The current identification process needs to be reviewed. A multiple system of identification and
verification of identity should be instituted and initiated by SAPS as the arresting institution. Since
the verification of nationality takes longer than 48 hours in some instances, this function should be
shared with the detaining institution. A strategy for handling of aliases should be developed in a
form of a protocol and RDs who provide false information should receive an additional charge for
providing false information.
The use of Automated Person Identification System (APIS) with tracking elements should be
utilized in big facilities so that it can be easy to track and verify the identity of RDs. This facility is
utilized in one of the privately managed SCFs in Gauteng with success. DCS piloted a system
called inmate tracking in Johannesburg and Durban Westville. The system was found to be
effective. However, it required more personnel for conducting admissions and releases. It also
required immediate capturing of identification information of RDs so that such information could be
activated in the inmate tracking system. The maintenance cost for the system was very expensive
because the tags were manufactured outside the country.
A strategy for management of High Risk RDs should be developed within the CJS and critical
information required for classification of RDs in terms of risks should be provided to the detention
institutions as they are responsible for provision of safety to the public and the staff. The special
armour plated vehicle for transportation of high risk RDs from the facility to hospital and for other
medical appointments should be considered.
A biometric system of identification and verification should be introduced in all RDs facilities for all
SAPS officials including detectives who collect RDs for court appearances and further
investigations.
Telephonic confirmation of warrants should be discouraged as it allows for corrupt practices which
results in erroneous release of RDs.
The detention institutions should establish facilities for keeping the cash of RDs and policy that
determines the minimum amount that can be kept by an RD.
All officials working with RDs should be vetted every two years for security clearance. The
screening should be extended to service providers including legal representatives and visitors of
RDs. A database should be kept on all visitors of RDs including their relationship with the RD.
Technology as a security measure should be improved in all facilities. This includes X-ray
scanners, installation of CCTV cameras at strategic points and ensuring that fencing is appropriate
and well functioning at all times. Non-functional security equipment should be replaced where
possible as soon as possible such as two-way radio communication.
