Employment: Thirty percent (30%) of new hires per contract should be Section 3residents.Contracting: Subcontract ten percent (10%) of the total value of a constructioncontract with Section 3 Business Concerns.Professional <strong>Services</strong>: Subcontract three percent (3%) with Section 3 BusinessConcerns on non-construction contracts (professional services).3. In order to ensure the greatest impact on employment, contracting and economicopportunities, SAHA contractors and subcontractors shall direct their efforts to Section 3residents and Business Concerns on a “preference” tiered basis as follows:Training/Employmenta) Category 1: Residents of the housing development or developments forwhich the Section 3 covered assistance is expended.b) Category 2: Residents of the other housing developments managed by thehousing authority that is expending the Section 3 covered assistance.c) Category 3: Participants in HUD Youthbuild programs being carried out in themetropolitan area in which the Section 3 covered assistance is expended.d) Other Section 3 residents.Contracting Opportunitiesa) Category 1: Business Concerns that are 51 percent or more owned byresidents of the housing development or developments for which the Section3 covered assistance is expended, or whose full-time permanent workforceincludes 30 percent of those persons as employees.b) Category 2: Business Concerns that are 51 percent or more owned byresidents of other housing developments or developments managed by thehousing authority that is expending the Section 3 covered assistance, orwhose full-time permanent workforce includes 30 percent of those persons asemployees.c) Category 3: HUD Youthbuild programs being carried out in the metropolitanarea (or non-metropolitan county) in which the Section 3 covered assistanceis expended.d) Category 4: Business concerns that are 51 percent or more owned bySection 3 residents or whose permanent, full-time workforce includes no lessthan 30 percent Section 3 residents, or that subcontract in excess of 25percent of the total amount of subcontracts to Category 1 or 2 businessconcerns identified above.4.
