Independent MembersCouncil Development Assessment PanelOn 22 June 2006, the Development (Panels) Assessment Bill 2006 was passed by the State Government. Thenew legislation required each Council to set up Development Assessment Panels (DAP’s) that consist of seven(7) members, and further stipulated that a minimum four (4) members must be independent of Council (that is,not Elected Members or staff) and up to three (3) Elected Members or Council staff.
