Mission stateMent<br />

The mission of the <strong>Burlington</strong> <strong>Parks</strong> <strong>and</strong><br />

<strong>Recreation</strong> Department is to enhance quality of<br />

life for all the citizens of <strong>Burlington</strong> <strong>and</strong> for the<br />

pleasurable water-based recreation.<br />

There is a surcharge on user fees for non-<strong>Burlington</strong> residents as follows:<br />

• $5 per participant for <strong>Burlington</strong> Area Community Gardens<br />

• $10 per participant for programs costing $100 or less<br />

• $20 for programs costing up to $200<br />

• $30 for programs costing over $200<br />

Who is a resiDent? Resident rates for <strong>Parks</strong> & <strong>Recreation</strong> programs<br />

apply to those residing within the <strong>Burlington</strong> City limits at the time<br />

registration is submitted.<br />

aFter you haVe reGistereD. You can assume you are in the class once<br />

you submit your registration form with payment <strong>and</strong> have received a<br />

receipt by email or regular mail. If the class is full, you will be notified<br />

<strong>and</strong> placed on a waiting list.<br />

reFunD Policy. Unless otherwise stated, refunds will be available only<br />

until one week prior to the first day of a program or activity. A $10<br />

administrative fee will be charged for processing the refund. If a program<br />

is cancelled by <strong>Parks</strong> & <strong>Recreation</strong>, a full refund will be issued <strong>and</strong> no<br />

fee will be charged.<br />

Spring & Summer are upon us, <strong>Burlington</strong>!<br />

Refresh in the beauty of the season – the birds chirping, the<br />

trees, flowers <strong>and</strong> shrubs blooming, the warming waters<br />

lapping the shore, people <strong>and</strong> animals emerging from their<br />

winter dens.<br />

As we celebrate the things that are <strong>and</strong> will become, this is a<br />

perfect time to reflect on the mission <strong>and</strong> values of the <strong>Burlington</strong><br />

<strong>Parks</strong> & <strong>Recreation</strong> Department, which incorporates five primary<br />

concepts. Our Department’s role is to acquire, develop, <strong>and</strong><br />

maintain a comprehensive parks system offering a broad<br />

spectrum of built facilities, open spaces, <strong>and</strong> community gardens;<br />

manage public trees along streets <strong>and</strong> within parks; provide<br />

quality, affordable recreation programs designed to meet the<br />

needs of our community <strong>and</strong> its visitors, <strong>and</strong> to ensure fun <strong>and</strong><br />

safety in the <strong>Burlington</strong> Harbor <strong>and</strong> the lakefront. The fifth <strong>and</strong><br />

final concept is to promote the over-arching values to ensure<br />

that we bring enhancement to <strong>Burlington</strong> residents’ <strong>and</strong> visitors’<br />

quality of life. We make <strong>Burlington</strong> better through our staffs’<br />

commitment to service, excellence, <strong>and</strong> integrity!<br />

Effort is not in short supply <strong>and</strong> we follow through on our<br />

commitments every day. Here are some of the ways how:<br />

First, we work side by side with other City departments, our<br />

commissions, boards, <strong>and</strong> committees, residents <strong>and</strong> visitors to<br />

problem-solve on issues important to all of us. A good example<br />

of this cooperation is the recently adopted <strong>and</strong> inclusive Penny<br />

For <strong>Parks</strong> project intake, prioritization, <strong>and</strong> planning process<br />

which ensures that park improvement projects (that are important<br />

to neighborhoods), are accepted, rated <strong>and</strong> considered within<br />

a defined time period each year <strong>and</strong> that there’s appropriate<br />

community discussion before action. A second demonstration<br />

of our commitment is the Plan BTV project, in which the<br />

Department assisted in completing a parks inventory <strong>and</strong><br />

asset mapping project within the downtown <strong>and</strong> waterfront<br />

area, both to aid the planning initiative of the City <strong>and</strong> to kickstart<br />

our own Department’s thinking about master planning<br />

<strong>and</strong> asset management <strong>and</strong> maintenance. Consistency of this<br />

approach is evident by the establishment of several citizen<br />

advisory committees to review off-leash opportunities, skate park<br />

operations <strong>and</strong> special events.<br />

By detailing these <strong>and</strong> other sound management practices<br />

<strong>and</strong> processes the Department is also better positioned to<br />

compete for national funding <strong>and</strong> grants. The City’s designation<br />

as a Tree City USA (17th year) <strong>and</strong> other recognition by the US<br />

