December 14• Request for demolition of portions of a house at 16 Honeysuckle Lane.The Commission reviewed drawings prepared by Peter Coneen andvisited the house. It was determined that the summer kitchen – the onlyhistorically important portion of the requested demolitions - had beenpreviously modified and did not contain enough significant historic fabric toqualify for a demolition delay. The demolition was allowed to proceed.• Preliminary request by William F. Riley as agent for Richard Manginelli fordemolition of a house at 89 Tar Kiln Rd. The house had experienced abroken pipe and prolonged flooding, leading to water damage of thebuilding fabric. The commission reviewed a report from East CapeEngineering stating that the condition of the structure was such that thehouse was unsalvageable. The Commission visited the house and agreedunanimously that the house had been an important piece of <strong>Orleans</strong>history, was largely original (including board walls rather than retrofittedstud walls,) and was worthy of preservation. Members failed to visuallyconfirm the information as stated in the structural report. The applicantwas informed that a more detailed report would be required to provideconvincing evidence that the house was structurally unsound. Theapplicant was directed to either provide more detailed report or to requesta formal hearing on demolition. The applicant requested that a formalhearing be held to allow the clock to begin on the 12 month delay process.2. The Commission provided guidance to the Community PreservationCommittee regarding planned work on historic structures and artifacts in <strong>Orleans</strong>that were to be funded through the Community Preservation Act as follows:January 30:• The Bicentennial Quilt was considered as deserving of funding as anartifact prepared by community members and referring to <strong>Orleans</strong>History.• Replacement of the heavy timber supporting the wheel that allows forthe rotation of the mill was recommended to be with white oak, notpressure treated pine as proposed. The PT wood is clearly acontemporary material, and inferior to the white oak with respect tolongevity.May 2:• The Odd Fellows Hall preservation strategy was vetted and certainsmall modifications were requested.July 12:• Further input regarding the Odd Fellows Hall was obtained. TheCommission emphasized the use of historically appropriate materialsand methods of construction, partly to allow for the continuity of thecraft that is important to knowledgeable maintenance techniques.138
