Thisalone is significant, given the degree of disparateinterests in the region. In practice, the mission isutilized as a conduit for dialogue between the governmentsthat do not have a long history of bilateraldiscussions on common issues. As such, UNRCCAcontinues to serve as a facilitator assisting its memberstates in the implementation of the UN GlobalCounter-Terrorism strategy.In regard to the member states’ secondpriority on water and energy resources, UNRCCAwas able to draw on the expertise of the UN Departmentof Political Affair’s (DPA) Mediation SupportUnit, which deployed an expert on water sharingto support the SRSG. UNRCCA also helped assistthe regional governments in technical discussionsand developing initiatives with, for example, theInternational Fund for Saving the Aral Sea.In order to handle its third priority – addressingimplications from the precarious situation of Afghanistan– UNRCCA hosts a UNAMA liaison officer atits headquarters and regularly exchanges informationwith UNAMA. The two UN missions are consideringa joint initiative to facilitate the positive contributionof Central Asia in the stabilization and economicrecovery of Afghanistan. However, as of August 2010,this initiative had not yet been made operational.In April 2010, UN Secretary-General BanKi-moon used his visit to UNRCCA and its memberstates to encourage increased efforts to findmutually acceptable solutions to shared problems inthe region. He delivered a very firm human rightsmessage as well, linking reforms in this area withensuring conditions for economic growth.Later the same month, civil unrest inKyrgyzstan was violently suppressed by police forces
