What we said we would do during 2009/10<br />

34 Introduce systems to improve route planning to<br />

incidents (such as Satellite Navigation and Automatic<br />

Vehicle Location Systems)<br />

35 Maximise the use of the equipment we have for<br />

responding to large scale incidents (such as High<br />

Volume Pumps) in our day to day work<br />

What we have done so far<br />

<strong>Fire</strong> Link will provide these capabilities as part of the national project specification.<br />

<strong>Plan</strong>s to mainstream High Volume Pump (HVP) are linked to the introduction of the new Hose Laying fleet as<br />

personnel will be trained in both HVP and Hose Laying Unit (HLU) attributes.<br />

The formalisation of Tactical Advisor (TA) groups will ensure that this bulk media equipment is used in a<br />

wider range of incidents.<br />

Manual handling risk and environmental impacts will be reduced as a direct consequence of these<br />

developments. Technological advances will reduce the number of personal needed to operate these<br />

appliances.<br />

36 Introduce a new bulk foam vehicle to enhance our<br />

capability and response to incidents like the one at<br />

Buncefield, and new hose layer equipment to reduce<br />

the risk to personnel from handling injuries<br />

37 Continue to work with partners to identify and manage<br />

risk in line with the requirements of the Civil<br />

Contingency Act, and foster a strong community<br />

leadership role through work including the <strong>London</strong>’s<br />

Local Resilience Fora, the Local Authority Panel and<br />

Implementation Group, the Business Continuity<br />

Promotion Steering Group, the Local Authority Gold<br />

Arrangements, and Minimum Standards for <strong>London</strong><br />

Delivery is on schedule for April <strong>2010</strong>. The use of common systems of work will mean an increased pool of<br />

personnel able to operate more than one type of appliance. The simplification of foam generation and the<br />

move towards foam concentrate with reduced environmental impact will provide savings in terms of<br />

economy of scale and capital equipment costs. Manual handling risk will be reduced.<br />

A successful Multi-Agency Gold Familiarisation Event was held on 4 th September.<br />

In conjunction with <strong>London</strong> Councils and the Local Authorities’ Panel we are influencing as far as possible<br />

the contents of a consultation document on changes to the Civil Contingences Act (CCA) to ensure LFEPA’s<br />

interests are fully taken into account.<br />
