SPECIAL TOWN MEETING“DOINGS”October 22, 2007At 7:30 p.m. on Monday, October 22, 2007, the Special <strong>Town</strong> Meeting that wasto be held was adjourned for lack of a quorum by Selectboard Chair, John P.Hinckley, Jr., to reconvene on Monday, October 29, 2007 at 6:30 p.m.Before the assembled audience, Mr. Hinckley made the following presentation:“For 22 years, this year’s recipient of the <strong>Orleans</strong> Citizen of the Year Awardextended to the adults and children of this <strong>Town</strong> devoted and caring service. Wewish to honor this individual, who has expanded their personal contribution to the<strong>Town</strong> far beyond their considerable professional skill and expertise to embracethe wider horizons of human need. A devoted mother and grandmother… whohas touched many of us present here tonight. This year’s <strong>Orleans</strong> Citizen of theYear Award is presented to our former Elementary School and <strong>Town</strong> nurse, AnnS. Phillips”.SPECIAL TOWN MEETING“DOINGS”October 29, 2007The Special <strong>Town</strong> Meeting was held on Monday, October 29, 2007 in the NausetRegional Middle School Gym. The Special <strong>Town</strong> Meeting was opened at6:46 p.m. when a quorum of 268 voters was announced by <strong>Town</strong> Clerk,Cynthia S. May. There was a total of 302 voters in attendance. Tellers sworn inwere Wally Swidrak, Jane Hinckley and Harry Mirick.Board of Selectmen Chair, John P. Hinckley, Jr. announced that due to theabsence of the Moderator, the first order of business was the election of atemporary moderator for this meeting. He asked for nominations from the floor.David A. Lyttle was nominated and seconded. No other nominations wereforthcoming.MOTION: To close nominations for moderator of this meeting.ACTION: Voted, voice vote carries unanimously.MOTION: To elect David A. Lyttle as moderator for this Special <strong>Town</strong> Meeting.ACTION: Voted, voice vote carries unanimously.87
