Cape Cod Regional Tech High School Committee – Formulates and adopts policy forthe Regional Tech School system and hires a superintendent. Two <strong>Orleans</strong>representatives appointed by the <strong>Town</strong> Moderator.Charter Review CommitteeThe Charter Review Committee studies <strong>Orleans</strong> Home Rule Charter, as most recentlyamended, and background information relating to its development and prepares basicprinciples of town government on which the Charter is based.Citizens Advisory Committee – The primary task of the Committee is to be the linkbetween the citizens of the <strong>Town</strong> and special interest groups in all matters relating tothe Wastewater Management Plan and to work closely with and report to theWastewater Management Steering Committee.Commission on Disabilities – Coordinates and carries out programs designed to meetthe problems of persons with disabilities; ensures appropriate accessibility andcompliance with Americans with Disabilities Act and regulations of the State and <strong>Town</strong>as related to the needs of persons with disabilities. Nine members.Community Preservation CommitteeThe Community Preservation Committee implements the requirements of theCommunity Preservation Act and makes recommendations to the <strong>Town</strong> Meeting for theuse of monies in the Community Preservation Fund. Eligible projects involve opensspace, historic preservation, community housing, and recreation that are consistent witha Community Preservation Plan based upon the Local Comprehensive Plan. The goalof Committee activity is to preserve the essential beauty and character of <strong>Orleans</strong>.Conservation Commission – Administers the Massachusetts Wetlands Protection Act(Mass. General Law Chapter l31, Section 40) and the <strong>Orleans</strong> Wetlands By-Law (Codeof the <strong>Town</strong> of <strong>Orleans</strong>, Chapter l60); manages conservation properties. Sevenmembers, three associates.Council on Aging Board of Directors – Directs the Council on Aging, which is thedesignated agency to evaluate, promote and encourage new and existing activities andservices for the older residents of the community. Seven members.Cultural Council – Promotes the arts and humanities in the <strong>Town</strong> of <strong>Orleans</strong>; reviewsArts Grants Applications and makes grant awards, administers the <strong>Town</strong> Hall ArtGallery. Up to 22 members.Finance Committee – Reviews proposed budget and capital plan and warrant articlesand provides residents with information and recommendations resulting from their indepth review and investigation. Nine members appointed by <strong>Town</strong> Moderator.Fourth of July Committee – Responsible for planning, organizing, and overseeing theannual Fourth of July parade and fireworks. Seven members and two advisors.171
