A N N E X 1 – T E R M S O F R E F E R E N C E<br />
Time Frame<br />
The review shall be carried out in February 2013. The consultant shall be paid for a<br />
total <strong>of</strong> 20 working days.<br />
The consultant will fur<strong>the</strong>r define a time and work plan including travel, field visits,<br />
report writing and a feedback workshop as part <strong>of</strong> <strong>the</strong> tender for <strong>the</strong> assignment. The<br />
time and work plan, will, toge<strong>the</strong>r with <strong>the</strong>se <strong>term</strong>s <strong>of</strong> reference and <strong>the</strong> inception<br />
report, form <strong>the</strong> basis for <strong>the</strong> contract.<br />
Reporting<br />
Upon contracting, <strong>the</strong> consultant shall present a brief inception report on <strong>the</strong> proposed<br />
methodology and approach to <strong>the</strong> assignment. Preliminary findings from <strong>the</strong> review<br />
shall be presented and discussed with partner organisations, <strong>Diakonia</strong> and <strong>Sida</strong> at a<br />
joint feed-back workshop towards <strong>the</strong> end <strong>of</strong> <strong>the</strong> field work. The outcome <strong>of</strong> <strong>the</strong> discussions<br />
will be taken into consideration in <strong>the</strong> first written draft.<br />
The proposed timelines for reporting are outlined as follows:<br />
- A first draft report that includes highlights and an Executive summary shall<br />
be sent to <strong>Sida</strong> and <strong>Diakonia</strong> latest 28 February 2013.<br />
- A second draft report shall be sent to <strong>Diakonia</strong> latest 10 March 2013. This<br />
report will be commented by <strong>Sida</strong> and <strong>Diakonia</strong>.<br />
A final report including an Executive Summary shall be sent to <strong>Sida</strong> and <strong>Diakonia</strong><br />
latest 25 March 2013.<br />
The report shall be structured as follows:<br />
1. Executive summary<br />
2. Introduction<br />
3. <strong>Diakonia</strong> programme development<br />
4. Findings<br />
5. Conclusions<br />
6. Lessons learnt for partner organisations, <strong>Diakonia</strong> and <strong>Sida</strong><br />
7. Recommendations, short, medium and long <strong>term</strong><br />
8. Annexes, including TORs and methodology applied in <strong>the</strong> assignment<br />
The report shall be written in English and limited to a maximum <strong>of</strong> 30 pages, excluding<br />
annexes. The author should make use <strong>of</strong> and, when appropriate, quote already<br />
existing documentation.<br />
Qualifications <strong>of</strong> <strong>the</strong> Consultant<br />
The required qualifications <strong>of</strong> <strong>the</strong> consultant(s) are well documented knowledge <strong>of</strong><br />
civil society development in Sou<strong>the</strong>rn Africa, well documented experience in evaluation<br />
methodology, documented experience in organisational development methodology<br />
and fluency in English.<br />
