297. If lump sum payments have been agreed upon, as in the case of maintenance of buildings,<br />

roads, etc., as a standing arrangement, the procedure for settling the account periodically and for recording the<br />

cost of the works may be settled with the concurrence of the C.D.A. and the following conditions observed :-<br />

(a) A certificate of work having been done in accordance with the conditions agreed upon is placed<br />

on record by the C.W.E.<br />

(b) When payment is made for a number of works which are chargeable to different budget heads,<br />

the necessary allocations are recorded.<br />

(c) As far as possible the liability of a year is settled within that year, ,<br />

298. Where it is obligatory on the M.E.S. to entrust works to an agency for example connection for<br />

electricity, gas, water, sewage etc. advance payment of the estimated cost of the work may be made upto the<br />

extent as mentioned below, in accordance with the terms and conditions of the agency–<br />

(a) Works done through deptts of Central Govt, State Govts. & Public Undertakings.<br />

(i) upto Rs. Two and a half lakhs with the concurrence of AAO(GE).<br />

(ii) above Rs. Two and a half lakhs with the concurrence of C.D.A.<br />

(b) Work done by agencies other than Central Government, State Governments and Public<br />

Undertakings.<br />

Irrespective of the estimated cost with the concurrence of CDA.<br />

Final bills however in all cases shall be pre-audited by the CDA.<br />

Arrangements will be made to have unspent balances, if any, refunded as soon as the work is<br />

completed.<br />

SECTION 16-MISCELLANEOUS <strong>SERVICE</strong>S<br />

Agency <strong>Services</strong><br />

301. Agency services are those services carried out by the M.E.S. for other Ministries of the Central<br />

Government or for State Governments, Union Territories. Works for State Governments, Union Territories<br />

[except those in respect of the N.C.C.,] require the approval of the G of I.<br />

Administrative approval to the estimated expenditure will be accorded and funds allotted or guaranteed<br />

by the authority concerned. The M.E.S. will then be responsible for design and specification and for execution<br />

in accordance with these Regulations.<br />

302. The normal departmental charges will be levied in all cases unless otherwise authorised by the<br />

G. of I.<br />

303. In cases where funds have not actually been placed at the disposal of the M.E.S., but are<br />

guaranteed, expenditure incurred against agency services, including departmental charges will be debited<br />

through the Exchange Accounts monthly or in accordance with any reciprocal arrangements that may exist.<br />

304. Adequate financial guarantees will be obtained to cover the cost of preliminary survey,<br />

reconnaissance, etc., where necessary, in case the work is not finally undertaken.<br />

Deposit Works<br />

305. Deposit works are those which are executed from funds received from non-Government<br />

sources (see also para 4). If a work is to be done partly from Government funds and partly by subscription, the<br />

latter will be treated as an addition to the Government grant and the work will be executed under the ordinary<br />

rules.<br />

306. The prior consent of the undermentioned authorities will be necessary :<br />

(a) Comdr. Sub Area/Bde Gp For works costing upto Rs.1.00.000/-<br />

(b) Comdr. Area/Div/Corps For works costing upto Rs. 2.50.000/-<br />

(c) GOC in-C command For works costing upto Rs. 10.00.000/-<br />

(d) COAS For works Exceeding Rs. 10.00.000/-<br />

General approval may be accorded by the Comdr. Sub Area/Bde and the Corps Commander/Comdr.<br />

Area/Div to enable the MES to undertake deposit works upto Rs. 1,00,000 and 2,50,000 respectively, without<br />

reference to them.<br />