Forest Service has resulted in funding for the development of<br />

management tools that help to gain efficiencies <strong>and</strong> to achieve<br />

goals identified through the Climate Action Plan <strong>and</strong> the Urban<br />

Forestry Master Plan. On the recreational front, establishing a Bike<br />

Path Task Force has created other opportunities to shape the<br />

updated 2012 Feasibility Study <strong>and</strong> to put together the necessary<br />

design, planning, construction documents to deliver funding<br />

proposals <strong>and</strong> to achieve successful rehabilitation of the Path<br />

beginning this year. In the meantime, we’re working closely with<br />

Federal, State <strong>and</strong> local partners to rehabilitate the path to better<br />

than pre-flood condition <strong>and</strong> retain its world class appeal.<br />

And finally, we’re happy to announce our seasonal recreation<br />

program line-up, serving an estimated 600,000 people annually!<br />

We believe it brings together the energy of our dedicated staff<br />

with the needs of the community. We’re also eager share with our<br />

community st<strong>and</strong>ard comprehensive employee recruitment <strong>and</strong><br />

training program to help ensure that participants receive the best<br />

service possible whether you participate in a program, play in a<br />

park, set sail from our docks, or w<strong>and</strong>er through our woods.<br />

Repair Update<br />

The record Lake Champlain flooding<br />

of 2011 did extensive damage to the<br />

<strong>Burlington</strong> Bike Path, the Colchester<br />

Causeway Park <strong>and</strong> the Allen Point<br />

Access Area in South Hero. Together<br />

these corridors are part of the regional<br />

Isl<strong>and</strong> Line Trail. Trail managers are<br />

working hard to repair <strong>and</strong> reopen the<br />

13-mile trail. Together with supportive<br />

partners, they have set up the Friends<br />

of the Isl<strong>and</strong> Line Trail to coordinate<br />

private fundraising, public education<br />

<strong>and</strong> planning activities. You can help!<br />

contribute to the local match to repair<br />

the trail.<br />

In <strong>Burlington</strong>, the flooding damaged<br />

many sections of the 7.5 mile waterfront<br />

trail including sections along Oakledge<br />

Park, the Barge Canal, Roundhouse<br />

Point, Perkins Pier, Lakeview Cemetery,<br />

<strong>and</strong> Northshore. Total damaged<br />

sections total about one mile of the<br />

trail <strong>and</strong> shoreline. Many of the repairs<br />

involve complex shoreline stabilization,<br />

<strong>and</strong> substantial design before project<br />

construction can begin. Then, the<br />

construction timeline will depend on<br />

several factors, including low-enough<br />

lake levels. To date, the <strong>Parks</strong> &<br />

<strong>Recreation</strong> Department has spent<br />

nearly $142,000 toward repair work,<br />

<strong>and</strong> expects to be reimbursed for about<br />

$107,000 of that from insurance <strong>and</strong><br />

FEMA funds. Estimated repair costs<br />

to date total $2.4 million. The City<br />

is estimating a local match of about<br />

$335,000, plans to continue repairs this<br />

spring with a goal of finishing by early<br />

summer 2013, <strong>and</strong> has every interest in<br />

driving the repairs forward as quickly as<br />

possible<br />

Community Boathouse<br />

The <strong>Burlington</strong> Community Boathouse <strong>and</strong><br />

Marina is open from May 15th through October<br />

15th. The Marina is staffed 24 hours per day,<br />

with Dockmasters on duty from 7:00A – 11:00P.<br />

Security remains on duty throughout the night.<br />

The Marina offers multiple public docking<br />

options:<br />

•40 transient overnight slips; 8 hourly slips<br />

• 51 fixed transient moorings in the Harbor.<br />

• Public Docking Rates are as follows:<br />

Docks | Hourly: First hour FREE, $5 per hour<br />

thereafter. Overnight: $1.75 per foot of vessel<br />

Moorings | Hourly: FREE until 5:00P Daily<br />

Overnight: 75¢ per foot of vessel<br />

Dock your boat <strong>and</strong> stay for lunch at Splash<br />

Café. Don’t have a boat? Not a problem! Come<br />

on down to our Sunset Dock, pack a picnic<br />

<strong>and</strong> watch the sunset in one of our Adirondack<br />

chairs. Watch the Dockmasters bring in boats,<br />

large <strong>and</strong> small, <strong>and</strong> prepare to be impressed<br />

by their rope-throwing skills!<br />

If you want to get out on the water, the<br />

Boathouse offers multiple ways for a quick<br />

escape from the normal day-to-day routine.<br />

Whether you prefer motorboats or sailboats,<br />

either big or small, we have captains ready <strong>and</strong><br />

waiting to take you out.<br />

Waterfront Park<br />

Splash! at the Boathouse<br />

Splash! is the café on the lower level of the<br />

Boathouse. The Wakefield Room, on the upper<br />

level of the Boathouse, is an ideal location<br />

for meetings, receptions <strong>and</strong> parties <strong>and</strong> is<br />

