January, 1955<strong>The</strong> <strong>Health</strong> Bulletinsuch an excellent Executive Committee.Its members have worked diligently inyour behalf and have made it a realpleasure for me to serve as your president.Our secretary has done an outstandingjob and we now have 1157paid members. This is the largest paidmembership we have ever had.Moreover, we have become a more effectiveAssoci<strong>at</strong>ion because we haveunited in a common cause—cuts in Federalfunds have made it necessary forpublic health workers to join forces.<strong>The</strong>re are other factors, which, if moregenerally understood, would increaseour membership and make us a morepotent force as public health continuesto speak. Many <strong>of</strong> our members are notfamiliar with the history <strong>of</strong> our Associ<strong>at</strong>ionand have little knowledge as toits purpose. For this reason, I wouldlike to give you a brief resume <strong>of</strong> ourconstitution. In the preamble it st<strong>at</strong>es,"In order to carry forward and enlargethe services <strong>of</strong> the <strong>North</strong> <strong>Carolina</strong><strong>Health</strong> Officers' Associ<strong>at</strong>ion organizedJune 20, 1911 and since th<strong>at</strong> time incontinuous active oper<strong>at</strong>ion protectingand promoting public health, providingfor scientific advancement <strong>of</strong> members,and extending and developing the publichealth movement, there is herebyformed this Associ<strong>at</strong>ion <strong>of</strong> Public<strong>Health</strong> Workers." Article I: "This organiz<strong>at</strong>ionshall be known as the <strong>North</strong><strong>Carolina</strong> Public <strong>Health</strong> Associ<strong>at</strong>ion accordingto the Amendment adoptedApril 24, 1922." Article II: "<strong>The</strong> purpose<strong>of</strong> this Associ<strong>at</strong>ion shall be to bringinto one organiz<strong>at</strong>ion the public healthworkers <strong>of</strong> the St<strong>at</strong>e <strong>of</strong> <strong>North</strong> <strong>Carolina</strong>,so th<strong>at</strong> by regular meetings and interchange<strong>of</strong> ideas they may secure moreefficient cooper<strong>at</strong>ion and uniform enforcement<strong>of</strong> sanitary laws and regul<strong>at</strong>ions,and for the better dissemin<strong>at</strong>ion<strong>of</strong> such knowledge as will make moreeffective the opinions <strong>of</strong> the pr<strong>of</strong>essionin all scientific, legisl<strong>at</strong>ive, publichealth, m<strong>at</strong>erial, and social affairs."My reasons for reviewing the purpose<strong>of</strong> our organiz<strong>at</strong>ion are: (1) To remindyou th<strong>at</strong> there is more to our organiz<strong>at</strong>ionthan the annual meeting, whichin reality is a yearly review <strong>of</strong> the progress<strong>of</strong> the Associ<strong>at</strong>ion, and to keep itsmembers up-to-d<strong>at</strong>e on the l<strong>at</strong>esttrends in public health. (2) To pointout th<strong>at</strong> through a special committeeto study "Merit System Salary Regul<strong>at</strong>ion"you have been ably represented.Many <strong>of</strong> our members would not havereceived salary increases were it not forthe study and effort <strong>of</strong> this Committee.This Committee, over the years, hashad your interests <strong>at</strong> heart and hasworked diligently to cooper<strong>at</strong>e with theSt<strong>at</strong>e Board <strong>of</strong> <strong>Health</strong> and the St<strong>at</strong>eMerit System Council in an effort tokeep salary ranges in line with socialand economic changes. (3) Throughyour Legisl<strong>at</strong>ive Committee, this Associ<strong>at</strong>ionhas taken a forward step in informingthe people <strong>of</strong> <strong>North</strong> <strong>Carolina</strong>in a positive manner, <strong>of</strong> the importantpart our <strong>Health</strong> Department personnelis playing in meeting the health needs<strong>of</strong> our people.<strong>The</strong> primary purpose <strong>of</strong> this addressis a report to you on our EACH ONETEACH ONE movement. I would liketo make it clear—so far as the recordis concerned—th<strong>at</strong> this movement isnot the "brain child" <strong>of</strong> any particularperson or group. It represents the combinedthinking <strong>of</strong> many people. It hadits origin <strong>at</strong> the American Public<strong>Health</strong> Associ<strong>at</strong>ion meeting in NewYork in 1953, when one <strong>of</strong> the speakersst<strong>at</strong>ed th<strong>at</strong> Federal funds to publichealth had been cut over 50 per centwithout a protest. This idea began topenetr<strong>at</strong>e the thinking <strong>of</strong> various membersand it was discussed in numeroussmall groups. Our <strong>North</strong> <strong>Carolina</strong> deleg<strong>at</strong>escontinued to talk about it whenthey returned home. <strong>The</strong>y were concernedover the previous reduction inFederal funds and wh<strong>at</strong> it did to ourprogram; more particularly were theyconcerned about the proposed cuts forthe coming fiscal year 1955. We wereinformed th<strong>at</strong> we could anticip<strong>at</strong>e abouta 27 per cent cut. Wh<strong>at</strong> could be doneto prevent it? We knew th<strong>at</strong> the St<strong>at</strong>eand Territorial <strong>Health</strong> Officers Associ<strong>at</strong>ionwere organized to voice its opposition;but wh<strong>at</strong> could we in <strong>North</strong> <strong>Carolina</strong>do to help reverse this trend? Ireceived numerous telephone calls and
