Dr. Robert Yates, HealthEconomist, WHO’s Directorate onHealth Care Financing, Geneva, was thedistinguished speaker together with Dr.Lo Veasna Kiry, Director of Departmentof Planning and Health Information,Ministry of Health (MoH). He presented the WHO’s 2010 report on Health CareFinancing with emphasis on reaching universal coverage More interestingly, Dr. Robertpresented how countries with similar socio-economic context to Cambodia are now onthe way to reach Universal Coverage and best examples of several other countries in theregion such as Thailand that uses Tax-Based Financing System to reach universalcoverage of quality health care to its population. The chair of Commission number 8 ofthe National Assembly, Lok Chum Teav Ho Non, the Deputy Chair of the 8 thCommission of the Senate, Lok Chum Teav Pum Sichan, and several otherparliamentarians actively attended the debate.
