4. APPOINTMENTS ‐ None 5. PRESENTATIONS A. Employee Recognition: Terry Godwin‐5 year Service Award Engineering Department Richard Meyer introduced Terry Godwin, Engineering Technician and presented him with his Five Year Service Award. The City Council congratulated Mr. Godwin. B. Recognition‐Kurt Albee‐35 Years Volunteer Service Award Cornelius Fire Department Chief Kinkade introduced Kurt Albee. Council President Heinrich read the Commendation and presented Mr. Albee with a plaque honoring his 35‐year career as a Firefighter/Engineer for the Cornelius Fire Department, as well as publicly recognizing Kurt for his selfless dedication to the Cornelius community. C. Major Streets Transportation Improvement Program (MSTIP 3d) Report Richard Meyer, Development & Operations Director provided an update on two projects that had been submitted to Washington County for funding from the Major Streets Transportation Improvement Program (MSTIP 3d). They are 1. 10 th Avenue connection project, at $4.9 million was at 60% design and would be ready for construction in the fall. 2. The 19 th Avenue Connection project between the new Susbauer Bridge and Baseline Main Street improvements in Cornelius. Mr. Meyer stated how vital the connections were from Main Street business and Holladay industrial district and local farms and nurseries via county arterials to regional, state and international markets. Discussion ensued and the City Council stated support for the MSTIP 3d projects. 6. PUBLIC HEARING ‐ None 7. UNFINISHED BUSINESS ‐ None 8. NEW BUSINESS A. Arboretum Park Proposed Name Change to Veterans Memorial Park Dick Reynolds, Planning Manager reported a presentation had been made to the Parks Advisory Board at their February 7, 2012 meeting. Councilor Dave Schamp, Amber & Dave Gilley and Zack Gallinger‐Long requested the name change of Arboretum Park to Veterans Memorial Park. The Parks Advisory Board discussed the request and unanimously recommended that City Council consider the proposal to change the park name to Veterans Memorial Park. City Manager Drake stated Margaret Mumford had expressed concern that an existing memorial in Arboretum Park remain. The memorial recognized her late husband, a Navy Veteran. Zack Gallinger‐Long, 201 NE Darby Street, Hillsboro, addressed the City Council in support of changing the park name to Veterans Memorial Park. The park is centrally located and recently a park bench dedicated to Navy Corpsman Riley Gallinger‐Long was set in Arboretum Park. Amber Gilley, 3615 Fenway Street, Forest Grove, shared her support in changing Arboretum Park name to Veterans Memorial Park. Ms. Gilley said she had approximately $3,300 in committed contributions for proposed memorials. Councilor Schamp complimented Zack Gallinger‐Long and Amber Gilley for their work and commitment on the project. A motion was made by Councilor Schamp to approve the name change from Arboretum Park to Veterans Memorial Park and instruct staff to return to the next regular City Council business meeting with a resolution memorializing City Council action and approval, seconded by Councilor Crowder. Motion carried 4‐0. Ayes: Councilor Schamp, Councilor Crowder, Councilor Orozco and Council President Heinrich. B. Grant Application Request: Library Services and Technology Act Karen Hill, Library Director presented an application to apply for a second year of the Library Services and Technology Act (LSTA) grant for a Library Internship through the Oregon State Library in the amount of $4,600. The request is to continue the library intern program to assist with Latino Outreach and provide bilingual students in a librarian program (Master of Library Science or certificate) to gain experience in a public library. The request is for 50% funding for the project during the second year and the Friends of Cornelius Public Library will raise $4,000. A motion was made by Councilor Crowder that the Cornelius City Council approve the Cornelius Library’s 2012 application for a second year LSTA grant for bilingual library internships for $4,600, seconded by Councilor Orozco. Motion carried 4‐0. Ayes: Councilor Schamp, Councilor Crowder, Councilor Orozco and Council President Heinrich. C. Grant Application Request: Oregon Parks and Recreation Grant The staff report was presented by Dick Reynolds requesting City Council approval of an application for a Local Government Grant from the Oregon Parks & Recreation Department. The grant would help fund the redevelopment of Ryland Park in the amount of $130,200. Mr. Reynolds stated the Parks Advisory Board recommended the redevelopment of Ryland Park in the 2012‐13 budget.
