In his Budget speech of July 6, 2009, the Finance Minister hadsaid the following:" We are committed to providing a real wage of RS.I00 per dayas an entitlement under MGNREGA".2. On January 14,2011, the Ministry of Rural Development issued anotification revising MGNREGA wage rates by linking it to theConsumer Price Index for Agricultural Labour (CPIAL).3. In March 2011, after inter-ministerial consultations, it wasdecided that the revision of MGNREGAwage rates indexed to CPIALwould be done annually. Thereafter, in July 2011, it was decided thatthis revision would become effective on April 1each year.4. A notification revising MGNREGA wage rates for the periodApril 1, 2012 to March 31, 2013 indexed to CPIAL is now being issuedand is placed on the Table of the House.

Taking into consideration the Order dated 23 rd September, 2011 passed by the Hon'bleHigh Court of Kamataka in WP No. 30619/2009 and connected cases, in which Hon'ble HighCourt has directed that the notified minimum wage prevailing on 01.01.2009 for agriculturallabourers in the State of Kamataka should be the notified wage rate under MGNREGA on01.01.2009, the wage rate at SI. 9 above in respect of Kamataka has been worked out by takingRs. 107.92, which was the minimum wage rate as on I" January, 2009 for unskilledagricultural labourers fixed by the State Government under the Minimum Wages Act, 1948vide its notification no LD.96.LMW.2005 dated 30.07.2007 with enhancement every year onthe addition of VDA(Variable Dearness Allowance) based on the Consumer Price Index, asreported by Government of Karnataka vide its letter dated 16.03.2012, as the wage rate underMGNREGA as on 1stJanuary, 2009 and applying to it the percentage increase in the ConsumerPrice Index for Agricultural Labourers (CPIAL) during the relevant period, in the same manneras has been done for other StateslUnion territories.3. This notification shall be subject to the outcome of the Special Leave to Appeal(Civil)No(s) 379-390/2012 pending before the Hon'ble Supreme Court.[F. No. J-UOll/1/2009-MGNREGA(Pt)]D.K.
