Executive Summary<br />

<strong>FINAL</strong> <strong>REPORT</strong>: September 2006<br />

A <strong>study</strong> was commissioned by the Ministry of Mines and Energy (MME) through the<br />

<strong>Namibia</strong>n Renewable Energy Programme (NAMREP) to examine the cost effectiveness of<br />

solar <strong>water</strong> pumps compared to diesel <strong>water</strong> pumps.<br />

Technology<br />

The <strong>study</strong> provides an overview of <strong>water</strong> provision technologies for <strong>water</strong> supplies in rural<br />

<strong>Namibia</strong> where no piped or open <strong>water</strong> is available and where the <strong>water</strong> needs are serviced<br />

primarily through boreholes.<br />

Current photovoltaic (<strong>PV</strong>) <strong>water</strong> <strong>pumping</strong> (<strong>PV</strong>P) technologies and diesel <strong>water</strong> <strong>pumping</strong> (DP)<br />

technologies are discussed in terms of their performance range and their technical features.<br />

The <strong>study</strong> considered the following <strong>PV</strong>Ps:<br />

The diesel pumps under review are in the power range of 2 to 12kW and the following engine<br />

products were considered:<br />

• Kia and Kirloskar of Indian manufacture; and<br />

• Lister of South African manufacture.<br />

The diesel <strong>pumping</strong> systems is based on a helical rotor, positive displacement pump (Mono<br />

and Orbit elements).<br />

Perceptions and experiences<br />

Perceptions and experiences of <strong>PV</strong> and diesel <strong>water</strong> <strong>pumping</strong> systems were gathered<br />

through interviews. Issues that were raised are:<br />

• concerns about theft, in particular of <strong>PV</strong>P systems;<br />

• the perceived inability of <strong>PV</strong>Ps to supply variations in <strong>water</strong> demand;<br />

• sophisticated technology of <strong>PV</strong>Ps with serviceability mostly provided in Windhoek;<br />

• performance concerns; and<br />

• high cost.<br />

The findings are:<br />

• Theft is a valid concern and users need to consider counter measures where theft is<br />

a risk;<br />

• Some <strong>PV</strong>Ps are able to operate in combination with a genset to pump additional<br />

<strong>water</strong> at night or during inclement weather;<br />

• The service infrastructure of <strong>PV</strong>Ps is improving through the training and<br />

establishment of solar technicians in the regions;<br />
