BOD MINUTES /con.,., power factor is banned from the U.S. Nationals. 2ND Passed unanimously. The BOD also requestad that counsel review our current waiver and see if anything more is required. WORLD SHOOT Letter reoeived from Michael Hudson, Australian R.D., was read to the Board. Dave Stanford read a letter he and John Sayle had compiled to go to all R.D.8 regardingU.S, position on 9 mm and .38 Super. Discussion. MOTION John Sayle moved that the letter go to all R.D.8. 2ND Passed unanimously. MOTION Walt Rauch moved that a committee be formed to examine the non-standard cartridges being used in USPSA competition and fund it properly. 2ND. Discussion. It was agreed the committee be formed and the first thing it would do was come back to the BOD with parameters that will be used to examine the 9 mm. The committee will also study the .38 Super. It will consist of Bill Rogers, John Sayle, and Walt Rauch. Walt will chair the committee. 2ND withdrawn and motion failed for lack of a second. Dave appointed a committee and it will report to the BOD. Next BOD meeting will be Saturday, September 1, 1990 at 3 p.m. If not necessary, meeting will be canceled. MOTION John Amidon moved that USPSA reinstate the 6-person silver team as it was before and provide them with shirts and hats. 2ND Passed unanimously. John Sayle is to provide shirt sizes and handle imprinting. Roy Wright felt the definition of a fully supported chamber needed to be clarified. It was agreed that any one using less than 150 grain bullet weight their gun will be inspected; if they have a ramped barrel they will probably be okay. Roy Wright stated the course design roundtable at Nationals should be canceled. MOTION to adjourn. 9:30 p.m. Marilyn M. Those in attendance: Ken Slack, Marc Halmn, Roy Wright, Tommy Weston, Bill Rogers, John Amidon, Walt Rauch, and Vice President, Andy Hollar. Not in attendance: John Sayle. MOTION: Ken Slack moved to accept the minutes of the July 1st meeting. 2nd. Passed unanimously. Walt Rauch asked if a club president h m his area could observe the meeting. Discussion. Straw vote, requested the vote be recorded. NO VOTE: Roy Wright, Ken Slack, Bill Rogers and John Amidon. YES VOTE: Tommy Weston, Marc Halcon and Walt Rauch. Discussion of minutes of Auguat 9, 1990 conference call. Change requested in the motion made by Walt Rauch regarding the committee to examine non-standard cartridges. Since the 2nd to the SPECIAL OFFER! Case of 45,000 Tan Pasters $1 25.00 & Shipping motion was withdrawn, it should read "2nd withdrawn and motion failed FOR LACK OF 2ND. Also add that Dave Stanford appointed the committee. Marc requested discussion of his motion regarding 9 X 19 brass loaded to major power factor and the letter that was to be sent to Nationals participants. David replied there was not time to send the letter. Discussion. MOTION: John Amidon moved the minutes be accepted with corrections. 2nd. Passed unanimously. TREASURER'S REPORT given by Marilyn Stanford. First quarter, 1990, Financial Statements were distributed to BOD. MOTION: Ken Slack moved the Secretary~Treasurer's report be accepted as given. 2nd, passed unanimously. ROBOSOFT PRESENTATION: Presentation by Ken Johnson of RoboSoft regarding a venture to publicize Area Championships and other major matches. Discussion by BOD. It was awed they needed to see a shooting tape before embarldng on such a program.They also felt the time constraints could not be met.
BOD MINUTES ICO.~., They requested Dave send a letter thanking Mr. Johnson but no action could be taken at this time. Dave Stanford presented and discussed President's report for 1990. MOTION: Walt Rauch moved to accept the 1990 President's report. 2nd. passed unanimously. UPGRADING AREA CHAMPION- SHIPS: Discussion on ways to upgrade the Area matches, possibly making more slots available. The tournament checklist was recommended for use by all clubs as guidelines in setting up and running a match and is available to anyone requesting it. REPORT ON HOME RANGE: Andy Hollar reported on his tour of Whittington Center in New Mexico and Chapman Academy in Missouri. Discussion of these and PASA facilities followed. It was agreed the search warranted extensive research and the project should not be shed into. Dave mentioned it would not be possible to put on the Nationals in the form it is now without a lot of help if it were to be moved. He also stated you could not turn the match over to a new R.D. as a turn key operation. To get started at a new club in a new area would take a tremendous amount of work and haulingof truckloads of supplies and props. Marc suggested maybe extending one year at PASA while the search continued for other facilities. MOTION: Bill Rogers moved USPSA enter into negotiations with PASA for a long-term lease. Move the 3-Gun Match around yearly to search for other alternatives. 2nd. Discussion. Passed unanimously. Dave will talk to individuals and set up some guidelines to set up negotiations and assign a negotiation committee. REVOLVER NEUTRAL COURSES: Tommy Weston felt the revolver neutral guidelines issued at the last BOD meeting was the worst thing they ever did. Bill Rogers agreed. Ken Slack felt the emphasis should be in the Level 2 NROI course. MOTION: John Amidon moved. based on findings ofseveral attempt; on a trial basis to address the revolver neutral course design stages, that this issue be addressed through the Level 2 seminar and not mandated. 2nd. Passed unanimously. Discussion by BOD of letter received from J.P. Denis dated 8/27/90. They felt J.P. Denis was trying to run theU.S. Region, and all agreed we were not in violation of any IPSC rule. It was also agreed that David pursue a sliding scale proposal for voting and per capita payment by each &try.-~he BOD d~d not understand J.P. Denis's proposal for IPSC currency and they could continue the meeting. David felt the time to adjourn was past and a continuation was not in order. Bill Rogers felt it should be researched to find what the actual danger is if not properly loaded, (ie: what is the worst case scenario?) rather than what can be done safely. Walt requested that the committee Member American Plstoismrth Guild / that was appointed to investigate 9 mm ~ajor- also investigate the loading of 9 mm cartridges other than standard factory velocities. Dave requested the committee meet during the Nationals, set up the standards under which they will operate and bringthose standards to the January meeting for approval. Dave brought before the BOD the need to install a networking system within the office. He asked Marc if he would be able to put an integrated ~ystem to work within his plans for an office if he were elected. Marc Halcon felt he would probably be using new software and would have no use for the system. Marc Halcon felt there were other items not on the agenda that needed to be covered pnor to the meetingadjourning.
