured of<br />
CSR according to several movements, such as activities<br />
focusing on social profit, CSR - related conference, and CSR<br />
advantage critique during the current economic crisis, etc. This<br />
is because any action by business sector, government<br />
agency, and other organizations must be based on social<br />
responsibility.<br />

เมื ่อพูดถึงสัตว์ทะเลท่านผู ้อ่านคงจินตนาการไปได้เป็นร้อยๆพันๆ<br />
ชนิด แค่ปลาหรือสัตว์มีกระดูกสันหลังที่พบในทะเลก็มีเป็นหมื่นๆ ชนิด<br />
เข้าไปแล้ว แต่สัตว์ทะเลที่จะกล่าวถึงต่อไปนี้จัดเป็นสัตว์ทะเลจริงๆ ครับ<br />
เพราะว่าสายพันธุ์ของสัตว์ชนิดนี้ไม่พบในน้ําจืดเลย นั่นก็คือ “ปลาหมึก”<br />

When asked to name marine creature, many readers<br />
might be able to come up with hundreds and thousands<br />
of different species. Fishes or vertebrate animals in the sea<br />
alone already numbered more than ten thousand types.<br />
However, we are about to present our readers with a<br />
true marine creature, the cephalopods is the group of<br />
squid, cuttlefish and octopus ect., that cannot be found in<br />
freshwater areas.<br />
Cephalopods are classified as invertebrate animals, in<br />
a class called ‘mollusc’ the same as clams (a certain type<br />
has internal structure support and is called cuttlefish) with<br />
mantle enclosing their bodies and the radula in the mouth<br />
to scrape nutrients from food sources. The reason for calling<br />
cephalopods a fish (which happens in Thai language) is<br />

ปลาหมึกถูกจัดให้อยู่ในกลุ่มเดียวกับหอยเนื่องจากเป็นสัตว์ที่ไม่มี<br />
กระดูกสันหลัง (บางชนิดอาจมีโครงร่างค้ําจุนภายในที่เรียกว่าลิ้นทะเ<br />
ล หรือ cuttlefish) มีเนื้อเยื่อแมนเติล (mantle) ปกคลุมร่างกาย และ<br />
มีแผงฟันในช่องปากสําหรับบดย่อยอาหาร สาเหตุที่เรียกปลาหมึกว่า<br />
ปลานั้นมีสาเหตุมาจากปลาหมึกส่วนหนึ่งดํารงชีวิตที่แตกต่างจากหอย<br />
เนื่องจากปลาหมึกเป็นสัตว์ที่มีวิวัฒนาการที่สูงกว่าหอยนั่นเอง ปลาหมึก<br />
สามารถว่ายน้ํา หาอาหารได้มีระบบประสาทที่พัฒนา มีระบบสมอง และ<br />
ดวงตาที่มองวัตถุเช่นเดียวกับดวงตาของสัตว์มีกระดูกสันหลัง เช่น มนุษย์<br />
และเพื่อไม่ให้เกิดความสับสนในการเรียกชื่อในการสื่อความหมายถึง<br />
สัตว์ชนิดนี้ นักวิชาการบางท่านสนับสนุนให้เรียกว่า หมึก เพียง<br />
คําเดียว แต่นักวิชาการบางกลุ่มแย้งว่าคําว่าหมึกอาจสื่อความหมาย<br />
ให้เข้าใจในทางด้านอื่นเช่น น้ําหมึก เป็นต้น ดังนั้นนักวิชาการจึงอนุโลม<br />
ในการเรียกชื่อสัตว์ชนิดนี้ว่าปลาหมึกในกรณีที่ไม่แบ่งแยกกลุ่ม และหากมี<br />
การแบ่งแยกกลุ่มก็ให้เรียกชื่อตามไปเลย เช่น หมึกกล้วย หมึกกระดอง<br />
และหมึกหอม เป็นต้น โดยไม่ต้องมีคําว่าปลานําหน้า<br />