available for rental year-round.<br />

Waterfront shelter<br />

The lakefront shelter adjacent to the Coast<br />

Guard building can be reserved for full <strong>and</strong> half<br />

day use from May 12 –Sept. 3. The shelter<br />

season Park Pass<br />

Season passes may be purchased at North<br />

Beach, Oakledge Park <strong>and</strong> Perkins Pier when<br />

gate attendants are on duty. Season passes<br />

allow unlimited admittance to all <strong>Burlington</strong><br />

parks except Waterfront Park without the need<br />

to pay a daily parking fee. (Park admission is<br />

always free if you come by foot, bike or other<br />

non-motorized transportation). Season passes<br />

are $45 for <strong>Burlington</strong> residents, $60 for<br />

nonresidents <strong>and</strong> $25 for students. Season<br />

Perkins Pier<br />

Located at the foot of Maple Street, Perkins<br />

Pier is a popular destination for boaters<br />

<strong>and</strong> sightseers. Saturday, May 12 -Sunday,<br />

September 3, $6 per vehicle daily parking ($8<br />

for non-residents, residency is determined<br />

by car registration) when a gate attendant is<br />

on duty; boat trailer season passes may be<br />

purchased for $30. Gate attendant on duty<br />

weekdays 7:30A -9:00P.<br />

skate Park<br />

Plans for the construction of a replacement<br />

skatepark are underway <strong>and</strong> included<br />

as a component of the Waterfront North<br />

Redevelopment, currently in development.<br />

North Beach<br />

North Beach is located at the end of Institute<br />

Road off North Avenue, just past <strong>Burlington</strong><br />

High School <strong>and</strong> right off the <strong>Burlington</strong><br />

Bikepath. Saturday, May 12 -Monday, Sept 3:<br />

$6 per vehicle daily parking ($8 for nonresidents,<br />

residency is determined by car registration)<br />

between 9:30A <strong>and</strong> 8P. Lifeguard coverage<br />

June 16 -August 19 <strong>and</strong> weekends until Labor<br />

Day depending on the weather. There is a<br />

playground located at the north end of the park,<br />

adjacent to the beach. The picnic shelter is also<br />

available for reservation for private <strong>and</strong> group<br />

functions. No amplified music allowed, $225 full<br />

day 9A-9P or $160 half day 9A-3P or 3P-9P.<br />

Ethan Allen Park<br />

Located at the intersection of North Avenue<br />

<strong>and</strong> Ethan Allen Parkway, this wooded, hillside<br />

park offers a playground, paved walking/<br />

biking/hiking trails, scenic views from both the<br />

Pinnacle <strong>and</strong> the Ethan Allen Tower. A bridge<br />

across Rte. 127 connects the park to the bike<br />

path leading to the Ethan Allen Homestead <strong>and</strong><br />

the Intervale. The Ethan Allen Tower is open<br />

on weekends from Mother’s Day to Memorial<br />

Day, from 9:00A through sunset, from Memorial<br />

Day to Labor Day it is all days of the week from<br />

9:00A to sunset; from Labor Day to Columbus<br />

Day it is open Saturdays <strong>and</strong> Sundays until<br />

sunset. (Tower may be closed due to inclement<br />

weather).<br />

North Beach Campground<br />

The campground has restrooms, showers, 29<br />

full hook-ups, 39 electric <strong>and</strong> water hook-ups,<br />

