March, 1955<strong>The</strong> <strong>Health</strong> BulletinMost public health employes have acongenitally acquired and administr<strong>at</strong>ivelyaggrav<strong>at</strong>ed aversion to filling outrecords and making reports. Always askyourself: Will it be useful and will itbe used? No record should ever beadopted if it serves only to collect d<strong>at</strong>aand dust.<strong>The</strong> keeping <strong>of</strong> registers <strong>of</strong> individualswho are known to have certain chronicdiseases or impairments is usually referredto with a gre<strong>at</strong> deal <strong>of</strong> prideby the administr<strong>at</strong>or; however, frequentlythey are not put to good usebecause they are not analyzed and reviewedfrom time to time. A study <strong>of</strong>these registers will <strong>of</strong>ten show th<strong>at</strong>certain diseases tend to be more prevalentin certain geographic areas oramong certain social and economicgroups. This should lead to an evalu<strong>at</strong>ion<strong>of</strong> th<strong>at</strong> particular program todetermine if it is meeting the needs <strong>of</strong>this particular area or group.Efficient Management <strong>of</strong> <strong>Health</strong> Educ<strong>at</strong>ionand Inform<strong>at</strong>ion. Every publichealth worker is daily engaged inhealth educ<strong>at</strong>ion, teaching and givinginform<strong>at</strong>ion. While he may not realizeit, the truth is th<strong>at</strong> every public healthactivity is, or <strong>at</strong> least should be, <strong>of</strong>health educ<strong>at</strong>ion value. Otherwise theactivity has been inefficiently performed.We must educ<strong>at</strong>e as we serve. Inaddition to this daily educ<strong>at</strong>ional work,we must also have a planned program<strong>of</strong> health educ<strong>at</strong>ion and inform<strong>at</strong>ion;otherwise the community soon takesour activities for granted. Like anyother program, this one must alwayshave a definite objective. <strong>The</strong> promiscuousdistribution <strong>of</strong> liter<strong>at</strong>ure, showing<strong>of</strong> films, furnishing articles fornewspapers and using radio and televisionshould not be done simply forthe sake <strong>of</strong> being able to list theseactivities in our annual reports. If wedecide to stimul<strong>at</strong>e or motiv<strong>at</strong>e thepublic, then it must be for a definitepurpose. If a film is to be shown, itshould be in support <strong>of</strong> an educ<strong>at</strong>ionalprogram toward a definite objective.Organized classes should be well plannedand the teaching supported by allthe educ<strong>at</strong>ional media available. Fortun<strong>at</strong>eis the health unit th<strong>at</strong> has <strong>at</strong>rained health educ<strong>at</strong>or on its staff, forhe is an expert in the efficient management<strong>of</strong> all the tools <strong>of</strong> health educ<strong>at</strong>ion.Every St<strong>at</strong>e department nowhas one or more health educ<strong>at</strong>ion consultantswho are available and can be<strong>of</strong> gre<strong>at</strong> assistance, not only in healtheduc<strong>at</strong>ion programs but in stimul<strong>at</strong>ingcommunity interest in health activitiesand assisting in the overall programplanning <strong>of</strong> the local unit.Group teaching can save much timein giving basic inform<strong>at</strong>ion on diet,prepar<strong>at</strong>ion <strong>of</strong> baby formulae, oper<strong>at</strong>ion<strong>of</strong> food-handling equipment, etc. Thismethod is also applicable to groupshaving similar problems, such as foodhandlers' classes, classes for diabetics,the obese, etc. However, we should notforget the adage—"Wh<strong>at</strong> I hear I forget.Wh<strong>at</strong> I see I remember. Wh<strong>at</strong> I doI know." This means th<strong>at</strong> classes andgroup instruction will have to be supplementedwith individual counselingand teaching regarding those activitiesth<strong>at</strong> the individual must know.Efficient Management In Supervisionand Regul<strong>at</strong>ion. <strong>The</strong> laws <strong>of</strong> our st<strong>at</strong>esgive health departments legal authorityto supervise and regul<strong>at</strong>e many activitiesin the field <strong>of</strong> health. If a departmentfrequently finds it necessary toresort to legal action, then it is performingthis responsibility in an inefficientmanner. <strong>Health</strong> laws and regul<strong>at</strong>ionsare usually established to set astandard and serve as a starting pointfor the educ<strong>at</strong>ion <strong>of</strong> those concerned.Only as a last resort should we takelegal action to enforce them.Is it not better to keep in touch withhousing projects and contact the developmentagency early so as to inspectthe site, test the soil and agree on size<strong>of</strong> septic tanks, etc. instead <strong>of</strong> waitinguntil the buildings and tanks are completedand we are asked to make finalinspection? We should prevent publichealth problems as well as disease.Are we to continue our program <strong>of</strong>inspecting dairies, foodhandling establishmentsor other institutions in aroutine manner with a check sheet andgrade card? When are we going to
