Other Structural issuesA. Institutional IssuesC&AG Audit: A copy of the audit report (final) needs to be furnished to theMinistry.• e-FMS & e-MMS: The State should roll out e-FMS and e-MMS in all the districts/GPs of the State expeditiously.• Organizing workers: In order to access the entitlements under MGNREGS, the wageseekers need to be made aware of various provisions of the Scheme. Thus, during FY2013-14, the State should organize MGNREGA workers into labour groups. Thiswould provide the workers a platform for articulating a collective voice andfacilitating registration of wage demand in rural areas. The Shram Shakti Sanghas(SSS) of Andhra Pradesh could be a role model. While organizing the workers, theState should adhere the guidelines outlined in Chapter 16 of revised MGNREGAOperational Guidelines 2013.• Interventions for vulnerable groups: Since disabled and other vulnerable personshave specific needs, the State should create an enabling environment for theirinclusion in MGNREGA activities. The State should conduct a Work and TimeMotion Study and prepare a separate Schedule of Rates (SoR) for physically

challenged and other vulnerable sections of the society. The State could also adoptTamil Nadu Model on this issue with appropriate modifications.• SEGC: The State should organize SEGC meetings, regularly during the FY 2013-14.• Ombudsman: The State needs to ensure appointment of Ombudsman in all thedistricts expeditiously. Asset Quality Monitoring: Assets created under MGNREGA should be mapped andphotographs be uploaded onto the website for future use.• Complaint Resolution: A nodal officer may be designated at the State level fortimely resolution of all VIP references/complaints and general complaints. 4 VIP and8 General complaints are pending.1. Direct Benefit Transfer (DBT)Others• The districts identified for DBT to be rolled out are Coochbehar and Howrah.• 78.25% account information is yet to be verified and frozen in MIS.• 99.96 % of registered worker’s Aadhaar number are yet to be seeded in the MIS.RSBY: A detailed action plan for extension of Rashtriya Swasthya Bima Yojna(RSBY) to all eligible MGNREGA workers needs to be drawn up and operationalizedas soon as possible.