other molluscs and their ability to evolve to more complex<br />
forms. cephalopods can swim to search for food using well<br />
developed nerve and brain systems, including eyes that can<br />
see objects the same way that vertebrate animals such<br />
as human beings can do. Moreover, it is called that way<br />
to avoid confusion. Some scholars prefer only the word<br />
“Muek (in Thai)” without mentioning pla at all, while others<br />
argue that its name may refer to different object such as<br />
ink. Consequently, some scholars agree to call this animal<br />
plain “Pla-Muek (in Thai)” for the whole group of creatures.<br />
In the case, where cephalopods are being separated into<br />
different groups, more formal names would be used such<br />
as squid, cuttlefish and big-fin reef squid without use of the<br />
word “Fish or Pla (in Thai)”.<br />

ทุกๆ ปีปลาหมึกถูกจับขึ้นมาบริโภคเป็นจํานวนมาก และมีมูลค่า<br />
นับหมื่นล้านบาท คนไทยนิยมบริโภคปลาหมึกทั้งในรูปของหมึกแห้งและ<br />
หมึกสด นอกจากนี้ปลาหมึกยังเป็นสินค้าที่ส่งออกทํารายได้แก่ประเทศ<br />
ประเทศไทยยังมีนโยบายส่งเสริมสินค้าเกษตรและประมงเพื่อผลักดัน<br />
ประเทศสู่การเป็นครัวของโลก เพื่อสร้างรายได้ สถานะทางการเงินและ<br />
สังคมของประชากรของประเทศให้มั่นคง<br />
ถึงแม้ว่าประชาชนชาวไทยจะนิยมบริโภคปลาหมึก และผลการ<br />
จับสัตว์น้ําชนิดนี้จะมีปริมาณสูงนับหมื่นตันต่อปี แต่การศึกษาค้นคว้า<br />
เกี ่ยวกับสัตว์น้ ําชนิดนี ้กลับมีค่อนข้างน้อยดังจะเห็นได้จากเอกสารวิชาการ<br />
ต่างๆ ที่กล่าวถึงสัตว์กลุ่มนี้นั้นมีน้อยมากเมื่อเทียบกับปริมาณผลผลิตที่<br />
จับได้จากทะเล อย่างไรก็ตามเพื่อเป็นการทําความรู้จักกับสัตว์กลุ่มนี้<br />
ให้มากขึ้นจึงขออธิบายเกี่ยวกับความเป็นมา และเรื่องราวต่างๆ ที่น่า<br />
สนใจเกี่ยวกับปลาหมึกดังต่อไปนี้<br />
Every year, large numbers of cephalopods are caught<br />
for consumption with a value of more than ten billion<br />
baht. Thai people enjoy both dried and fresh cephalopods.<br />
Furthermore, exporting cephalopods can generate substantial<br />
income for the country. Thailand has set up policies to<br />
promote exporting agricultural and fishery products for the<br />
country to become the world’s kitchen, leading to improved<br />
financial and social stability.<br />
Although, Thai people consume a lot of cephalopods<br />
and this has led to large numbers of this marine creature being<br />
caught, as much as ten thousand tons per year. Also, there<br />
is only a comparatively little research on this marine creature<br />
in available academic documents. In another words, only a<br />

