SCOPE OF WORKThe SAHA is seeking proposals from qualified, licensed and bonded entities to providethe following detailed services:Program Areas Wherein the SAHA Typically Experiences "<strong>Bad</strong> <strong>Debt</strong>":Public/Affordable Housing Programs: The SAHA collects monthly rent paymentsfrom residents residing in its Public Housing (PHA) and Affordable Housing (AHP)programs. At times, these persons may vacate the unit without paying all the moniesowed (i.e. rental; repairs; etc.). The SAHA attempts to collect these monies due.Approximately every 6 months the SAHA obtains permission from its Board ofCommissioners (BOC) to "write-off" such uncollected monies. The monies owed forthese "write-off" accounts are what the successful proposer to attempt to collect.Section 8 Landlords: The U.S. Department of Housing (HUD) provides fundingthrough the SAHA to provide rental assistance to low-income families through theHousing Choice Voucher Program (Section 8). The SAHA enters into HousingAssistance Payment contracts (HAP) with owners of private properties to providehousing assistance. At times, circumstances, such as a family leaving a unit withoutnotification, may result in the owner receiving overpayments from the SAHA. In suchcases, the SAHA may be unable to recapture those funds or the owner does notrespond to the notices, then the SAHA may assign such cases to the successfulproposer to collect those overpaid funds.Section 8 Rents: Periodically, some participants (tenants) under the above notedSection 8 program may have their lease terminated due to their failure to reportaccurate income. If the SAHA is unable to collect any delinquent rental funds due,these may be assigned to the successful proposer.Contractor Obligations: The successful proposer shall be responsible to:Address only those accounts that the SAHA assigns to the successful proposer.When directed, cease work on and return all documentation pertaining to any accountthat may have been previously assigned.Deposit in a timely manner in a separate trust account any collections completed onbehalf of the SAHA; distribution shall be completed in a timely manner, at least once permonth.Pertaining to each account, deliver at least once per month a report detailing the currentstatus of the account, including a brief recap of the successful proposer's efforts tocollect the funds.
