AS-IS ASSESSMENTIn Punjab where about 85% of the totalgeographical area is under Agriculture, theextension services become extremely vital asthese represent the sole means of increasingthe forest/ tree cover of the State. Thisrequires an effective and efficient ExtensionWing in the Department.3.1.3.8 JOINT FOREST MANAGEMENTThe Joint Forest Management (JFM) programmeis being undertaken by the Department throughthe territorial staff. JFM requires closeinteraction with village communities to enlisttheir active cooperation in the managementand protection of forest areas. Since JFMinvolves a complete reorientation from thetraditional policing model of protection to themore challenging “Participatory Management”technique, the field staff also has to becomprehensively trained so as to imbibe thenew techniques.3.1.3.9 WATERSHED MANAGEMENTSoil and water conservation is an importantactivity of forest administration, particularly onerodible sites and in degraded forests. Soil andwater conservation is taken up along withafforestation work by the territorial staff.Moisture stress being one of the main causes offailure of plantations, water conservation is asimportant as planting and maintenance.Sustained water supply and improvement ofwater regimes is another important objectiveof forest management and the significance offorests as regulators of water flows is beingincreasingly realized.3.1.3.10 GENERAL ADMINISTRATIONINCLUDING LIAISON WITH OTHERORGANIZATIONS/ DEPARTMENTSThe DFWP has works proactively and has beenable to secure substantial international fundingfrom the JBIC and the World Bank. While thishas helped the Department and the State ofPunjab in augmenting its sparse forest/ treecover, it has also resulted in a great deal ofextra work load for securing internationalfunding, preparing for Mission Visits, Liaisoningwith the international donors etc. A lot of extrawork is also involved at various levels of theDepartment in liaisoning with the Ministry ofEnvironment and Forests, State Government,District Administration and other StateGovernment Departments.3.1.3.11 ADMINISTERING THE FORESTCONSERVATION ACT, 1980The DFWP is the sole authority responsible forthe implementation of the provisions of thisimportant piece of legislation which involvesregulation of activities that seek to divertforest areas to non-forestry purposes. Detailedset of processes have been laid out in thelegislation and the rules framed there underthat describe the steps that need to be takento ensure the observance of the Act. Laterdocuments of this assignment will describe theset of processes that need to be followed inorder that the provisions of the Act arefollowed.3.1.3.12 REGULATION OF SAW MILLS RULESAND WOOD BASED INDUSTRIESThe State Govt. has notified “Regulation of SawMills Rules” under which all the existing andprospective saw mills, Plywood and VeneerIndustries are required to obtain licence fromthe Forest Department. This has been done toregulate the harvesting of trees in the State.Over a short period of only two years, morethan 6000 such units have applied for licenceswhich have been issued to them after followinglong drawn out procedures including obtainingapproval from the Central EmpoweredCommittee (CEC) constituted under the ordersof the Supreme court of India. AS-IS ASSESSMENTapplications are still being received forlicensing of Saw Mills and an officer of the levelof Additional Principal Chief Conservator ofForests has been appointed as the Chairman ofthe Committee for this purpose in addition tohis own duties.3.1.3.13 ADMINISTRATION AND MANAGEMENTOF ZOOLOGICAL PARKS IN THESTATEThe DFWP is also the sole agency involved inthe protection and preservation of wildlifethough the management of Zoos, Safaris andZoological Parks, Deer Parks and the like in linewith the guidelines issued by the Central ZooAuthority from time to time.The Central Zoo Authority is the central agencyresponsible for regulating and standardising allzoo management operations throughout thecountry. Currently, the CZA requires a set of 51standards in the spheres of healthcare,administration and animal management(including food, deworming, sanitation andupkeep etc) that any zoological park in thecountry is required to follow.Annexure 1 gives more details of zoomanagement operations as it obtains in theState of Punjab.3.1.3.14 OTHER RESPONSIBILITIES ALLIEDWITH CONSERVATION TO BEPERFORMED BY THE DFWPThe following, in addition to what has beensaid above are also performed by the DFWP Development of Bamboo, Medicinal Plantsand matters connected with Medicinal PlantBoard; Eco-education, research/ extension relatedto forests, wild life, natural resourcemanagement, ecosystem awareness;augmentation of community livelihoodsystems based on principles of sustainabledevelopment and constitution of communityinstitutions including Self-help groups; Farmer/community training and camps,extension campaigns in relation to Forests,wild life, ecology and natural resourceconservation; publication of extensionmaterial, organizing seminars, sammelans,study tours and exposure visits ofofficials/non-officials; Use of Geographic Information System, IT andRemote sensing in the field of mapping,Planning and monitoring Natural ResourceManagement; Forest Engineering and construction andmaintenance of infrastructure of the ForestDepartment; Registration of Forest based Societies andwood based Industries; Seeking National/International assistance forforestry and natural resource conservationand development programmes; Soil conservation in non-farm land, floodprotection through catchment treatment andvegetative measures; Facilitating Grant-in-aid from Government ofIndia for forestry and natural resourceconservation education; and Any other matter prescribed by the Centreand/or the state government from time totime.3.1.4 INTERNAL STAKEHOLDERS- DFWPORGANIZATIONThe internal stakeholders consists of all DFWPDepartment officials in its various officesincluding the Forest Minister, FinancialCommissioner, PCCF, Addl. PCCF, CCF, CF,DFOs, Rangers and Forest Guards.3.1.4.1 Organization Structure of DepartmentThe Department is headed by the ForestMinister of Government of Punjab. The detailedorganization structure is captured in Figure 6.23
