SECTION 19-EXECUTION OF WORK<br />

Preparatory Arrangements<br />

Taking Over Sfos and Buildings.<br />

349. In contracts for large services, a site plan showing the areas to be handed over to the contractor<br />

will normally form part of the contract documents, and the contractor restricted to the areas shown therein.<br />

Where two or more contractors are employed in the same area, specific provision will be made in the contracts<br />

to ensure right of entry and avoidance of interference in each other’s work.<br />

350. When works are required to be carried out within the enclosures of an Ordnance Factory or<br />

other protected area, the MES and the contractor must comply with the rules laid down for admission into<br />

such enclosures. Any restrictions thus imposed will be incorporated in the conditions of the contract.<br />

351. Where buildings are to be taken over by the MES for reconstruction or repairs, the GE will<br />

arrange the taking over with the OC Unit or other occupant affected, who will, if necessary, take steps to<br />

arrange other suitable temporary accommodation.<br />

Where it is not possible for the unit in occupation to vacate all the buildings for repairs or reconstruction at the<br />

same time, a phased programme of work will be drawn up by the GE in consultation with the OC Unit before<br />

preparation of the contract documents.<br />

352. When a building is handed over to a contractor, he will be required to give a written receipt for<br />

all fixtures, fittings and glass.<br />

Housing and Sanitation<br />

353. Before building operations are commenced on works involving the employment of a large<br />

number of workmen for a considerable period, to be carried out either departmentally or through the agency of<br />

a contractor, the C.W.E. will ensure that adequate arrangements are made for the housing, sanitation and<br />

medical aid of the workmen employed on the works in military cantonments or civil areas.<br />

The cost involved in the provision of housing, medical and sanitary arrangements for the workmen<br />

employed by a contractor will be borne by the contractor concerned, and that of the workmen employed by the<br />

M.E.S. by the Government, the cost being debited to the work concerned.<br />

Medical and Health authorities (military, cantonment or civil, as the case may be) will be given facilities for<br />

inspection of the medical and sanitary arrangements for the personnel referred to, while the works are in<br />

porgress, and the engineer-in-charge of works shall be responsible that necessary action is taken on any<br />

recommendations made by these authorities.<br />

Stores<br />

354. Where stores are required to be arranged<br />

by the M.E.S. the officer responsible for the planning will draw up the estimated requirements and place<br />

orders for the supply well in advance of the commencement of the work. This does not in any way absolve the<br />

GE concerned from the responsibility of ensuring that all stores required for a project have in fact been<br />

demanded. The programme of construction will be based on the anticipated dates of the receipt of stores.<br />

No work will normally be commenced unless stores, adequate to ensure uninterrupted progress, have<br />

been collected at the site of work. 7/anspon<br />

355. Except as laid down in paras 358 and 359 all transport required for use by the M.E.S. will be<br />

obtained by indent on {he Station Transport Officer, who will either hire or provide Government transport, the<br />

expenditure being debitable to the M.E.S. The S.T.O., if unable to supply transport of the particular type<br />

demanded by the M.E.S., will obtain the prior concurrence of the M.E.S. authorities before supplying<br />

alternative transport.<br />

356. The cost of annual and mechanical transport services rendered by the A.S.C. to the M.E.S., will<br />

be either at the actual rates of hired transport supplied, or, where Government transport is supplied, at the rates<br />

laid down in the Army Instructions from time to time. Transport supplied by the A.S.C. for agency services<br />

carried out by the M.E.S. will also be charged for on this basis.<br />

357. Indents for transport must be accompanied by a certificate that funds are available to pay for<br />

the transport required and the budget head debitable endorsed in red ink. Further allocation of the charge for<br />

transport against individual services will be made in accordance with the rules in Chapter VII.<br />
