<strong>Name</strong> <strong>of</strong> <strong>the</strong> <strong>Scheme</strong>: <strong>PMGSY</strong><strong>State</strong> : <strong>Andhra</strong> <strong>Pradesh</strong>1. Introduction:Pradhan Mantri Gram Sadak Yojana (<strong>PMGSY</strong>) was launched on 25 th December,2000 with <strong>the</strong> objective <strong>of</strong> providing All-wea<strong>the</strong>r roads (with necessary culverts and crossdrainagestructures, which is operable throughout <strong>the</strong> year), to <strong>the</strong> eligible unconnectedhabitations in <strong>the</strong> Core Network in <strong>the</strong> rural areas. The Programme envisages connectingall habitations having population <strong>of</strong> 500 persons and above (as per 2001 census) in plainareas and in respect <strong>of</strong> <strong>the</strong> Hill <strong>State</strong>s (North-East, Sikkim, Himachal <strong>Pradesh</strong>, Jammu &Kashmir and Uttarakhand), Desert areas (as identified in <strong>the</strong> Desert DevelopmentProgramme) <strong>the</strong> Tribal (Schedule V) areas and in <strong>the</strong> Selected Tribal and BackwardDistricts under Integrated Action Plan (IAP) as identified by Ministry <strong>of</strong> Home Affairs /Planning Commission, having population <strong>of</strong> 250 persons and above (as per 2001 census). Inaddition, it also has an element <strong>of</strong> upgradation, though it is not central to <strong>the</strong> Programme.2. Implementation <strong>of</strong> <strong>PMGSY</strong> in <strong>the</strong> <strong>State</strong> <strong>of</strong> <strong>Andhra</strong> <strong>Pradesh</strong>:Physical & Financial Performance:a. As regards physical progress, out <strong>of</strong> total 6,947 road works measuring 21,938km <strong>of</strong> length sanctioned, <strong>State</strong> has completed 6,327 road works measuring20,532 km <strong>of</strong> length till September, 2012.b. As regards financial progress, out <strong>of</strong> total value <strong>of</strong> projects amounting toRs.4,925.86 crore (including <strong>State</strong> share <strong>of</strong> Rs.2.07 cr.) sanctioned, an amount<strong>of</strong> Rs.4,101 crore has been released and an amount <strong>of</strong> Rs.3,777 crore has beenutilized by <strong>the</strong> <strong>State</strong> till September, 2012.c. The Physical and Financial Progress is given at Annexure-I.3. A brief review <strong>of</strong> <strong>the</strong> scheme in respect <strong>of</strong> <strong>the</strong> <strong>State</strong> <strong>of</strong> <strong>Andhra</strong> <strong>Pradesh</strong> and <strong>the</strong>shortcomings noticed are given in Annexure-II.4. While expanding <strong>the</strong> rural road-network, <strong>the</strong> challenge also lies with maintaining<strong>the</strong> new infrastructure being created. Though <strong>the</strong>re is 5-year maintenance in-built in <strong>the</strong>programme, <strong>the</strong> <strong>State</strong> has been lagging in ensuring <strong>the</strong> same. The details <strong>of</strong> maintenancefunds required, released to SRRDA and utilized by <strong>the</strong> <strong>State</strong> during last two years is given atAnnexure-III.5. Online Monitoring:Online management, monitoring and accounting <strong>of</strong> <strong>the</strong> programme is one <strong>of</strong> <strong>the</strong>important objective envisaged in <strong>the</strong> <strong>PMGSY</strong> guidelines, for which <strong>the</strong> web-based systemOMMAS was launched in 2002. The <strong>State</strong> is required to keep <strong>the</strong> data updated as only anoutput <strong>of</strong> OMMAS generated and duly signed accounts are to be accepted for <strong>the</strong> financialyear 2012-13.


Annexure-IIImplementation Issues <strong>of</strong> <strong>Andhra</strong> <strong>Pradesh</strong>…(i) Completion <strong>of</strong> works: As against 6,947 No. <strong>of</strong> roads works including bridgessanctioned till September, 2012, 620 are yet to be constructed, SRRDA should takeurgent steps to send <strong>the</strong> completion plan indicating <strong>the</strong> probable time frame forcompletion <strong>of</strong> <strong>the</strong>se roads, since, as per para 19.2 <strong>of</strong> <strong>PMGSY</strong> guidelines unless this isdone, second instalment can not be released.(ii) Quality Control:(a) Second tier quality Control Mechanism: Against 463 inspections <strong>of</strong> completed roadworks by <strong>State</strong> Quality Monitors during November, 2010 to September, 2012, in1.30% cases, quality <strong>of</strong> works has been found unsatisfactory for which immediatecorrective action is required. Similarly, against 319 inspections <strong>of</strong> ongoing roadworks during this period, in 11.60% cases quality <strong>of</strong> works has been foundunsatisfactory.(b) As 782 No. <strong>of</strong> inspections have been carried out by SQM, during November, 2010 toSeptember, 2012, 7,820 digital photographs in respect <strong>of</strong> <strong>the</strong>se inspections shouldhave been uploaded in public domain against which only 4,844 photographs(till July, 2012, August & September figures not available) have been uploaded forwhich backlog needs to be cleared. While taking digital photographs, at least onephotograph <strong>of</strong> field laboratory needs to be taken and if any shortcoming <strong>of</strong> testequipment is found in <strong>the</strong> laboratory, <strong>the</strong> concerned contractor should be asked toarrange remaining equipment, to make it effective.(c) The 2 nd tier <strong>of</strong> Quality Control has inspected 406 roads out <strong>of</strong> 811 required roadsneeded to be inspected during November, 2010 to July, 2012. Roads should havebeen inspected once during earthwork, once during construction and once oncompletion. (August & September figures not available)(d) Third tier quality Central Mechanism: It has been found during NQM inspectionscarried out during November, 2010 to September, 2012 that a high percentage i.e.20% <strong>of</strong> completed works were found unsatisfactory. Similarly, inspections carried outduring this period for ongoing road works, in 10% cases quality <strong>of</strong> works has beenfound unsatisfactory. Therefore, SRRDA needs to take corrective action and ensurethat <strong>the</strong> quality <strong>of</strong> <strong>the</strong> roads constructed under <strong>the</strong> programme is <strong>of</strong> high standards asenvisaged under <strong>the</strong> programme.Annexure-IIIDetails <strong>of</strong> Maintenance Funds during <strong>the</strong> last two yearsRs.
