Na terenie województwa podlaskiego działa bardzo silna grupa firm zajmujących się przemysłem rolno-spożywczym: mięsnym, owocowo-warzywnym, piwowarskim, spirytusowym, młynarskim, a także przetwórstwem mleka 2 . Odsetek pracujących w rolnictwie, leśnictwie, łowiectwie i rybactwie wyniósł w 2008 roku aż 33,9%. Był to odsetek znacznie wyższy niż średnia krajowa (15,8%), a niższy jedynie od odnotowanego w województwie lubelskim (36,6%). W sektorze usługowym zatrudniona była niemal połowa pracujących w regionie (46,2%), w przemyśle – 15,2%, a w budownictwie – 4,6%. The Podlaskie province is a host to a very vibrant group operating in the agricultural sector and dealing with production of meat, fruits and vegetables, beer, spirits, flour and milk processing 2 . The percentage of people employed in agriculture, hunting and fisheries in 2008 amounted to 33,9%. That percentage was far bigger than the country’s average (15,8%), lower only to that recorded in the Lubelskie region (33,6%). The services sector employs almost half of the professionally active people (46,2%), the rest was employed in industry (15,2%) and in construction (4,6%). B+R i innowacyjność biznesu Na B+R w regionie przeznaczane jest 0,26% PKB, co pozwoliło na zajęcie dopiero 11. pozycji w kraju. W strukturze finansowania regionalnych nakładów na B+R dominuje szkolnictwo wyższe (58,5%), przed sektorem przedsiębiorstw (32,1%) oraz sektorem rządowym (9,2%). Choć poziom zaangażowania sektora przedsiębiorstw utrzymuje się nieco powyżej poziomu odnotowanego w całym kraju (30,9%), w porównaniu do sytuacji obserwowanej w Europie oraz pozaeuropejskich gospodarkach wysokorozwiniętych, wciąż pozostaje niski. W latach 2007–2009 co 5. przedsiębiorstwo przemysłowe z regionu Podlasia deklarowało wprowadzanie innowacji (19%) 3 , co pozwoliło regionowi na zajęcie 6. miejsca w Polsce. Także dość wysoki odsetek przedsiębiorstw przemysłowych deklarujących ponoszenie nakładów na działalność innowacyjną (15,3%) uplasował województwo na 6. pozycji w kraju 4 . Słabiej, zarówno w zakresie udziału firm innowacyjnych, jak i finansujących działalność innowacyjną, wypada podlaski sektor usługowy. Jedynie 10% firm usługowych z Podlasia wprowadziło w okresie 2007–2009 innowacje, a co 12. ponosiła nakłady na działalność innowacyjną (7,6%). Pozwoliło to regionowi zająć kolejno 11. i 16. pozycję w kraju. W okresie 2006–2008 wprowadzone innowacje przyniosły podlaskim firmom 8,3% sprzedaży (14. pozycja w kraju) 5 . Większość innowacji związana była z zakupem gotowej technologii (w postaci maszyn, licencji itp.) i znacznie rzadziej niż w Pol- R&D and business innovativeness About 0,26% of the GDP is allocated to R&D, which ranks the province 11th in the country. Higher education consumes a significant portion of the finances allocated to the regional R&D effort (58,5%), right before the enterprises sector (32,1%) and the public sector (9,2%). Although the level of engagement of the enterprises is slightly higher than the national average (30,9%), it is still low in comparison to the situation observed in Europe and developed economies outside the European continent. Between 2007 and 2009 every fifth business in the industry sector in the Podlasie declared that it would start introducing innovations (19%) 3 , which would allow the region to occupy 6 th place in Poland. Also a relatively high percentage of enterprises from the industry declares that it will start increasing spending on innovation (15,3%), that number has ranked the region 6 th in the country 4 . Taking into consideration the participation of the innovative enterprises and enterprises conducting innovative activities the region’s service sector is not particularly strong. Only 10% of the service sector companies in the Podlaskie region introduced innovation between 2007 and 2009, and only every twelfth company has allocated funds for innovative activities (7,6%). This has helped the region to be ranked 11 th and 16 th in the country in 2007 and 2009. Between 2006–2008 the introduced innovations generated 8,3% sales (14 place in the country) 5 . Klastry i inicjatywy klastrowe W ramach ogólnoeuropejskiego badania potencjału klastrów w województwie podlaskim zidentyfikowano łącznie 13 klastrów. Żaden z nich nie uzyskał jednak najwyższej oceny potencjału (3 gwiazdki) 7 . W strukturze badanych klastrów dominowały sektory przemysłowe (m.in. przetwórstwo żywności, odzież, włókiennictwo, meble, wyroby z papieru), ale ziden- technologies (machines, licenses etc.) and it was less frequently (below the national average) generated by companies own R&D activity (4,4%; Poland – 8,1%) 6 . . Clusters and cluster initiatives Within the European study of cluster potential carried out in the Podlaskie region 13 clusters have been identified. None of those has obtained the highest grade for potential (3 stars) 7 . The structure of the studied clusters has been dominated by industrial clusters (food processing, clothes, textiles, furniture, paper products).