<strong>and</strong> 68 tent sites. Tent <strong>and</strong> RV sites are available<br />

May through mid-October. Please call 862-0942<br />

after April 4 for reservations; Visa, Master<br />

oakledge Park & Beach<br />

Located off the <strong>Burlington</strong> Bike Path at the End<br />

of Flynn Avenue, Oakledge features a beach,<br />

playground <strong>and</strong> picnic shelters. There is no life<br />

guard coverage. Open Memorial Day - Monday,<br />

Sept. 3: $6 per vehicle daily parking ($8 for<br />

nonresidents) between 9A -9P. Large <strong>and</strong> small<br />

picnic shelters are available for rent by the day or<br />

half day through Sept. 3 on all days of the week;<br />

rentals available through Sept. 20 on Saturdays<br />

<strong>and</strong> Sundays ONLY after Labor Day. ($175 full<br />

day <strong>and</strong> $125 half day) There are two Bocce Ball<br />

courts available for public use, <strong>and</strong> balls may be<br />

borrowed from the gatehouse attendant as well<br />

as two volleyball courts available.<br />

Battery Park<br />

Battery Park, at the top of Battery Street, is a<br />

great place to relax, take in the view <strong>and</strong> bring<br />

the kids to the playground. The <strong>Burlington</strong><br />

Concert B<strong>and</strong>, now in its 158th season, will<br />

perform its free Sunday Evening Concert Series.<br />

rent the Howard Chapel<br />

The beautifully restored Howard Chapel in<br />

Lakeview Cemetery is available for rental. The<br />

Chapel has a capacity of 80 people <strong>and</strong> is<br />

available for weddings, christenings, memorial<br />

services <strong>and</strong> similar functions. Rental rates<br />

are $100/hr. Monday-Friday 7:00A-3:30P. The<br />

weekend rate is $250 for up to three hours <strong>and</strong><br />

$450 for a full day. This 1882 structure is listed<br />

on the National Register of Historic Places.<br />

Leddy Park Beach <strong>and</strong><br />

soccer & baseball fields, a playground, tennis<br />

courts, <strong>and</strong> a h<strong>and</strong>ball court, as well as the<br />

Gordon H. Paquette Ice Arena <strong>and</strong> a secluded<br />

beach <strong>and</strong> picnic area. No lifeguard coverage is<br />

provided at the beach. May 14 -September 5:<br />

$6 per vehicle daily parking ($8 for nonresidents)<br />

between 9A -9P.<br />

schmanska Park & Barn<br />

Located off Grove Street near the <strong>Burlington</strong>-<br />

Winooski line, Schmanska Park has basketball<br />

<strong>and</strong> tennis courts as well as playgrounds <strong>and</strong><br />

renovated barn with a meeting <strong>and</strong> activity room<br />

that can accommodate 30-40 people. This quiet,<br />

beautiful site is a great location for small parties<br />

or meetings ($100 full day or $80 half day). Call<br />

tennis Courts<br />

Courts are located at Roosevelt, Schmanska,<br />

Oakledge, Calahan, <strong>and</strong> Leddy <strong>Parks</strong>. Courts<br />

remain open as long as weather permits. Tennis<br />

courts are utilized at Leddy, Calahan <strong>and</strong><br />

Oakledge parks during the spring school year by<br />

<strong>Burlington</strong> schools. Check on-site <strong>and</strong> online for<br />

