In <strong>Slovenia</strong>, based on encouragement measures by the state, diverse public <strong>and</strong> privateinstitutions were established that connect companies <strong>and</strong> PROs, <strong>and</strong> ensure supportingservices for them (e.g. technological centres, technological parks, entrepreneurship <strong>and</strong>university incubators, clusters, <strong>and</strong> technological networks ...). By means <strong>of</strong> SupportiveEnvironment for Entrepreneurship Act, the legal bases are set for co-investments <strong>of</strong> thestate into development <strong>of</strong> services by supporting institutions, but are being carried outpartly <strong>and</strong> unsystematically. The role <strong>of</strong> these supporting institutions in comparison topublic implementing agencies is not clear; therefore, the programmes <strong>and</strong> measures areduplicating in places.System <strong>of</strong> monitoring <strong>and</strong> evaluating <strong>of</strong> the effects is not established.To create a positive innovation microclimate, <strong>Slovenia</strong> must continue to move towardsstrengthening the culture <strong>of</strong> creativity, innovation <strong>and</strong> entrepreneurship, as defined inChapter 6.ObjectiveThe aim is to establish a comprehensive <strong>and</strong> high quality network <strong>of</strong> supportinginstitutions, namely:1. Improving effectiveness <strong>of</strong> operation <strong>of</strong> implementing institutionsWith integration <strong>and</strong> restructuring <strong>of</strong> public implementing institutions from the areas <strong>of</strong>research <strong>and</strong> development, innovations <strong>and</strong> entrepreneurship, the duplication uponpreparing <strong>and</strong> carrying out <strong>of</strong> measures <strong>of</strong> development policies, will be eliminated.Bigger efficiency <strong>of</strong> operation will be ensured by means <strong>of</strong> clearly defined mission, tasks,<strong>and</strong> responsibilities for achieving the objectives <strong>of</strong> the development policy, <strong>and</strong> forregular evaluation <strong>of</strong> their work, in accordance with measures from the Chapter 2. Theirexpert <strong>and</strong> cost effective implementation <strong>of</strong> various public functions is going to beverified, <strong>and</strong> the potential for their optimisation by the transfer <strong>of</strong> powers to the mostqualified public or private institutions examined.2. Updating the network <strong>of</strong> supporting actors in entrepreneurship <strong>and</strong> innovationTo make better use <strong>of</strong> entrepreneurial <strong>and</strong> innovative potentials <strong>and</strong> to encourage linkingin the economy, <strong>and</strong> also between research, educational <strong>and</strong> cultural organisations,individuals (researchers, innovators, <strong>and</strong> artists) <strong>and</strong> the economy, we will formcomprehensive strategy for the development <strong>of</strong> the network <strong>of</strong> supporting institutions (asfor example, technological <strong>and</strong> development centres, clusters, design centres,technological parks, incubators, ...) which can assure additional supporting services forthe wider circle <strong>of</strong> users by means <strong>of</strong> inclusion into the network. A special attention willbe paid to the development <strong>of</strong> services in support <strong>of</strong> implementing new business models,<strong>and</strong> <strong>of</strong> encouraging international integration. In this framework, an efficient <strong>and</strong> easyaccess to facilities <strong>of</strong> current R&D infrastructures is also needed, along with promotingtechnology transfer or activities for technology transfer <strong>of</strong>fices, as defined in Chapter 3.2.My means <strong>of</strong> forming comprehensive network <strong>of</strong> supporting institutions, we will enableusers’ better transparency <strong>and</strong> easier access to these services. Larger reliability <strong>and</strong>forecast <strong>of</strong> functioning <strong>of</strong> the entrepreneurship-innovation infrastructure will be ensuredby financing multi-annual programmes <strong>of</strong> individual institutions, selected according to thequality <strong>of</strong> services <strong>and</strong> by means <strong>of</strong> regular evaluation <strong>of</strong> the implementationsuccessfulness.3. Improving transparency <strong>and</strong> accessibility <strong>of</strong> information on public callsThe measure calls for the establishment <strong>of</strong> a single portal for the publication <strong>of</strong> all publiccalls, along with a search engine for interested users, <strong>and</strong> implementation in accordancewith the Public Finance Act 18 <strong>and</strong> the provisions on public <strong>and</strong> transparent publication <strong>of</strong>public tenders, which is at the moment assured with the publication in the OfficialGazette <strong>of</strong> the Republic <strong>of</strong> <strong>Slovenia</strong>. The portal will become a single <strong>and</strong> sole point for18 Uradni list RS, št.11/<strong>2011</strong>- <strong>of</strong>ficial consolidated text.
