January, 1955<strong>The</strong> <strong>Health</strong> Bulletinand dentist." <strong>The</strong> m<strong>at</strong>ter-<strong>of</strong>-fact tone<strong>of</strong> his voice would tell you th<strong>at</strong> he hastaken for granted the many other servicesth<strong>at</strong> your public health departmentand other health agencies makepossible in addition to those <strong>of</strong> hispriv<strong>at</strong>e physician and dentist. Keepingw<strong>at</strong>ch over Mr. <strong>North</strong> <strong>Carolina</strong>Citizen and his family is the healthdepartment's responsibility.Beginning before Baby Citizen isborn, he is <strong>of</strong> interest to the <strong>Health</strong>Department. <strong>The</strong> pren<strong>at</strong>al blood testrequired <strong>of</strong> every expectant motheris made in the labor<strong>at</strong>ory <strong>of</strong> the healthdepartment. Should an expectant motherbe unable to afford a priv<strong>at</strong>e physician,she may visit the pren<strong>at</strong>al clinic<strong>at</strong> the health department.<strong>The</strong> birth <strong>of</strong> Baby Citizen and everybaby in <strong>North</strong> <strong>Carolina</strong> is <strong>of</strong> concern tothe health department. All births arereported to the Vital St<strong>at</strong>istics Division<strong>of</strong> the <strong>Health</strong> Department.<strong>The</strong> public health nurse under thedirection <strong>of</strong> the family physician willvisit any home and instruct the motherin care <strong>of</strong> the baby.<strong>The</strong> <strong>Health</strong> Department, with the cooper<strong>at</strong>ion<strong>of</strong> local physicians and school<strong>of</strong>ficials, conducts pre-school clinics inwhich the children are examined forobservable defects and determines th<strong>at</strong>the necessary immuniz<strong>at</strong>ions have beencompleted.Mr. and Mrs. <strong>North</strong> <strong>Carolina</strong> cansend their approxim<strong>at</strong>ely one millionchildren <strong>of</strong>f to school each day feelingconfident th<strong>at</strong> school buildings andgrounds are free <strong>of</strong> insanitary healthhazards and th<strong>at</strong> the food served themin school cafeterias is prepared andserved in a safe and sanitary manner.One <strong>of</strong> the major health problemsaffecting children in <strong>North</strong> <strong>Carolina</strong>is dental defects. Some <strong>of</strong> the countiesare giving special <strong>at</strong>tention to thism<strong>at</strong>ter by employing full-time dentiststo work in cooper<strong>at</strong>ion with school<strong>of</strong>ficials and the local dental societies.Wonderful results are being <strong>at</strong>tained,and without a doubt this phase <strong>of</strong>public health should be expanded.One shudders <strong>at</strong> the thought <strong>of</strong>wh<strong>at</strong> the results <strong>of</strong> venereal diseasewould have been had there been nopublic health program to deal withthis problem. Through the public healthprogram <strong>of</strong> three-fold-n<strong>at</strong>ure, embracingeduc<strong>at</strong>ion, case-finding and tre<strong>at</strong>ment,venereal diseases are being controlledand progress is being made towardtheir elimin<strong>at</strong>ion.Through public health programs, withthe cooper<strong>at</strong>ion <strong>of</strong> the medical pr<strong>of</strong>ession,clinics are being conducted,open to all citizens for the purpose<strong>of</strong> detecting cancer and diseases <strong>of</strong> theheart before it is too l<strong>at</strong>e to do somethingabout them.<strong>North</strong> <strong>Carolina</strong> citizens should betold clearly and <strong>of</strong>ten <strong>of</strong> the fact th<strong>at</strong>public health touches and benefits eachand every one each day <strong>of</strong> our lives,in such ways as: me<strong>at</strong> inspection beforeand after the animal is killed; inspectionand approval <strong>of</strong> all public e<strong>at</strong>ingplaces and food handling establishments;the program <strong>of</strong> rabies controlin connection with domestic animals,and the inspection and approval <strong>of</strong>sewage disposal, septic tanks and pittoilets.Wh<strong>at</strong> I have said about the publichealth program is not news to you,and I have not intended th<strong>at</strong> it be.My purpose is to impress upon youthe importance <strong>of</strong> keeping the publicinformed as much as possible as to thevalue <strong>of</strong> the health department to eachand every citizen <strong>of</strong> <strong>North</strong> <strong>Carolina</strong>.It is my opinion th<strong>at</strong> a good job <strong>of</strong>public rel<strong>at</strong>ions could be done by eachlocal health department in makinga special effort to see th<strong>at</strong> its board<strong>of</strong> county commissioners is <strong>at</strong> alltimes well informed about the healthprogram and its importance and th<strong>at</strong>the local health organiz<strong>at</strong>ion is setup on a businesslike basis, with aminimum <strong>of</strong> lost motion. It is alsoImportant to keep in close touch anddevelop good rel<strong>at</strong>ions with the localpress, as this is a health department'sgre<strong>at</strong>est asset in keeping the public informed.Dont use top sergeant methodsin dealing with problems th<strong>at</strong> arise inconnection with minor viol<strong>at</strong>ions, rememberingth<strong>at</strong> all the public does notknow the importance <strong>of</strong> these m<strong>at</strong>ters