Dog Areas<br />

Waterfront site<br />

Located about 1,000 feet north of the Moran<br />

Center (old <strong>Burlington</strong> Electric generating<br />

station), this site provides access to the lake<br />

<strong>and</strong> can be reached via the bike path. It is a<br />

walk-in area only, with parking available at<br />

the north end of Waterfront Park or at North<br />

Beach. It is open year ‘round.<br />

starr Farm Park<br />

This area is located just west of the bike<br />

path <strong>and</strong> adjacent to the community<br />

garden. Convenient parking <strong>and</strong> water are<br />

available at the site. It is open daily from<br />

8A to 8P, April -October, <strong>and</strong> 8A to 6P,<br />

November -March.<br />

Dog owners must maintain control<br />

over their dogs, clean up after them<br />

<strong>and</strong> ensure that their dogs are properly<br />

licensed <strong>and</strong> vaccinated.<br />

Unless inside the dog parks, dogs are to<br />

be leashed at all times on park <strong>and</strong> public<br />

property. Children under age 12 are not<br />

allowed in off-leash areas without adult<br />

supervision.<br />

Volunteers are needed to help monitor<br />

the sites, remove trash <strong>and</strong> inform users<br />

Youth from 8-16 are invited to learn from some<br />

of Vermont’s finest boarders <strong>and</strong> in-liners.<br />

This camp is geared to skaters with beginner<br />

to intermediate skills. Skaters will be split into<br />

groups based on abilities. Talent Skate Park<br />

staff will be directing the camp <strong>and</strong> teaching<br />

participants tricks such as pushing, ollieing,<br />

dropping in, board slides <strong>and</strong> grinds. All skaters<br />

must have helmets that clip shut <strong>and</strong> wrist<br />

guards; helmets <strong>and</strong> wrist guards are available<br />

to rent for $12 for the week. Please specify<br />

when registering whether you are an in-liner<br />

This is a five-day introduction to sailing.<br />

Participants will learn the basics of rigging,<br />

LCCSC U.S. Sailing certified instructors lead<br />

a variety of l<strong>and</strong> <strong>and</strong> water-based activities<br />

weather, however we will not go in the water<br />

in excessive wind or under the threat of a<br />

skills. Campers will work on daily gymnastics<br />

walkovers, round-offs <strong>and</strong> all different kinds<br />

of cartwheels. They’ll have fun working on<br />

cheerleading skills such as arm motions, chants,<br />

jumps <strong>and</strong> cheers. We will also choreograph<br />

cool dances to awesome music such as tunes<br />

from the TV Show “Shake It Up”, Selina Gomez<br />

<strong>and</strong> others the kids decide on! New this year will<br />

be fun activities using international music from<br />

India, China, <strong>and</strong> more. Kids are encouraged<br />

to bring appropriate music with a good beat to<br />

share. Circus skills such as balancing feathers,<br />

juggling beanbags <strong>and</strong> scarves, clown acts <strong>and</strong><br />