อยู่ในสิ่งแวดล้อมในทะเลบนโลกใบนี้ ปลาหมึกในยุคโบราณอาจมีรูปร่าง<br />
หน้าตาที่แตกต่างจากปลาหมึกที่พบเห็นในปัจจุบันค่อนข้างมากเนื่องจาก<br />
สภาพแวดล้อมและการดํารงชีวิตที่แตกต่างจากปัจจุบัน เช่น เปลือกที่หนา<br />
และหนัก หนวดที่มีจํานวนมาก ลักษณะเปลือกของปลาหมึกในยุคโบราณ<br />
จัดว่ามีความสําคัญอย่างยิ่งเนื่องจากศัตรูหรือผู้ล่าในยุคนั้นมีขนาดใหญ่<br />
และดุร้าย ปลาหมึกใช้เปลือกห่อหุ้มร่างกายเพื่อป้องกันศัตรู เมื่อปลาหมึก<br />
มีวิวัฒนาการสูงขึ ้นทางด้านระบบประสาท และการเรียนรู ้เพื ่อการปรับตัว<br />
เปลือกที่หนาและหนักจึงมีความจําเป็นน้อยลง วิวัฒนาการอย่างหนึ่ง<br />
ที่เห็นเด่นชัด คือ ระบบประสาท โดยเฉพาะระบบประสาทที่เกี่ยวกับ<br />
การมองเห็น อย่างไรก็ตามนักวิทยาศาสตร์พบว่ามีปลาหมึกชนิดหนึ่งที่ยังคง<br />
มีเปลือก และรูปร่างที่มีลักษณะที่คล้ายคลึงกับบรรพบุรุษ (Living fossil)<br />
หลงเหลืออยู่ในปัจจุบันเพียงชนิดเดียว คือ หอยงวงช้าง (Chambered<br />
nautilus)<br />
few documents are available as compared to the number<br />
of cephalopods taken from the sea. However, in order to<br />
understand this animal better, more details are provided for our<br />
readers as follows:<br />
For more than a million years, cephalopods have<br />
been born and lived in the seas of the world. Prehistoric<br />
cephalopods may have had quite different appearances<br />
from modern cephalopods because of different environmental<br />
conditions, such as having thick and heavy shells with<br />
many tentacles. The shells of ancestors may have acted<br />
as shields against large enemies or vicious predators. When<br />
cephalopods evolved a nervous system and adapted<br />
themselves to the surroundings, thick and heavy shells then<br />
became obsolete. Another obvious sign of evolution is in<br />
the nervous system, especially in terms of the advanced<br />
eyes. Scientists have found that only one type of living fossil<br />
remains alive in the present time, namely the Chambered<br />
Nautilus.<br />

Most cephalopods now have no or little shell and<br />
instead have developed more complex nervous systems,<br />
including such features as chromatophores, which are found<br />
on the upper and lower parts of the body and enable<br />
the cephalopods to camouflage itself from both prey<br />
and predators by changing color to suit its surroundings.<br />
Moreover, chromatophores play important parts in courting<br />
or threatening enemies.<br />

ปลาหมึกในยุคปัจจุบันส่วนใหญ่ไม่มีเปลือกหรือเปลือกได้ลดรูปหายไป<br />
และได้พัฒนาระบบประสาทที่ซับซ้อนขึ้น เช่น เม็ดสี (chromatophore)<br />
ที่พบบริเวณผิวตัวทั้งด้านบนและด้านล่างของลําตัว ปลาหมึกจะใช้เม็ดสี<br />
ในการอําพรางศัตรูโดยการปรับแต่งสีตัวให้กลมกลืนกับสิ่งแวดล้อมนอกจากนี้<br />
เม็ดสียังใช้ในการเกี้ยวพาราสี หรือแม้กระทั่งใช้ในการข่มขู่ศัตรูด้วย<br />
นอกจากนี้ปลาหมึกบางชนิดมีพิษที่มีความรุนแรงเพื่อใช้ในการ<br />
ป้องกันตัว และใช้พิษเพื่อล่าเหยื่อมาเป็นอาหาร ปลาหมึกที่มีพิษร้ายแรง<br />
ส่วนใหญ่จะเป็นปลาหมึกในกลุ่มหมึกสาย เช่น หมึกสายวงฟ้า (Blue ring<br />
octopus) พิษของหมึกสายวงฟ้าจะผลิตจากต่อมน้ําลาย เมื่อหมึกสาย-<br />
วงฟ้ากัดเหยื่อจะปล่อยสารพิษเข้าไปในตัวเหยื่อเพื่อให้เหยื่อเป็นอัมพาต<br />
ชั่วคราว จากนั้นจึงค่อยๆ จัดการกับเหยื่อนั้น นอกจากปลาหมึกจะใช้<br />
พิษในการล่าเหยื่อแล้วบางครั้งยังพบว่า ปลาหมึกเมื่อถูกรบกวนหรือ<br />
ตกใจอาจกัดหรือทําร้ายศัตรูของมันแล้วปล่อยสารพิษออกมา ซึ่งพิษที่<br />
ปล่อยออกมานั้นมีความรุนแรงและสามารถทําให้เหยื่อหรือศัตรูของมัน<br />
ถึงแก่ชีวิตได้<br />

