To what extent have <strong>Diakonia</strong>’s organisational structure, managerial support<br />
and coordination mechanisms effectively supported <strong>the</strong> delivery <strong>of</strong> <strong>the</strong> programme<br />
so far?<br />
Sustainability:<br />
Is <strong>the</strong> programme supported by regional/national/local institutions?<br />
Has <strong>the</strong> funding base been diversified? How has <strong>the</strong> work to obtain financial<br />
sustainability and reducing <strong>the</strong> dependency on <strong>Sida</strong> core support turned out?<br />
2.2 CLARIFICATION OF THE USERS AND OF THE<br />
INTENDED USE OF THE EVALUATION<br />
On <strong>the</strong> donor side, <strong>the</strong> main user <strong>of</strong> <strong>the</strong> evaluation is <strong>Sida</strong>. Some o<strong>the</strong>r donors might,<br />
however, be interested in <strong>the</strong> findings. This evaluation is intended to help <strong>Sida</strong> to better<br />
understand <strong>the</strong> work <strong>of</strong> <strong>Diakonia</strong> and to serve as a basis when deciding on future<br />
commitments with <strong>the</strong> organisation.<br />
For <strong>Diakonia</strong>, <strong>the</strong> evaluation is an opportunity to have someone from <strong>the</strong> outside reflect<br />
on <strong>the</strong> strategies, accomplishments and on <strong>the</strong> organisational structure and capacity.<br />
The assessment is not only meant to look backwards but also to use <strong>the</strong> findings,<br />
insights and lessons to inform <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> new programme. Following<br />
<strong>the</strong> evaluation performed in 2011, <strong>Diakonia</strong>’s programme has gone through a<br />
series <strong>of</strong> changes at organisational and content levels. The evaluation is an opportunity<br />
to gain expert advice on <strong>the</strong> focus and approach in <strong>the</strong> new programme.<br />
The evaluation is also an opportunity to provide evidence to potential donors and<br />
partners regarding <strong>the</strong> value <strong>of</strong> <strong>Diakonia</strong> as a partner in Zimbabwe.<br />
2.3 EVALUATION APPROACH AND<br />
METHODOLOGY<br />
2.3.1 General Approach<br />
This assignment has integrated different methods. They have been adapted to <strong>the</strong> various<br />
types <strong>of</strong> informants and information that <strong>the</strong> evaluator believes were necessary to<br />
approach and to collect. The evaluator has incorporated a mix <strong>of</strong> three key methods to<br />
analyse <strong>the</strong> information in a variety <strong>of</strong> ways.<br />
i. Analysis <strong>of</strong> <strong>the</strong> available documentation<br />
The evaluator has analysed all relevant documents provided by <strong>Diakonia</strong> (proposal,<br />
narrative reports <strong>of</strong> <strong>the</strong> programme, analysis <strong>of</strong> partner organisations, minutes from<br />
meetings with partners, capacity building/empowerment material, advocacy campaigns’<br />
documents), <strong>the</strong> documents provided by <strong>Sida</strong> (assessment memos, decisions)<br />
and a few documents provided by <strong>Diakonia</strong>’s partner organisations. The purpose <strong>of</strong><br />
