5.1.6 Examination of registersThe inspector must check that the coating plant maintains registers according tosection 3.9.In the in-house control register he will check that the results recorded in the registercoincide with the results of the test panels. The results recorded in the register coincidewith the results of the test panels. For this reason, all test panels must be kept <strong>and</strong> heldat the inspector’s disposal <strong>for</strong> one year.5.1.7 Final assessment <strong>for</strong> granting the licenceThe inspector submits the inspection report to the general licensee.The inspection reports are assessed by the general licensee. Under the supervision ofQUALICOAT, the general licensee decides whether or not to grant a licence.- If the results of both inspections meet the requirements, a licence to use the qualitylabel will be granted.- If the results of one of the two inspections do not meet the requirements, the coater willbe in<strong>for</strong>med that the licence to use the quality label cannot be granted <strong>for</strong> the timebeing, stating all details <strong>and</strong> reasons. The coater must wait three months be<strong>for</strong>emaking a new application <strong>for</strong> a licence to use the quality label.5.2. Routine inspections of licenseesAfter a plant has been granted a licence to use the quality label, it will be inspected at leasttwice but no more than five times a year. Routine inspections must be made without priornotice <strong>and</strong> must include:- Inspection of laboratory equipment as described in 3.5.- Inspection of pre-treatment as described in 3.2 or 3.3.- Inspection of finished products as described in 5.1.4 <strong>and</strong> inspection of test panels asspecified in 5.1.5.- An acetic acid salt spray test to be carried out at least once a year.- A check of the registers according to 5.1.6.- The coating plant must check the accuracy of the oven's temperature indicator or haveit checked at least twice a year. The results of this check are to be entered in a specialregister which is to be presented to the inspector when he makes the routineinspections.The inspector submits the inspection report to the general licensee.The inspection reports are assessed by the general licensee. Under the supervision ofQUALICOAT, the general licensee decides whether to renew or withdraw the licence.- If the results of the inspection meet the requirements, authorisation to use the qualitylabel will continue.- If the results of the inspection do not meet the requirements, another inspection mustbe made within one month (allowing <strong>for</strong> holiday periods).QUALICOAT SPECIFICATIONS 31 11 th Edition