specialties will be learned using music of Cirque<br />

de Soleil! This is a non-competitive atmosphere<br />

where each child will be taught at his/her level.<br />

Campers will incorporate their new skills into<br />

routines for an exciting Big Show on Friday!!<br />

Campers participate in several sessions each<br />

day with instructors who there for the entire<br />

week <strong>and</strong> others who are there for parts of<br />

annual spring pot luck. Bring a dish to share<br />

(with an ingredients/recipe label). There will be<br />

special topic is seed saving, presented by<br />

Anne has been h<strong>and</strong>-pollinating <strong>and</strong> seed<br />

saving vegetables since the late 1980’s in the<br />

Marshfield Area <strong>and</strong> we are excited to hear<br />

Neopaney will broaden our perspectives on seed<br />

saving through explaining seed saving in the<br />

Grow Team ONE coordinates two neighborhood<br />

gardens in the Old North End: the Archibald<br />

Neighborhood Garden on Archibald Street,<br />

across from H.O. Wheeler School, <strong>and</strong> the<br />

Riverside Neighborhood Garden on Intervale<br />

Avenue, behind the 699 Riverside Avenue<br />

apartments. Gardeners work with a team of<br />

mentors who hold gardening <strong>and</strong> wellness<br />

workshops at the sites. Space for the gardens<br />

has been provided by the Visiting Nurse<br />

Association of Chittenden & Gr<strong>and</strong> Isle Counties<br />

<strong>and</strong> the <strong>Burlington</strong> Housing Authority. The<br />

independently run gardens are sponsored by<br />

<strong>Burlington</strong> <strong>Parks</strong>&<strong>Recreation</strong> Department with<br />

support from Intervale Compost Products <strong>and</strong><br />

guidance from Friends of <strong>Burlington</strong> Gardens.<br />

Gardening for a better tomorrow.<br />

Need a place to grow your own vegetables, flowers <strong>and</strong> herbs? Sign up to reserve a full (approximately 700 sq feet)<br />

plot for $60each ($65 for non-residents) at a <strong>Burlington</strong> Area Community Garden (BACG) site. Perfect for the first year<br />

gardener, BACG offers half-sized plots for $37 each ($42 for non-residents). Novice <strong>and</strong> Family Friendly plots for $20<br />

each ($25 for non-residents) are also available <strong>and</strong> are a great way to introduce young children <strong>and</strong> new gardeners to the<br />

wonders of nature. The seasonal fee includes BACG membership; The BACG eNews,, water access, spring <strong>and</strong> fall site<br />

preparation, invitations to garden gatherings, <strong>and</strong> an opportunity to meet other gardeners in your area. Depending on the<br />

About the BACG Gardening Class Instructor:<br />

Tobiah Schulman has gardened, l<strong>and</strong>scaped,<br />

<strong>and</strong> farmed professionally in a wide range of<br />

settings for the past ten years. She holds<br />

a Bachelor’s degree in Plant & Soil Science<br />

from the University of Vermont, a certificate in<br />

Permaculture Design, <strong>and</strong> a constant desire to<br />

learn more about growing <strong>and</strong> using plants. She<br />

grows <strong>and</strong> preserves as much of her own food<br />

as possible. For the last four years, Tobiah has<br />

run her own l<strong>and</strong>scaping business, Down to<br />

the Community teaching<br />

Garden<br />

The Riverside Neighborhood Garden offered<br />

through Friends of <strong>Burlington</strong> Gardens (FBG),<br />

is a program designed to help beginning<br />

gardeners learn how to garden organically.<br />

The 20-week h<strong>and</strong>s-on program runs from<br />

mid May to late September. Applications for<br />

the CTG Class of 2012 are available from<br />

FBG at www.burlingtongardens.org or call the<br />

The Community Teaching Garden at Ethan Allen<br />

Homestead is a h<strong>and</strong>s-on beginning gardening<br />

program. Participants learn how to plant,<br />

cultivate, harvest, <strong>and</strong> preserve fresh vegetables.<br />

Classes are held at the CTG site on Monday <strong>and</strong><br />

Thursday evenings from May 7 through October<br />

4. The CTG course fee is $130 per person if<br />

sharing a raised bed, or $220 per person for an<br />

individual raised bed. The course fee includes<br />

44 class sessions of instruction, seeds, plants,<br />

supplies, water, use of garden tools <strong>and</strong> raised<br />

beds, 3 garden potlucks, <strong>and</strong> all the delicious<br />

fresh produce participants can grow <strong>and</strong> eat.<br />
