Overall scope <strong>of</strong> <strong>the</strong> evaluation<br />
The Terms <strong>of</strong> Reference (ToR) provide some background information on <strong>the</strong> project.<br />
The ToR outline and describe <strong>the</strong> rationale, purpose and scope <strong>of</strong> <strong>the</strong> assignment for<br />
<strong>the</strong> mid-<strong>term</strong> review <strong>of</strong> <strong>the</strong> <strong>Sida</strong>-supported <strong>Diakonia</strong> programme “<strong>Mid</strong>-<strong>term</strong> <strong>Review</strong><br />
<strong>of</strong> <strong>the</strong> <strong>Diakonia</strong> <strong>Strategic</strong> <strong>Peace</strong> <strong>Building</strong> Programme in Zimbabwe”.<br />
During 2009-2011, <strong>Diakonia</strong> implemented a country programme in Zimbabwe, focussing<br />
on democracy, peace and security. The programme was funded by<br />
<strong>Sida</strong>/Embassy <strong>of</strong> Sweden in Zimbabwe and through <strong>the</strong> <strong>Diakonia</strong> frame grant from<br />
<strong>Sida</strong> CIVSAM in Sweden. The Programme was evaluated in mid-2011. 8 The evaluator<br />
concluded that <strong>the</strong> performance <strong>of</strong> <strong>the</strong> <strong>Diakonia</strong> Programme had been mixed.<br />
There were serious weaknesses, but also promising areas for development. Among<br />
o<strong>the</strong>r things, most <strong>of</strong> <strong>the</strong> participating partner organisations were found to be highly<br />
relevant and important voice-bearers in <strong>the</strong> current development context <strong>of</strong> Zimbabwe.<br />
Among <strong>the</strong> weaknesses, <strong>the</strong> report mentions a lack <strong>of</strong> coherence and systematic<br />
capacity development <strong>of</strong> <strong>the</strong> partner organisations. 9 Based on <strong>the</strong> evaluation,<br />
<strong>Sida</strong>/Embassy <strong>of</strong> Sweden in Harare decided to extend <strong>the</strong> programme by an additional<br />
six months for <strong>the</strong> period January-June 2012, in order to allow <strong>Diakonia</strong> time to address<br />
<strong>the</strong> weaknesses and make use <strong>of</strong> <strong>the</strong> recommendations highlighted in <strong>the</strong> report.<br />
During this period, <strong>the</strong> <strong>Strategic</strong> <strong>Peace</strong> <strong>Building</strong> Programme in Zimbabwe was developed.<br />
The new Programme commenced in July 2012 and runs until <strong>the</strong> end <strong>of</strong> 2014. The<br />
<strong>Sida</strong> contribution is SEK 21,672,000, accounting for 85% <strong>of</strong> <strong>the</strong> budget. The programme<br />
budget includes an already approved contribution <strong>of</strong> MSEK 3,8 from <strong>Sida</strong><br />
CIVSAM for <strong>the</strong> period 1 July 2012 to 31 December 2014. The budget will be channelled<br />
via local implementing partner organisations in Zimbabwe that <strong>Diakonia</strong> works<br />
through. The programme started with 7 partners and aspires to reach 12 partners by<br />
<strong>the</strong> end <strong>of</strong> <strong>the</strong> period.<br />