Moreover, certain cephalopods, such as the Blue<br />
ringed octopus, have powerful poison for self-protection<br />
and hunting prey. The poison is contained in the octopus’<br />
saliva, which comes from the saliva gland. When the Blue<br />
ringed octopus bites its prey, it injects a neuromuscular<br />
paralyzing venom before devouring the prey. Besides using<br />
the venom to catch the prey, the Blue ringed octopus<br />
also defends itself using its venom when it is disturbed or<br />
provoked. The ejected venom is deadly.<br />
พิษของหมึกสายวงฟ้าเป็นพิษที ่มีผลต่อระบบประสาท (neurotoxins)<br />
มนุษย์ที่ถูกกัดจะมีอาการหายใจติดขัด กล้ามเนื้อกระตุก อาเจียน<br />
หากทําการรักษาไม่ทันกล้ามเนื้อหัวใจอาจเป็นอัมพาตและทําให้เหยื่อ<br />
เสียชีวิตได้จากการศึกษาพบว่าพิษหมึกสายวงฟ้าเพียงหนึ่งตัวสามารถฆ่า<br />
ชีวิตคนได้ถึง 26 คนภายในเวลาเพียงหนึ่งนาทีเท่านั้น<br />
หมึกสายวงฟ้าสามารถพบแพร่กระจายอยู่ทั่วไปในเขตร้อนและ<br />
เขตอบอุ่น ในน่านน้ําของประเทศไทยพบได้ทั่วไปทั้งฝั่งอ่าวไทย และฝั่ง<br />
อันดามัน หมึกสายวงฟ้ามักอาศัยอยู่ในเขตน้ําลึกห่างฝั่งออกไป ส่วนมาก<br />
มักติดมากับเครื่องมือประมงประเภทอวนลาก และยังไม่มีรายงานว่าพบ<br />
ในเขตแนวปะการังใกล้ชายฝั่งประเทศไทยของเรายังมีการศึกษาเกี่ยวกับ<br />
ปลาหมึกชนิดนี้ค่อนข้างน้อย เนื่องจากเป็นปลาหมึกที่พบเห็นค่อนข้างยาก<br />

