Higher WorkCover bill to flow to consumers As published in the Adelaide Advertiser (by Russell Emmerson) Thursday, 11 March 2010 Businesses are preparing to pass on $47 million of extra costs to South Australian consumers because of changes to WorkCover charges soon to be introduced. Businesses with low claim rates have previously received a performance rebate, leading to them paying lower WorkCover rates, while companies with high claims have paid the full cost. Master Builder Association director Robert Stewart said the “ridiculous” change would effectively penalise employers for their good behaviour. “Carrot and stick is the way it should work. We understand the stick (penalties) if people don’t do the right thing, but they are taking away the carrot,” he said. “All this does is take away the reward for the employer to do the right thing and spend money on their occupational health and safety and employ people with the right skills. “Instead, they get it ripped off them and treated like everyone else. It does nothing about improving WorkCover outcomes.” A WorkCover spokeswoman confirmed the arrangement would be discontinued, but said the scheme was ineffective in influencing return-to-work rates. “The bonus/penalty scheme was designed 20 years ago to improve OHS performance yet there is no evidence to suggest that this or similar schemes elsewhere have been effective at doing so,” she said. WorkCover retains the right to impose a supplementary levy or prosecute employers for poor performance. The organisation will decide on the scheme’s future at a meeting this month, but Motor Trade Association Executive Director John Chapman said businesses had already framed their budgets for the financial year. “No allowance has been made in WorkCover’s new computer system for the continuation of the bonus/ penalty scheme… so we can only assume business costs will go up,” he said. “We are going into a new financial year and businesses don’t know what their WorkCover levy is going to be. It’s extraordinary. How can we budget on that?” Opposition WorkCover and small business spokesman Iain Evans said businesses would likely pass the costs directly to their customers. “It will mean employers with good occupational health and safety records are going to be penalised with higher WorkCover costs, and those employers with worse records are going to pay less,” he said. “Removing it is going to increase business costs by $47 million and businesses will pass on the cost.” “We are going into a new financial year and businesses don’t know what their WorkCover levy is going to be.
