1.6. <strong>Child</strong> <strong>Care</strong> Emergency Preparedness <strong>and</strong> Response <strong>Plan</strong><br />

It is recommended, but not required, that each Lead Agency develop a plan to<br />

address preparedness, response, <strong>and</strong> recovery efforts specific to child care services<br />

<strong>and</strong> programs. <strong>Plan</strong>s should cover the following areas: 1) planning for continuation<br />

of services to <strong>CCDF</strong> families; 2) coordination with other State/Territory agencies <strong>and</strong><br />

key partners; 3) emergency preparedness regulatory requirements for child care<br />

providers; 4) provision of temporary child care services after a disaster; <strong>and</strong> 5)<br />

rebuilding child care after a disaster. For further guidance on developing <strong>Child</strong> <strong>Care</strong><br />

Emergency Preparedness <strong>and</strong> Response <strong>Plan</strong>s see the Information Memor<strong>and</strong>um<br />

(<strong>CCDF</strong>-ACF-IM-2011-01) located on the Office of <strong>Child</strong> <strong>Care</strong> website.<br />

1.6.1. Indicate which of the following best describes the current status of<br />

your efforts in this area. Check only ONE.<br />

<strong>Plan</strong>ning. Indicate whether steps are under way to develop a plan. If so, describe<br />

the time frames for completion <strong>and</strong>/or implementation, the steps anticipated <strong>and</strong><br />

how the plan will be coordinated with other emergency planning efforts within the<br />

State/Territory. <strong>Plan</strong>ning: CYFD has formed an Emergency Preparedness Workgroup, which is<br />

responsible for developing an emergency preparedness plan. The first group of tasks, to be<br />

completed in the next year is as follows:<br />

• Make available an emergency preparedness guide for child care providers, which will be available on<br />

CYFD websites.<br />

• Explore CYFD’s capability to train providers on emergency preparedness (status: CYFD will work with<br />

Training <strong>and</strong> Technical Assistance Programs to create <strong>and</strong> implement a voluntary training);<br />

• Research recommendations for child care regulations, including :<br />

o The provision for continuation of core child care functions during <strong>and</strong> after an<br />

emergency;<br />

o The provision of temporary child care services after a disaster;<br />

o Rebuilding child care after a disaster<br />

o Facilitation of temporary child care<br />

o Special accommodations for the provision of subsidy to clients affected by a disaster.<br />

• Make recommendations for internal CYFD procedures, including:<br />

o<br />

o<br />

o<br />

o<br />

Communication, coordination <strong>and</strong> collaboration within CYFD, with other State<br />

agencies, FEMA, child care providers <strong>and</strong> other key partners to prepare for an<br />

respond to an emergency;<br />

Contacting child care providers;<br />

Ensuring that necessary assistance <strong>and</strong> resource are provided to child care<br />

providers;<br />

Ensuring that child care assistance clients necessary <strong>and</strong> allowable support.<br />

The following tasks will be completed within the next two to three years:<br />

• Regulations will be revised. Revisions will reflect original recommendations as well as staff <strong>and</strong> public<br />

(including provider) feedback;<br />