และผู ้คนส่วนใหญ่ยังไม่ทราบถึงอันตรายจากพิษที ่รุนแรงของหมึกสายวงฟ้า<br />
อย่างไรก็ตามเคยมีผู้พบเห็นว่ามีการนําเอาหมึกสายวงฟ้ามาขายปะปน<br />
อยู่กับปลาหมึกที่ปิ้งขายตามท้องตลาด เพราะฉะนั้นก่อนที่จะบริโภค<br />
ปลาหมึกควรตรวจสอบดูให้ดีก่อน โดยการสังเกตง่ายๆ ที่บริเวณลําตัว<br />
หรือหนวดจะต้องไม่มีสีที่เข้มเป็นวงกระจายอยู่ทั่วไป และถ้าหากพบว่า<br />
มีปะปนอยู่ควรหลีกเลี่ยงในการบริโภคเนื่องจากพิษของปลาหมึก<br />
อาจกระจายอยู่ในเนื้อเยื่อและพิษนี้ไม่สามารถ ถูกทําลายด้วยความร้อน<br />
เมื่อบริโภคเข้าไปอาจทําให้เสียชีวิตได้ !!!<br />
เรื่องราวต่างๆ ที่น่าสนใจเกี่ยวกับปลาหมึกยังมีอีกมากมายเนื่องจาก<br />
นักวิทยาศาสตร์ได้ค้นพบว่าปลาหมึกมีจํานวนชนิดไม่น้อยกว่า 700 ชนิด<br />
อาศัยแพร่กระจายอยู่ทั่วไปในทะเลตั้งแต่ที่ตื้นชายฝั่งจนกระทั่งถึงระดับ<br />
ความลึกนับพันเมตร ดังนั้นปลาหมึกจึงเป็นสัตว์ทะเลที่น่าศึกษาค้นคว้า<br />
เป็นอย่างยิ่ง นอกจากนี้ปลาหมึกยังจัดเป็นผู้บริโภคระดับสูงในห่วงโซ่<br />
อาหาร และตัวของปลาหมึกเองก็ยังเป็นอาหารให้แก่สัตว์น้ําชนิดอื่นๆ<br />
อีกหลายชนิด เช่น โลมา วาฬ ซึ่งนับว่าปลาหมึกมีความสําคัญต่อระบบ<br />
ห่วงโซ่อาหารและระบบนิเวศในทะเลอย่างยิ่ง อีกทั้งยังเป็นแหล่งอาหาร<br />
ทะเลที่สําคัญของประชากรโลกอีกด้วย<br />

The venom of the Blue Ringed Octopus is highly<br />
neurotoxic. A person who has been bitten may have trouble<br />
breathing, suffer muscle spasms, nausea and vomiting. If<br />
such a person is not treated in time, heart paralysis may<br />
lead to loss of life. Research revealed that a Blue ringed<br />
octopus might be able to kill as many as 26 adult people<br />
within minutes.<br />
The Blue ringed octopus is found in tropical and<br />
temperate waters. In Thailand’s coastal areas, it can be<br />
found along the Gulf of Thailand and the Andaman Sea.<br />
The Blue ringed octopus usually stays in deep waters<br />
and is mostly caught by trawl net. There have been no<br />
reports finding the Blue ringed octopus along the coral<br />
reefs around the costal areas. However, there have been<br />
few studies on this octopus because it is not commonly<br />
found and most people are unaware of its lethal venom.<br />
Nonetheless, some street vendors have been found selling<br />
Blue ringed octopus together with grilled cephalopods.<br />
Consequently, one should carefully examine the cephalopods<br />
before eating it by checking for the dark color and the<br />
concentric rings on its body and tentacles. Please avoid<br />
eating this octopus because its deadly venom and may still<br />
be in the tissue and cannot be eliminated by extreme heat<br />
and can cause death!<br />
There are many more interesting stories about<br />
cephalopods because scientists have found at least 700 types<br />
of cephalopods living in the sea from shallow coastal<br />
regions to deep sea at a depth of up to 1,000 meters. So,<br />
cephalopods are interesting marine creature worth studying<br />
as well as being the top level of consumer in the food<br />
chain. It is a food source for other marine creatures such<br />
as dolphins and whales and is considered to be crucial<br />
for marine food chains and ecosystems. It is also the main<br />
source of seafood for the people of the world.<br />

