March, 1955 <strong>The</strong> <strong>Health</strong> Bulletin 11raised through the Easter Seal Campaign,<strong>at</strong> a cost <strong>of</strong> $17,846.03, which lefta net <strong>of</strong> $127,846.03 for local and St<strong>at</strong>epiograms. Of this amount, $68,983.21was retained by local societies, $12,-098.90 was alloc<strong>at</strong>ed to the N<strong>at</strong>ional Society(8.3% <strong>of</strong> gross), and $42,765.03 tothe St<strong>at</strong>e Society. <strong>The</strong> NCSCCA spent$30,670.59 during the 1953-54 fiscal yearand reserved $10,000 for a rehabilit<strong>at</strong>ionprogram or st<strong>at</strong>e project to be developedin the near future. <strong>The</strong> Society'sfixed assets total $26,130.20, consisting<strong>of</strong> land and building in the amount <strong>of</strong>$14,369.31, house improvements <strong>of</strong>$558.58, and furnace, furniture and<strong>of</strong>fice equipment valued <strong>at</strong> $11,202.31.<strong>The</strong> second floor <strong>of</strong> the St<strong>at</strong>e <strong>of</strong>fice isrented as apartments, for which incomeis received.Of the 100 counties in <strong>North</strong> <strong>Carolina</strong>,95 particip<strong>at</strong>ed in the Easter SealCampaign. Most local affili<strong>at</strong>es are governedby duly elected <strong>of</strong>ficers, an ExecutiveCommittee, medical advisors,boards <strong>of</strong> directors and Service ProgramExpenditures committees. <strong>The</strong>reare instances where local societies arenot fully organized and where theyoper<strong>at</strong>ed as small committees. However,each county society is being urged toadopt local by-law, and meet full requirements<strong>of</strong> membership before beingchartered. Local societies work closelywith health and welfare agencies andother community organiz<strong>at</strong>ions in determiningneeds before expendituresare approved.Expenditures during the 1953-54 fiscalyear were, for the most part, in thearea <strong>of</strong> direct services. Some local societiessupport, either wholly <strong>of</strong> partially,centers for the care and tre<strong>at</strong>ment<strong>of</strong> handicapped children. <strong>The</strong>se are loc<strong>at</strong>edin Asheville, Fayetteville, Gastoniaand Wilmington. In addition,speech rehabilit<strong>at</strong>ion centers have beenheld in Newton, Tarboro, Hickory, Wilson,Sanford, Hamlet, Salisbury, Goldsboro,Wadesboro, Washington, Smithfieldand Carthage.A total <strong>of</strong> $55,899.71 was expended bylocal societies covering all phases <strong>of</strong>services to the handicapped. Of thisamount, $14,023.38 was spent for thepurchase <strong>of</strong> aids and appliances (wheelchairs, artificial limbs, etc.) ; a sum <strong>of</strong>$17,269.01 for physical, occup<strong>at</strong>ional andspeech therapy, hospitaliz<strong>at</strong>ion, surgery,medic<strong>at</strong>ion, x-rays, etc.; $6,589.26 foreduc<strong>at</strong>ion (homebound instruction, specialclasses, tuition, workshops for pr<strong>of</strong>essionalpersonnel, etc.) ; $4,713.82 fortransport<strong>at</strong>ion to hospitals, clinics,schools, etc.; $4,241.37 for personal services,such as salaries for case workers,clinicians' travel expense, therapists'salaries, etc.; $3,444.14 for campershipsto the Easter Seal Crippled Children'sCamp and Camp Sky Ranch; and $3,-758.50 for scholarships to teachers enteringand working in the field <strong>of</strong> specialeduc<strong>at</strong>ion and for grants to schoolsin support <strong>of</strong> special educ<strong>at</strong>ion workshops,centers and hospitals providingcare and tre<strong>at</strong>ment programs for crippledchildren. <strong>The</strong> sum <strong>of</strong> $1,860.13 wasspent for general expenses, such asparties and camp activities for crippledchildren, Christmas parties and specialentertainment.A total <strong>of</strong> 3,473 handicapped childrenand 801 handicapped adults receivedhelp through local and St<strong>at</strong>e programs.<strong>The</strong>se services covered the above expendituresand included such handicapsas poliomyelitis, congenital deformities,amput<strong>at</strong>ions, speech defects,cerebral palsy and crippling conditionsdue to accidents. It is significant th<strong>at</strong>the Easter Seal Society oper<strong>at</strong>es <strong>at</strong> thelocal level entirely without any paidstaff members. All services renderedare provided by volunteers.<strong>The</strong> St<strong>at</strong>e Society is governed by aBoard <strong>of</strong> Directors consisting <strong>of</strong> threemembers from each <strong>of</strong> 12 districts in<strong>North</strong> <strong>Carolina</strong>. Policies are determinedby the Board <strong>of</strong> Directors and ExecutiveCommittee, in cooper<strong>at</strong>ion with aMedical and a Program Advisory Committee.All serve on a voluntary basis,and they come from all walks <strong>of</strong> life.In the fiscal year 1953-54, the St<strong>at</strong>eSociety oper<strong>at</strong>ed with an executive director,one field represent<strong>at</strong>ive, one<strong>of</strong>fice supervisor, one full-time and onepart-time secretary, a part-time shippingclerk (during the campaign only)and one part-time multilith oper<strong>at</strong>or.
