The International Ship and Port Facility Security (ISPS) Code was<br />

adopted by a Conference of Contracting Governments to the<br />

International Convention for the Safety of Life at Sea, 1974, convened<br />

in London (December 2002).<br />

The Conference also adopted several related resolutions, as well as<br />

amendments to chapters V and XI (now divided into chapters XI-1 and<br />

XI-2) of the SOLAS, as amended. Under the new chapter XI-2, which<br />

provides the umbrella regulations, the ISPS Code became mandatory<br />

on 1 July 2004.<br />

INTERNATIONAL LIFE-SAVING APPLIANCES<br />

(LSA) CODE<br />

(2003 <strong>Edition</strong>)<br />

The LSA Code was adopted by the MSC at its 66th session in June<br />

1996 by resolution MSC.48(66) in order to provide international<br />

standards for the life-saving appliances required by chapter III of the<br />

SOLAS. The Code was made mandatory by MSC at this session by<br />

resolution MSC.47(66) and entered into force on 1 July 1998.<br />

This publication includes the ISPS Code, relevant amendments to<br />

SOLAS and other resolutions of the Conference relating to work that<br />

must be completed before the Code can be implemented in 2004,<br />

revision of the Code, technical co-operation and co- operative work<br />

with the International Labour Organization and the World Customs<br />

The International Code for Fire Safety Systems (FSS) was adopted<br />

by the Maritime Safety Committee (MSC) at its seventy-third session<br />

(December 2000) by resolution MSC.98(73) in order to provide<br />

international standards for the fire safety systems and equipment<br />

required by chapter II-2 of the SOLAS Convention. The Code is made<br />

mandatory under SOLAS by amendments to the Convention adopted<br />

by the MSC at the same session (resolution MSC.99(73)) and entered<br />

into force on 1 July 2002.<br />

To coincide with the extension of the range of ships to which the<br />

application of the International Safety Management (ISM) Code is<br />

mandatory, amendments to chapter IX of SOLAS and to the ISM Code<br />

itself entered into force on 1 July 2002 and Revised Guidelines on the<br />

Implementation of the ISM Code by Administrations came into effect<br />

on the same date.<br />

Until July 2002, the ISM Code was mandatory under SOLAS for<br />

passenger ships (including high-speed craft), oil tankers, chemical<br />

tankers, gas carriers, bulk carriers and cargo high-speed craft of 500<br />

gross tonnage and upwards. From 1 July 2002 it is also mandatory<br />

for other cargo ships and mobile offshore drilling units of 500 gross<br />

INTERNATIONAL CODE OF SAFETY FOR<br />

HIGH-SPEED CRAFT, 2000 (2000 HSC Code)<br />

(2008 <strong>Edition</strong>)<br />

The International Code of Safety for High- Speed Craft, 2000 (2000<br />

HSC Code) is a successor to the International Code of Safety for High-<br />

Speed Craft that was adopted in 1994. The 1994 HSC Code applies<br />

to high-speed craft that are involved in international voyages and for<br />

which the keels are laid after 1 January 1996. The 2000 HSC Code<br />

applies to craft for which the keels are laid, or which are at a similar<br />

stage of construction, on or after 1 July 2002. The application of both<br />

HSC Codes is mandatory under chapter X of the SOLAS Convention.<br />

The new edition incorporates amendments that were adopted in 2004<br />

and 2006. The 2004 amendments are in force and those that were<br />

adopted in 2006 came into force on 1 July 2008.<br />