พรุ จัดเป็นพื้นที่ชุ่มน้ําประเภทหนึ่งภายใต้คํานิยามของอนุสัญญา<br />
ว่าด้วยพื้นที่ชุ่มน้ํา โดยมีลักษณะเด่นคือ เป็นพื้นที่ที่มีการสะสมของ<br />
สารอินทรีย์จากพืชที่ถูกย่อยสลายในสภาพที่มีน้ําท่วมขังและมีซากผุพัง<br />
ของพืชพรรณธรรมชาติทับถม โดยอาจลอยอยู่เหนือใต้ท้องน้ํา (ในภาคกลาง<br />
จะเรียกว่า “ที่ลุ่มสนุ่น” ส่วนภาคใต้เรียกว่า “พรุ”)<br />
A “peat swamp” is classified as one type of wetlands<br />
under the Ramsar Convention on Wetlands with its uniqueness<br />
on accumulation of organic matter from decomposed plants<br />
in flooding environment, which have decayed vegetation<br />
deposition either in suspended or submerged states. These<br />
are known as “bogs” in the central region and as “peat<br />
swamp” in the southern region.<br />

prevent floods and water storage during the dry<br />

2) Balance greenhouse gas in the atmosphere. Peat<br />
swamp has ability to capture as much carbon as the<br />
total land biomass, which is two fold of carbon<br />
found in forest biomass. Thedestruction of peat<br />
swamps has accelerated greenhouse gas emission<br />
in a rate that equal to 15% of total CO 2<br />
emissions<br />
by the Annex I countries of the UNFCCC during<br />
1990.<br />

สําหรับประเทศไทย พื้นที่พรุได้รับผลกระทบจากโครงการ<br />
พัฒนาต่างๆ ทั้งภาครัฐและเอกชน เช่น การขุดลอก ถมดิน การทําคันดิน<br />
การปรับเปลี่ยนเป็นพื้นที่เพาะปลูก เนื่องจากพื้นที่พรุมักถูกมองว่าเป็น<br />
“พื้นที่เสื่อมโทรม” ในขณะที่การควบคุมดูแลยังไม่ทั่วถึง ส่วนหนึ่งเป็นผล<br />
มาจากการขาดฐานข้อมูลสําหรับการบริหารจัดการพื้นที่เพื่อแก้ไขปัญหา<br />
ดังกล่าวสำนักงานนโยบายเเละเเผนทรัพยากรธรรมชาติเเละสิ่ง<br />
เเวดล้อมจึงได้มอบหมายให้ดําเนินการศึกษา สํารวจ เพื่อทบทวน<br />
สถานภาพของพื้นที่พรุธรรมชาติของประเทศไทย รวมถึงกําหนดขอบเขต<br />
ที่ชัดเจนเพื่อประกอบการวางแผนการจัดการพื้นที่อย่างเหมาะสม<br />
ผลการศึกษาพบพื้นที่พรุที่สําคัญอย่างน้อย 25 แห่ง มีพื้นที่รวม<br />
186,649 ไร่ ส่วนใหญ่กระจายอยู่ทางภาคใต้ของประเทศ นอกจากนี้<br />
ยังพบพื้นที่พรุในบริเวณที่สูงทางตอนเหนือของประเทศ คือ อ่างกาหลวง<br />
และพรุหญ้าท่าตอน จ.เชียงใหม่ เมื่อจําแนกพื้นที่ตามลักษณะที่ตั้งและ<br />
ระบบนิเวศ สามารถแบ่งออกเป็น 8 ประเภท คือ 1) พรุในที่สูง<br />
2) พรุในที่ตอน 3) พรุในที่ราบลุ่มริมฝั่งแม่น้ํา 4) พรุในที่ลุ่มแอ่ง<br />
5) พรุหลังสันทรายที ่ยังได้รับอิทธิพลจากน้ ําทะเล 6) พรุบริเวณปากแม่น้ ํา<br />
7) พรุหลังสันทราย และ 8) พรุในที่ราบลุ่ม<br />
สภาพพื้นที่ส่วนใหญ่ร้อยละ 42.7 อยู่ในระดับเสื่อมโทรมมาก โดยมี<br />
สาเหตุสําคัญจากความไม่ชัดเจนของขอบเขตพื้นที่ ด้านการใช้ประโยชน์<br />
พบว่าร้อยละ 33 ใช้ในการหาปลา รองลงมา คือ แหล่งน้ําการเพาะปลูก<br />
As for Thailand, public and private development<br />
projects such as land digging and filling, building dikes<br />
and land preparation for cultivation have had numerous<br />
impacts upon peat swamps, which was often perceived<br />
as “deteriorated land”. This problems have partly arisen<br />
because of lack of data to support area management.<br />
To remedy such problems, the Office of Natural Resources<br />
and Environmental Policy and Planning conducted a study<br />
and surveyed to review status of natural peat swamp<br />
in Thailand, as well as to set clear boundaries for area<br />
management and planning. The study revealed that there<br />
were at least 25 significant peat swamps with a total<br />
area of 186,649 rais, mostly spread across the southern<br />
region. Moreover, more swamps are being discovered in the<br />
northern highlands, including Ang Ka Luang and Ta Ton<br />
Phragmites Peat Swamps in Chiang Mai province.<br />
According to the classification system based on location<br />
and ecosystem, peat swamps are classified into 8 types as follows:<br />
1) highland peat swamps 2) upland peat swamps 3) low-lying<br />
land near river banks 4) peat bog 5) peat swamps behind<br />
sand dunes next to sea water 6) estuary 7) peat swamps<br />
behind sand dunes 8) low-lying land.<br />
Some 42.7 percent of total peat swamps area is rated<br />
as very destructive resulting from having unclear boundaries.<br />
In terms of area utilization, 33% of peat swamps support<br />
fishing, with lower proportions being water sources for<br />
consumption, cultivation and food source.<br />

