development activities. The share <strong>of</strong> the latter will increase in the future financialperspective; however, national, structural <strong>and</strong> other European funds (e.g. operativeprogrammes) will be used synergistically. The areas <strong>and</strong> activities for development <strong>of</strong>research <strong>and</strong> innovation system in the EU programme period 2014–<strong>2020</strong> will be definedin the <strong>Research</strong> <strong>and</strong> <strong>Innovation</strong> System Development Plan with National <strong>and</strong> StructuralFunds 2014–<strong>2020</strong>. The Ministry <strong>of</strong> Higher Education, Science <strong>and</strong> Technology, <strong>and</strong>Ministry <strong>of</strong> Economy are responsible for its preparation, <strong>and</strong> shall submit it to theGovernment <strong>of</strong> the Republic <strong>of</strong> <strong>Slovenia</strong> for adoption.2. Enhancement <strong>of</strong> frontier 16 researchThe research policy will support frontier research, having the most significant importancefor science <strong>and</strong> social development, <strong>and</strong> will be, upon increase <strong>of</strong> public investment int<strong>of</strong>rontier research, increasing the funds. There are no prospects for an efficient applicativework <strong>and</strong> for a transfer into economy if there is no science <strong>of</strong> excellent quality, <strong>and</strong> at thesame time, only a generation <strong>of</strong> academic knowledge - lacking potential <strong>and</strong> actualimplementation in the economy - is not sufficient. Besides, the traditional border lineseparating basic research from applicative research becomes more <strong>and</strong> more blurred.The frontier research that will not be limited by priority area will be carried outcomplementary with projects <strong>and</strong> regular work at universities, enabling transfer <strong>of</strong> theexcellent knowledge to the future generations.3. Encourage projects in co-operation with the innovative economyUpon increasing <strong>of</strong> public funds investments into research <strong>and</strong> development, we willallocate additional funds to incentives for projects in co-operation with innovativeeconomy, final goal being achievement <strong>of</strong> the 60:40 ratio in favour <strong>of</strong> the latter.4. Increase the diversification <strong>of</strong> sources <strong>of</strong> funds for research <strong>and</strong> innovative activities,<strong>and</strong> within this framework, ensure environment for development <strong>of</strong> donor activities asprivate financing source <strong>of</strong> growing importanceWe will encourage donor activities for science <strong>and</strong> research, inter alia, with tax relief.Long-term development <strong>of</strong> donor activities is necessary for better integration <strong>of</strong> researchactivities with the society, <strong>and</strong> consequently, improved position (reputation) <strong>of</strong> theresearchers <strong>and</strong> innovators in the society. The key prerequisite for donor activities istrust in science as a catalyst <strong>of</strong> the development, <strong>and</strong> <strong>of</strong> establishing a creative,knowledge-based society. Considering that the segment <strong>of</strong> donor activities is animportant part <strong>of</strong> co-financing <strong>of</strong> research activities in the developed countries, the goal<strong>of</strong> RISS is to encourage the long-term development <strong>of</strong> this segment in society, also bymeans <strong>of</strong> tax relief, bearing in mind that this is a continuing process, having much longerhorizon then the expected for the current financial crisis.5. Enhancement <strong>of</strong> the investments into research <strong>and</strong> development activities in thebusiness sectorA special attention should be paid to the investments into research <strong>and</strong> developmenteconomies.For encouragement <strong>of</strong> such investments, the supporting measures <strong>of</strong> the state are <strong>of</strong>extreme importance, figuring in wholesome financial resources for development <strong>of</strong>products, processes <strong>and</strong> services, <strong>and</strong> in tax exemptions for investment into R& D <strong>and</strong>into market development.Measures for the encouragement <strong>of</strong> the investments into research <strong>and</strong> developmenteconomies are explained in detail in the chapter 5.1.Objectives <strong>and</strong> measuresKey sector objectiveSelected indicatorswith target values16The expression frontier research in the entire document encompasses basic <strong>and</strong> pioneer research.
