Excellent research stuff will be attracted by the introduction <strong>of</strong> incentive measures in thefield <strong>of</strong> tax, labour, immigration <strong>and</strong> other legislation. We will design a comprehensivesystem <strong>of</strong> encouragement mechanisms for increasing the mobility <strong>of</strong> personnel betweenpublic research organisations <strong>and</strong> economy, for employment <strong>of</strong> researchers in companies,for "a lease" <strong>of</strong> researchers, <strong>and</strong> for strengthening research <strong>and</strong> development capacitiesin the economy. The costs <strong>of</strong> employers for researchers <strong>and</strong> developers in the companieswill be comparable or lower to those in the neighbouring <strong>and</strong> other applicable countries.A special emphasis will be given to personnel in natural science <strong>and</strong> technics, includingencouragement <strong>of</strong> study in these areas on tertiary level. In addition to developingpersonnel, as wide as possible circle <strong>of</strong> employees needs to be included in the innovationprocesses.2. Increasing the number <strong>of</strong> doctors <strong>of</strong> scienceUpon the selection <strong>of</strong> areas, the principle <strong>of</strong> integral development <strong>of</strong> all the disciplines willbe protected when determining the number <strong>of</strong> doctoral c<strong>and</strong>idates to whom the state willco-fund the study costs, <strong>and</strong> in particular, there will be more funds for the areas that willbe designated as national priorities, based on recognised competences <strong>and</strong> competitiveadvantages in science <strong>and</strong> in economy.3. Strengthening the qualifications <strong>of</strong> the personnelThe strengthening <strong>of</strong> the personnel qualifications has to be systematic, <strong>and</strong> is based onthe livelong learning. Newly generated knowledge in the relation to the acquisition <strong>of</strong>management skills <strong>and</strong> the preparation <strong>of</strong> national <strong>and</strong> international R&D projects are <strong>of</strong>particular interest for researchers. In addition, researchers will have to gain knowledgeon new managerial techniques, communication, intellectual property rights, <strong>and</strong>entrepreneurship.4. Ensuring effective inter-institutional <strong>and</strong> interstate mobility <strong>of</strong> researchersWe will enable the integration <strong>and</strong> mobility <strong>of</strong> researchers between different publicresearch organisations. Equalisation <strong>of</strong> status <strong>of</strong> researchers at the institutes <strong>and</strong>university teaching staff will contribute to this aim. Interaction <strong>and</strong> mobility betweenpublic research organisations <strong>and</strong> industry will be systematically encouraged throughtechnology platforms <strong>and</strong> other mechanisms.<strong>Slovenia</strong> must open more to the EU <strong>and</strong> the rest <strong>of</strong> the world regarding the intellectual<strong>and</strong> work movements. Therefore, we will encourage international mobility <strong>of</strong> researcherswhich significantly contributes to their quality, <strong>and</strong> to attractiveness <strong>of</strong> research career.We will systematically encourage integration <strong>and</strong> mobility <strong>of</strong> researchers between publicresearch organisations <strong>and</strong> economy, <strong>and</strong> inclusion <strong>of</strong> the excellent pr<strong>of</strong>essionals fromthe companies into educational <strong>and</strong> research system.5.Improvement <strong>of</strong> career opportunities for researchers, <strong>and</strong> inclusion <strong>of</strong> the gender equalityprincipleThe basic requirement for establishment <strong>of</strong> career opportunities for researchers iseffective information network on possibilities <strong>of</strong> research work in <strong>Slovenia</strong> <strong>and</strong> abroad. Itis necessary to create a living environment that will attract people from abroad, <strong>and</strong>encourage domestic researchers for international mobility. Foundation for theestablishment <strong>of</strong> career opportunities is also an introduction <strong>of</strong> encouraging statutoryprovisions which will assure social security for researchers, favourable workingconditions, <strong>and</strong> clear employment procedures.National efforts for the development <strong>of</strong> research careers will be, according to thesubstantive premises <strong>and</strong> intention, comparable to the international ones, regardless <strong>of</strong>the area <strong>of</strong> research work, <strong>and</strong> primarily in conformity with the European premises forcommon framework <strong>of</strong> the scientific career development.It is necessary to reduce vertical segregation, therefore, support from a decision makinglevel for changes, <strong>and</strong> modernisation <strong>of</strong> research organizations, are very important. Thefirst is necessary to adopt measures for gender equality, to change legislation, <strong>and</strong> t<strong>of</strong>ocus attention to the role <strong>of</strong> gender in research, in pedagogic work, <strong>and</strong> in management