จึงมีทั้งระบบน้ําจืดและน้ํากร่อย จากการวิเคราะห์ตัวอย่างดินที่เก็บบริเวณ<br />
ป่าเสม็ดสมบูรณ์ พบว่าปฏิกิริยาดินชั้นบนเป็นกรดแก่และเป็นด่างในดิน<br />

บทบาทสําคัญ ของพรุแม่รําพึง คือ การเก็บกักน้ําฝนและน้ําท่าและ<br />
การป้องกันน้ําเค็มรุกเข้ามาในแผ่นดิน ผลการจัดลําดับความสําคัญ อยู่ใน<br />
กลุ่มของพื้นที่ชุ่มน้ําที่มีความสําคัญระดับชาติ<br />
Mae Rampung Peat Swamp at Bangsapan District<br />
This swamp is classified as “behind sand dunes next to sea<br />
water” and contains both fresh and brackish water system. Soil<br />
analysis results from samples collected at Melaleuca Forest<br />
showed strong acid reactions in the upper soil and alkaline<br />
reactions in the lower soil, 194 types of peat swamp forest<br />
vegetation and 39 types of wildlife have been found in the<br />
peat swamp areas. Significant findings are 1) layer of organic<br />
soil in the dense area of Melaleuca Forest 2) nipa palms<br />
growing in the flood area, indicating sea water access<br />
3) jute trees growing in the flood areas 4) extremely acid<br />
soil.<br />
Mae Rampung Peat Swamp was determined as one<br />
among significant wetlands at national level with its crucial<br />
role in reserving rainfall and runoff water, as well as preventing<br />
inland sea water intrusion.<br />

ประเทศไทยมีชายฝั่งทะเลยาวกว่า 2,800 กิโลเมตร และมีชายหาด<br />
ที่สวยงามอยู่มากมาย ในแต่ละปีมีนักท่องเที่ยวทั้งชาวไทยและชาว<br />
ต่างประเทศจํานวนมากเดินทางมาพักผ่อนตามชายฝั่งทะเล รวมทั้ง<br />
ชุมชนที่อาศัยอยู่ตามแนวชายฝั่งทะเลทั้งในภาคตะวันออกและภาคใต้<br />
ของประเทศไทย<br />
ช่วงฤดูร้อน หลายครอบครัววางแผนจะไปพักผ่อนชายทะเลกัน<br />
จะเที่ยวให้สนุกก็ต้องมีการเตรียมความพร้อมกันก่อน โดยก่อนออก<br />

