CONSERVATION COMMISSIONAdministrationThis report covers FY12 from July 1, 2011, through June 30, 2012.The Conservation Commission reviews and issues permits for work within and adjacent towetlands and waterways in order to administer the Massachusetts Wetlands Protection Act(MWPA) regulations and the <strong>Shirley</strong> Non-Zoning Wetlands Bylaw. The Commissionalso responds to many requests for comments on applications submitted to the PlanningBoard, Zoning Board <strong>of</strong> Appeals, and Board <strong>of</strong> Selectmen.During FY12, the Commission held 24 public meetings. Administration <strong>of</strong> the wetlandsprotection statutes required the Conservation Commission to review/issue the followingdocuments:Requests for Determination <strong>of</strong> Applicability 1Determinations <strong>of</strong> Applicability 1Notices <strong>of</strong> Resource Area Delineation 0Orders <strong>of</strong> Resource Area Delineation 0Notices <strong>of</strong> Intent 6Orders <strong>of</strong> Condition 6Certificates <strong>of</strong> Compliance 5Extension Permits 0Amendments 0Violations 5Emergency Certifications 2The Commission collected $ 645.00 in MWPA filing fees during FY12. These fees aremaintained in a special account, can only be used to administer the MWPA, and aretypically used to defray some <strong>of</strong> the Commission's expenses. The Commission alsocollected $ 872.50 in filing fees under the <strong>Shirley</strong> bylaw.The Conservation Commission reminds property owners those projects (including sheds,tree removal, pools, etc.) within 100 feet <strong>of</strong> a wetland (brook, pond, swamp, etc.) or infloodplain areas must be reviewed by the Commission. In addition, work within 200 feet<strong>of</strong> a perennial stream may also require a filing.
