The international R&D co-operation must be based on principles of reciprocity, equalityand mutual well-being as well as on efficient protection of intellectual property. Such aco-operation is of key importance for development, sharing and dissemination ofknowledge throughout the world, and also a basis for increasing the mobility ofresearchers or "brain circulation" in a spirit of strengthening the European research area, and broader.State of affairsSlovenia is officially participating in the EU Framework Programmes for Research (FP)since 1999. The preliminary data from the European Commission (EC) for Slovenia on itsfirst two years of participation in the Seventh Framework Programme show that Sloveniais being represented by 0.9 % of the participants. Therefore, Slovenia receives 0.6 % ofall the allocated EC founds which is relatively successful, considering that it has 0.4 % ofthe EU population. On the other hand, the success rate of applicants (number ofparticipants in selected projects in comparison with participants in all applications) is onlyca. 15 %, which sorts Slovenia among the last few in the EU (24th place or 25th place inEU-27), indicating that applications are poorly prepared. Also, Slovenia is not verysuccessful considering the number of co-ordinators and participation in tenders ofEuropean Research Council, but is more involved in intergovernmental programmesEUREKA and COST.Bilateral co-operation of Slovenia on R&D area has been increasing rapidly after Sloveniahas gained its independence, due to larger recognition of Slovenian R&D within Europeanframework, and in wider context. The aim was faster inclusion in the EU, and alsodeepening the co-operation with the other countries (neighbouring countries, WesternBalkans countries, advanced non-European countries and regionally important countries). With the new strategy we wish to exceed the mobility in the framework of bilateral cooperation, and upgrade it in particular with priority countries of the Slovenian foreignpolicy by 2020.Slovenia is starting co-operation also in activities of the OECD and the European SpaceAgency (ESA).ObjectivesThe aim is to improve international co-operation, namely:1. The increase of international multilateral co-operationWe will be supporting opening of the Slovenian R&D area to the EU Member States andassociated countries to the EU framework programme – mainly by the system of nationalcontact points (NCP) for EU FP and representatives in relevant Programme Committees ofthe European Commission – which needs to be adapted to the changed circumstances.Upon development or entry into the new instruments, we will strive for simplicity, transparency and prevention of their duplication in order to make the system as simpleas possible for the researchers and the business sector. By means of financial incentiveswe will further support inclusion of Slovenian researchers in European researchprogrammes and networks, so to also include to the greatest extend the companieswhich develop and/or commercialise newly generated knowledge.2. The increase of international bilateral co-operationIt will be directed towards neighbouring countries and regions, Western Balkans countriesand so called BRIC countries (Brazil, Russia, India, and China) that are becoming newworld centres of R&D, and towards other complementary countries in the research area.We will be constantly improving bilateral co-operation with the most advanced countriesin the world, as for example USA, Korea and Japan, while the co-operation with the othercountries will be supported in accordance with the interests of the scientific sphere andforeign policy orientations of the Republic of Slovenia.By strengthening the bilateral research co-operation with the countries of South-EastEurope, and in particular with the Western Balkan Countries, Slovenia must become anattractive hosting country for the excellent researchers and enterprises from these areas.
A special emphasis will be given to cross-border R&D co-operation, since it has the mostdirect impact on knowledge transfer to the local economy. We will gradually switch from financing mainly mobility to encouraging research projectsas prevailing form of bilateral co-operation.New guidelines will be recorded in the Development Plan for Bilateral International Cooperationof the Republic of Slovenia in the Area of Research and Development in the2012-2020 Period. The Ministry of Higher Education, Science and Technology isresponsible for its preparation, and shall submit it to the Government of the Republic ofSlovenia for adoption.MeasuresKey sector objectiveSelected indicators with targetvaluesTargeted and qualityinternational co-operationInternational scientificpublications (scientificpublications in co-authorship withforeign researchers) per millionof inhabitantsMeasure Responsibility Deadline Indicator18 Measures for increasing thescope of international cooperationand the scope ofparticipation of the Slovenianpartners in internationalresearch projectsGovernment of theRS (science,technology,innovations)2011–2020Budget funds for international cooperationIncreasing the number ofscientific publications in coauthorshipwith foreignresearchersThe amount of national funds ininternational research projectswith Slovenian participation(without research infrastructure)The amount of foreign funds, obtained by Slovenianresearchers by means of cooperationin internationalresearch projects (withoutresearch infrastructure)19 Development Plan for BilateralInternational Co-operation of theRepublic of Slovenia in the R&DArea in the 2012-2010 PeriodGovernment of theRS (science,technology,innovations)2012 Adoption of the planProportion of priority countries inthe value of all the bilateralcontractsProportion of research projects incommon funds for bilateral cooperation.Amount of funds for bilateralscientific projects3.4 Public funding of research and developmentPublic investment into research and development constitutes one of essential foundationsof research and innovation system, since, in the majority of cases, determines itsoutcome, and is a requirement for autonomous scientific work. For effective carrying outof the RISS objectives, the long-term stabile financing of research and developmentactivities needs to be assured. On the other hand, the amount of public investments doesnot present only an incoming variable into this system, but it also reflects the veryfunctioning of the system itself. The Barcelona goal, as a part of the Lisbon Strategy, inthe EU Member States sets the target to achievement of the 3 % of GDP investment intoscience and research. One third of these investments (1%) should arise from public