เกี่ยวกับพายุคลื่นลมแรง ควรงดหรือเลื่อนการเดินทางออกไปก่อน<br />
นอกจากนี ้ควรตรวจสอบสภาพแหล่งท่องเที ่ยว หากเป็นบริเวณที ่มีคลื ่นสูง<br />
มีทรายดูด เป็นที่อาศัยของสัตว์มีพิษ เคยเกิดคลื่นน้ําทะเลดูด (Rip<br />
Current) หรือคลื่นซัดฝั่งอย่างรุนแรงก็ควรจะระวังไว้ก่อน คงไม่มีใคร<br />
อยากไปเที่ยวแล้วมีอันตรายเกิดขึ้น เราจึงไม่ควรที่จะละเลยเกี่ยวกับ<br />
เรื่องของความปลอดภัย โดยเฉพาะเรื่องของพืชและสัตว์มีพิษต่างๆ<br />
เพราะหากพลาดพลั้งโดนพืชหรือสัตว์มีพิษเหล่านี้เข้าไปอาจส่งผลให้<br />
ได้รับบาดเจ็บหรือเสียชีวิตได้ มีสัตว์ทะเลหลายชนิดที่อาจเป็นอันตราย<br />
ต่อเราได้ เช่น แมงกะพรุนไฟ บุ้งทะเล ปะการังไฟ ฟองน้ําไฟ กั้งตั๊กแตน<br />
ปลาปักเป้า เพรียง หอยนางรม ฯลฯ ในปีหนึ่งๆ มีผู้ได้รับบาดเจ็บ<br />
จากสัตว์ทะเลเหล่านี้เป็นจํานวนไม่น้อย แต่ทุกอย่างสามารถป้องกันได้<br />
ถ้าไม่ประมาท และระมัดระวังตัวอยู่เสมอ<br />
กรมทรัพยากรทางทะเลและชายฝั่งได้จัดพิมพ์หนังสือ “พิษและภัย<br />
จากสัตว์ทะเล” โดยมีวัตถุประสงค์เพื่อเผยแพร่ความรู้เบื้องต้นเกี่ยวกับ<br />
สัตว์ทะเลมีพิษและเป็นภัย ที่พบเห็นในน่านน้ําของประเทศไทย รวมทั้ง<br />

There are many beautiful beaches strung along the<br />
2,800 kilometers of Thailand’s coastline. Large numbers of<br />
Thai and overseas tourists visit these beaches every year. In<br />
addition, there are numerous local communities settled along<br />
the eastern and southern shorelines of the Kingdom.<br />
Most families like to plan vacations by the seashore<br />
during the summer. For a carefree holiday, it is better to<br />
plan ahead and check out the routes and the likely weather<br />
conditions. Plans can be postponed if there are warnings<br />
about strong winds and currents. It is also better to check<br />
safety conditions for areas reporting high waves or quicksand,<br />
venomous animal sources, rip currents or strong currents.<br />
Be careful of dangerous animals that may cause injuries or even<br />
death: Portuguese Man o’ War, fire worms, fire coral, fire<br />
sponges, mantis shrimps, porcupine fish, barnacles and even<br />
some mussels can inflict harm or even put a person’s life<br />
in danger. Every year, many people are injured by these<br />
creatures. However, all dangers can be avoided if people<br />
proceed with caution.<br />
Department of Marine and Coastal Resources has<br />
published a book called ‘Venom and Danger from Sea<br />
Creatures. with the objective of distributing knowledge<br />
about these perils to all people, including tourists, students,<br />
local residents and anyone else who utilize the sea. Information<br />
includes the types of medical treatment available. This is<br />
a small, handy pocket-size book filled with colorful illustrations<br />
and information about venoms and symptoms, treatments and<br />
ways of preventing being hurt.<br />
