118. Bicycles required for the use of the staff of MES Offices come under the rules for furniture for<br />
offices [Para 114 (m)]. Approval may be given by the following officers upto the number indicated against<br />
each.<br />
CWE<br />
3 per office.<br />
GE or SDO if an AEE incharge of<br />
2 per office and<br />
independent Sub-division<br />
1 per Divisional stock<br />
SDO if an AEE or Assistant <strong>Engineer</strong><br />
1 per office.<br />
The CE may sanction any number of bicycles required for his own office, for ESDs and also any<br />
additional number required by a CWE, GE or SDO.<br />
In addition GE/Indep AEE may sanction one bicycle for use in Inspection Bungalow.<br />

SECTION 8-GENERAL<br />
Classification of Works <strong>Services</strong>:<br />

121. For administrative purposes, works services are divided into the following categories:<br />
(a) Original Works.<br />
(i) Major Works, i.e., those costing more than Rs. 1,00,0007- (Rs. one lakh)<br />
(ii) Minor Works, i.e., those costing Rs. 1,00,0007-or less.<br />
(b)<br />
Maintenance <strong>Services</strong>.<br />
(i)<br />
Ordinary Repairs, which comprise:<br />
(1) Petty Repairs.<br />
(2) Periodical <strong>Services</strong>.<br />
(3) Replacements & Renewals costing Rs. 50,0007- or less.<br />
(ii) Special Repairs i.e., replacements & renewals costing more than Rs. 50,0007- each to buildings,<br />
furniture etc., (see para 248, sub para 1) and special repairs to roads as described in para 242.<br />
122. Original Works are also classified as follows:<br />
(a) Authorised Works –Works comprising services authorised by Government in regulations, or by<br />
separate orders of a general or specific nature, and services which it is customary to provide for troops, etc.<br />
e.g., water supply, temporary cook-houses in standing camps.<br />
(b) Special Works –<strong>Services</strong> not falling wihtin (a) above. These may only be approved when<br />
exceptional local conditions justify the necessity, or as an important experimental measure. Special works<br />
should not be approved if the effect would be to introduce a new practice or change of scale.<br />

123. Original works comprise the initial provision, purchase or construction of buildings and their<br />
internal fixtures, works of defence, airfields docks, harbours and of all accessory services such as roads,<br />
electricity, water supply, furniture, drainage, ranges, etc.<br />
The following will also be treated as original works: –<br />
(a) Additions to buildings and other services.<br />
(b) Reconstruction of buildings and roads (Para 227 and 242.)<br />
(c) Widening of roads (para 242).<br />
(d) Alterations necessitated by administrative reasons.<br />
(e) Extension to or strengthening of runways, taxi tracks, aprons, etc.<br />
(f) Works necessary to bring into use buildings and services which have been either newly<br />
purchased, or rendered unusable by extra-ordinary causes, or previously abandoned i.e., taken off a<br />
care – and – maintenance basis.<br />
Works costing up to [Rs. 2500] may, at the discretion of the CWE, GE (Indep) be treated as repairs<br />
(see para 222).<br />
