<strong>Mid</strong>-<strong>term</strong> <strong>Review</strong> <strong>of</strong> <strong>the</strong> <strong>Diakonia</strong> <strong>Strategic</strong><br />

<strong>Peace</strong> <strong>Building</strong> Programme in Zimbabwe<br />

This report presents <strong>the</strong> findings <strong>of</strong> <strong>the</strong> mid-<strong>term</strong> review <strong>of</strong> <strong>Diakonia</strong>’s <strong>Strategic</strong> <strong>Peace</strong> <strong>Building</strong> programme in Zimbabwe for <strong>the</strong><br />

period 2012-2014, funded by <strong>Sida</strong>/Embassy <strong>of</strong> Sweden in Zimbabwe. This mid-<strong>term</strong> review shows that numerous positive changes<br />

have taken place since <strong>the</strong> previous evaluation in 2011. The new institutional set-up has laid <strong>the</strong> ground for <strong>the</strong> development <strong>of</strong> a<br />

relevant and necessary process for critically assessing and learning from <strong>the</strong> shortcomings <strong>of</strong> <strong>the</strong> previous programme. <strong>Diakonia</strong><br />

has been able to develop a capacity development strategy <strong>of</strong> remarkable quality, and is now considered as a reliable partner adds<br />

value to <strong>the</strong> democratisation process in <strong>the</strong> country.<br />

<strong>Diakonia</strong> still faces a series <strong>of</strong> challenges in relation to strategic planning; <strong>the</strong> conflict analysis does not clearly lead to priorities for<br />

programming, <strong>the</strong> logical framework is too general and fails to reflect what <strong>the</strong> partners want to achieve. There is a need for<br />

fur<strong>the</strong>r reflection on what <strong>the</strong> programme is really about and what it may realistically achieve. The review also shows that <strong>the</strong><br />

success <strong>of</strong> <strong>the</strong> current programme depends, to a large extent, on <strong>the</strong> capacity <strong>of</strong> <strong>Diakonia</strong> to create a sense <strong>of</strong> common interest<br />

among its partners.<br />
