Infrastructure<br />
Three CSIs concern railway <strong>in</strong>frastructure: one is a measure of <strong>the</strong> coverage of automatic tra<strong>in</strong> protection (ATP) systems<br />
on <strong>the</strong> l<strong>in</strong>es; <strong>the</strong> second is <strong>the</strong> number of level cross<strong>in</strong>gs, normalised by <strong>the</strong> length of <strong>the</strong> network expressed <strong>in</strong> track-km;<br />
and <strong>the</strong> third gives <strong>in</strong>formation on <strong>the</strong> level of protection at level cross<strong>in</strong>gs.<br />

In 2008 (<strong>the</strong> data are more complete for this year), 58 % of<br />
tracks were fitted with ATP <strong>in</strong> <strong>the</strong> EU ( 7 ). A relatively high<br />
density of protection is typical <strong>in</strong> countries with extensive<br />
track usage such as <strong>the</strong> Ne<strong>the</strong>rlands, Italy and Germany.<br />
This can be seen <strong>in</strong> Figure 9.<br />
In order to overcome <strong>the</strong> slow process towards<br />
<strong>in</strong>teroperability, a new ATP system has been promoted by <strong>the</strong><br />
<strong>European</strong> Commission. The <strong>European</strong> Tra<strong>in</strong> Control System<br />
(ETCS) is based on cab signall<strong>in</strong>g toge<strong>the</strong>r with spot and/or<br />
cont<strong>in</strong>uous track to tra<strong>in</strong> data transmission. It ensures tra<strong>in</strong>s<br />
operate safely at all times by provid<strong>in</strong>g a safe movement<br />
authority directly to <strong>the</strong> driver through <strong>the</strong> on-board driver’s<br />
display and by cont<strong>in</strong>uously monitor<strong>in</strong>g tra<strong>in</strong> speed.<br />
Automatic tra<strong>in</strong> protection<br />
Def<strong>in</strong>ition<br />
Automatic tra<strong>in</strong> protection (ATP) means a system that<br />
enforces obedience to signals and speed restrictions by<br />
speed supervision, <strong>in</strong>clud<strong>in</strong>g automatic stop at signals.<br />
Guidance<br />
Systems where track signall<strong>in</strong>g <strong>in</strong>formation is<br />
substituted and/or supplemented by cab signall<strong>in</strong>g<br />
are <strong>in</strong>cluded. The part of <strong>the</strong> def<strong>in</strong>ition relat<strong>in</strong>g to<br />
‘automatic stop at signals’ is <strong>in</strong>tended to <strong>in</strong>clude<br />
also automatic stops at conflict po<strong>in</strong>ts between<br />
clearance gauges.<br />
