Report<strong>in</strong>g by <strong>safety</strong> authorities<br />

Report<strong>in</strong>g of accident statistics and <strong>in</strong>dicators<br />

The fourth set of common <strong>safety</strong> <strong>in</strong>dicators (CSIs) was largely reported on time and with less need for correction than<br />

<strong>in</strong> previous years. The CSIs to be reported to <strong>the</strong> Agency are laid down and def<strong>in</strong>ed <strong>in</strong> Annex 1 of <strong>the</strong> railway <strong>safety</strong><br />

directive. Member States are also required to report accident data to Eurostat. The revised Annex 1 of <strong>the</strong> railway <strong>safety</strong><br />

directive was published on 27 November 2009 ( 4 ) and provides, for <strong>the</strong> first time, a set of <strong>safety</strong> <strong>in</strong>dicators to be reported<br />

accord<strong>in</strong>g to common def<strong>in</strong>itions and calculation methods. The first report<strong>in</strong>g period has been specified as 2010; <strong>the</strong>se<br />

CSI def<strong>in</strong>itions will be applied when <strong>the</strong> NSAs report <strong>the</strong> 2010 CSI data to <strong>the</strong> Agency <strong>in</strong> 2011.<br />

The work on improv<strong>in</strong>g data quality has cont<strong>in</strong>ued <strong>in</strong> 2010 us<strong>in</strong>g a similar approach as developed <strong>in</strong> previous years<br />

and applied to <strong>the</strong> data reported for 2009. All <strong>the</strong> <strong>in</strong>dicators have been checked for consistency and fluctuation, and a<br />

comparison with <strong>the</strong> Eurostat data has been carried out. For <strong>the</strong> first time a statistical test was applied to <strong>the</strong> data to<br />

determ<strong>in</strong>e whe<strong>the</strong>r <strong>the</strong> variations <strong>in</strong> <strong>the</strong> figures for 2006–2009 exceeded natural variation or not.<br />

Data quality cont<strong>in</strong>ues to improve; this year it has been possible to update some data reported <strong>in</strong> previous years; <strong>the</strong> CSI<br />

tables <strong>in</strong> <strong>the</strong> annex to this report replace <strong>the</strong> tables published <strong>in</strong> previous reports.<br />

At <strong>the</strong> same time, <strong>the</strong> Agency has seen that <strong>the</strong> collection of CSI data has become more complicated <strong>in</strong> those countries<br />

where <strong>the</strong>re are a large number of railway undertak<strong>in</strong>gs (RUs) and <strong>in</strong>frastructure managers (IMs). The NSAs <strong>in</strong> <strong>the</strong>se<br />

countries may have limited control over <strong>the</strong> quality of data provided by <strong>the</strong> RUs and IMs.<br />

Report<strong>in</strong>g by <strong>in</strong>vestigation bodies<br />

Report<strong>in</strong>g of serious accidents and accident <strong>in</strong>vestigations<br />

Independent accident <strong>in</strong>vestigation is a key element of learn<strong>in</strong>g lessons from accidents and <strong>in</strong>cidents. Although all<br />

Member States established an <strong>in</strong>vestigation body, <strong>the</strong> Agency still has concerns as to whe<strong>the</strong>r <strong>the</strong> organisation and <strong>the</strong><br />

procedures of <strong>the</strong> NIBs <strong>in</strong> some Member States comply with <strong>the</strong> requirements of <strong>the</strong> railway <strong>safety</strong> directive.<br />

The directive requires <strong>the</strong> Member States to set up an <strong>in</strong>dependent accident <strong>in</strong>vestigation body that shall notify <strong>the</strong><br />

Agency of any <strong>in</strong>vestigations opened, and to submit <strong>the</strong> full <strong>in</strong>vestigation report to <strong>the</strong> Agency when <strong>the</strong> <strong>in</strong>vestigation is<br />

closed. In 2010, <strong>the</strong> NIBs notified <strong>the</strong> Agency of 197 <strong>in</strong>vestigations opened and submitted 210 f<strong>in</strong>al <strong>in</strong>vestigation reports.<br />

The <strong>in</strong>formation is publicly available on <strong>the</strong> Agency’s ERADIS database.<br />
