2.1 Design of SCDPThe Sustainable Community Development Programme (SCDP) wasformulated to assist the government in its efforts to promotecommunity-based sustainable development in Nepal. During thedesign of Phase I extensive discussions with concerned governmentagencies, non-government organisations, donors and localauthorities as well as with communities of rural Nepal were held.Based on these initial consultations, a concept note was developed.After deliberations with the Capacity 21 unit in UNDP headquartersand other relevant bodies, a two-member team of consultants wasfielded to develop the programme document. During the documentdrafting further rounds of consultations and interaction took place.Finally, UNDP Country Office, together with the concernedgovernment agencies, local authorities, NGOs and otherstakeholders, completed the project document.The SCDP project document was signed in May 1996 betweenHMGN and UNDP. Three districts from the Mid and Far-WesternDevelopment regions were initially selected for demonstrationprogrammes in Phase I, the pilot phase. The Programme activitiesstarted in Surkhet and Kailali districts in 1997 and in Dang from1998 onwards.
Figure 1: Sustainable Community Development Programme AreaDeveloping adaptable/replicable models of sustainable community development was akey objective of Phase I. During those initial years it was realised that for the programmeto have impact at the national level, it needed to expand beyond being a regional programmeconcentrated in the west of Nepal. The Programme districts needed to be more broadlydistributed throughout the country, extending north into the mountain zone and east intocentral and eastern Nepal. These facts were also considered while including three moredistricts, Humla, Myagdi and Okhaldhunga in the second phase (see Figure 1). Stakeholderconsultations and other project design activities were similar to Phase I, with the exceptionof the fact that SCDP's team of professionals took the lead in formulating the new projectdocument. The project document for the second phase of the Programme was signed inJanuary 2000 and the activities in the districts commenced by the first half of that year.The second phase also focused on consolidating activities of the first phase districts.2.2 Selection of Programme DistrictsAs soon as the project document was signed in 1996 and a National Programme Manager(NPM) was recruited, extensive literature review and consultations were held to evaluatethe watershed conditions in Nepal. The socio-economic and environmental conditions ofwatersheds in the Mid and Far-Western Development Regions were found to be poor comparedto the other development regions. Moreover, in the Mid and Far-Western DevelopmentRegions the local governance system was weak, and development assistance efforts had notbeen effective in improving the overall livelihood of the local people. So, it was agreed thatSCDP would implement its activities in these two regions. After that, the following criteriawere developed to select districts for Phase I:1. The geographical area is defined by watershed boundaries and the watershed is degraded.2 . The area is remote or semi-remote, and has limited utilities in terms of accessibility(roads), electricity and drinking water supply.3 .
