achievement <strong>of</strong> the set objectives, the effects, <strong>and</strong> implementation <strong>of</strong> measures <strong>and</strong>report annually to the competent advisory bodies to the Government <strong>of</strong> the Republic <strong>of</strong><strong>Slovenia</strong> for the field <strong>of</strong> higher education, science <strong>and</strong> technology. After examining bothdocuments together, the bodies will report on the implementation <strong>of</strong> the programmes tothe Government <strong>of</strong> the Republic <strong>of</strong> <strong>Slovenia</strong> <strong>and</strong> make proposals for new measures <strong>and</strong>measures for more effective implementation <strong>of</strong> both documents. The Government <strong>of</strong> theRepublic <strong>of</strong> <strong>Slovenia</strong> will report to the National Assembly every other year.RISS measures are funded through the national budget <strong>of</strong> the Republic <strong>of</strong> <strong>Slovenia</strong> <strong>and</strong>established by the competent ministries in accordance with the <strong>Strategy</strong>. The monitoringsystem in accordance with indicators <strong>of</strong> RISS is further elaborated in the programmebudget, including target values projected until 2014. In 2015, a thorough assessment <strong>of</strong>RISS will be conducted; it will include the evaluation <strong>of</strong> measures <strong>and</strong> the achievement <strong>of</strong>targets as a basis for updating the strategy for 2015-<strong>2020</strong>.3. Periodic evaluation <strong>of</strong> the effectiveness <strong>of</strong> all support <strong>and</strong> executive institutionsExecutive institutions <strong>and</strong> agencies will realise their mission in accordance with theprinciples <strong>of</strong> efficiency, responsibility <strong>and</strong> transparency. Efficiency <strong>and</strong> quality <strong>of</strong> allsupport (e.g. agencies) <strong>and</strong> executive institutions (e.g. public research organisations;PROs) will be evaluated on the basis <strong>of</strong> measurable indicators, which will ensuretransparency, pr<strong>of</strong>essionalism <strong>and</strong> ethical st<strong>and</strong>ards.
