d. A student who fails one (1) subject for the second (2 nd ) time shall repeat that subject<br />
with the level V students. (This student may graduate with his/her classmates, if the<br />
graduation remains in May of the following year).<br />
e. A student who fails one (1) or two (2) of the two (2) subjects he/she was repeating<br />
for the second (2 nd ) time, will register for the year and repeat the failed subject or<br />
subjects.<br />
f. A student who fails three (3) or more subjects will register for the year and repeat<br />
those subjects.<br />
g. Exclusion<br />
In conformity with the <strong>University</strong> Rules, with the exception of Phase III students, a<br />
student who fails a course twice shall be excluded on academic grounds. A student<br />
who has been excluded from the programme on academic grounds will not be<br />
considered for re-admission to the MBChB course.<br />
h. The graduand shall subscribe to the following declaration before graduation:<br />
“As a graduate in Medicine of the <strong>Walter</strong> <strong>Sisulu</strong> <strong>University</strong>, I do solemnly declare:<br />
that I will exercise my profession to the best of my knowledge and ability for the good of<br />
all persons whose health may be placed in my care and for the public weal; that I will not<br />
knowingly or intentionally do anything or administer anything to any person to their hurt or<br />
prejudice for any consideration or motive whatsoever, and I do also declare that I will keep<br />
silence about those things, which I have seen or heard while visiting the sick, which ought<br />
not to be divulged; that I will hold in due regard the honourable obligations of the medical<br />
profession, and will do nothing inconsistent therewith; and I do further declare that I will be<br />
loyal to my university and endeavour to promote its welfare and maintain its traditions.”<br />

Admission<br />
The <strong>Walter</strong> <strong>Sisulu</strong> <strong>University</strong>, <strong>University</strong> of Fort Hare, <strong>University</strong> of Port Elizabeth and Rhodes<br />
<strong>University</strong> through facilitation of the Eastern Cape Department of Health and Equity Project. The<br />
submission to the Council on Higher Education was made by <strong>Walter</strong> <strong>Sisulu</strong> <strong>University</strong>, <strong>Faculty</strong><br />
of Health Sciences on behalf of all four participating universities. A joint venture agreement<br />
has been signed by the four universities and the Eastern Cape Department of Health. In the<br />
agreement, it is stated clearly that the participating universities will be responsible for offering<br />
the diploma, whilst the department of health will be responsible for providing the students/<br />
candidates/participants. The programme is targeted at current government employees and<br />
candidates must have a tertiary qualification (such as in nursing or medicine) and must be<br />
members of the district health management team. Students register with the <strong>University</strong> of Fort<br />
