For reaching the critical mass and the scientific excellence, Slovenia will be developingnational research infrastructure in priority areas, complementing the areas of smartspecialization, and contributing to a balanced development of the society. The areas andactivities for reaching these aims will be defined by Research InfrastructuresDevelopment Plan 2011-2020. The MVZT is responsible for its preparation, and shallsubmit it to the Government of the Republic of Slovenia for adoption. The selection of theareas will be evaluated and revised in line with the process, defined in ChapterSpecialization. In longer term, the aim is to reach critical mass and scientific excellence in at least onescientific field, to bring together the international partners to form an infrastructuralcentre on the highest global level in Slovenia, and to place this research infrastructure onthe European agenda in developing research infrastructures.3. International integration upon accessing large research infrastructuresIt is reasonable for Slovenia to provide itself access to large research infrastructures until2020, by co-operation in international projects, evaluated as the priority projects anddescribed in the national Research Infrastructures Development Plan 2011-2020.Slovenia will aspire to participate in international infrastructural projects in a mannermost suitable for it, following the principle that the benefits of Slovenian contributions tointernational research infrastructures must be larger for our science than in case of theseresources invested in national infrastructure of this kind. In this connection, theSlovenian contributions will have to be spent in the largest possible extent within thenational economy or directly returned to it as soon as possible.MeasuresKey sector objectiveStrong, up-to-date, wellexploited and internationallysupported researchinfrastructure (RI)Selected indicators withtarget valuesBudget funds for researchinfrastructure (RI) perresearcher in the publicsectorMeasure Responsibility Deadline Indicator38 Arrange open access to researchinfrastructure per publicresearch organisation39 Establishment of virtual centrefor access to RI, and ofmechanism to access sparecapacities40 Concentration of the funds for anew RI on the selected areas41 Establishment of nationalcentres for medium-sized RI42 Ensuring conditions for theEuropean RI centre in Slovenia43 Inclusion in international RIcentres (projects)Government of the RS(science, technology, innovation, highereducation)Government of the RS(science, technology, innovation)Government of the RS(science, technology, innovation)Government of the RS(science, technology, innovation)Government of the RS(science, technology, innovation)Government of the RS(science, technology,innovation)2012 Legal regulationShare of external RI users inthe common hours ofequipment usage2012 Public access to virtual centreNumber of registrations forspare capacities throughvirtual centre2012 Increasing of the funds for anew RI on the selected areas2020 Two new centres2020 The head office of EuropeanResearch InfrastructureConsortium in Slovenia2012 International RI centres, atwhich Slovenia isparticipating as co-investor -funds for this purpose as %of all the funds for RIInternational RI centres, at
