2.2. Products not covered by the RulebookGenerally speaking, equipment which does not contain electrical and/or electronic parts will notcreate electromagnetic disturbances and its normal operation is not affected by such disturbances. There<strong>for</strong>e,equipment without electrical and/or electronic parts is not in the scope <strong>of</strong> the Rulebook, that is, theprovisions <strong>of</strong> the Rulebook do not apply to such equipment.Rulebook explicitly does not apply to:- radio equipment and telecommunications terminal equipment which is governed by a differentregulation;(That different regulation transposed R&TTE directive (1999/5/EC) into national legislation<strong>of</strong> the Republic <strong>of</strong> Serbia. This European Directive covers most radio equipment andtelecommunication terminal equipment and includes requirements <strong>for</strong> electromagnetic compatibility.This means “de-facto” that the requirements <strong>for</strong> electromagnetic compatibility from EMC directive,that is, from the Rulebook are obligatory <strong>for</strong> R&TTE equipment).- aeronautical products, parts and appliances on which regulations from the field <strong>of</strong> civilaviation are applied to;- radio equipment used by radio amateurs, unless that equipment is placed on the marketindependently.Equipment covered by specific regulationsSuch equipment is:- Motor Vehicles - Electromagnetic compatibility (motor vehicles), electronic sub-assemblies andpost-market electronic equipment (equipment which is independently placed on the market)related to immunity, and components-parts that are sold as a post-market equipment (equipmentthat is individually placed on the market) and is intended <strong>for</strong> installation into motor vehicles als<strong>of</strong>rom the aspect <strong>of</strong> immunity;Equipment satisfying the requirements <strong>for</strong> exemption <strong>of</strong> type approval under the motor vehicle EMCdirective must meet the essential requirements <strong>of</strong> this Rulebook.- Active implantable Medical Devices: Directive 90/385/EEC- Medical Devices: Directive 93/42/EEC;- In vitro Diagnostic Medical Devices: Directive 98/79/EC;- Marine equipment: if covered by Directive 96/98/EC;- Agricultural and <strong>for</strong>estry tractors covered by Directive 75/322/EEC;- Two or three-wheel motor vehicles within scope <strong>of</strong> Directive 97/24/EC;Benign equipmentEquipment is considered benign in terms <strong>of</strong> this Rulebook, if:- its physical characteristics are such that it is incapable <strong>of</strong> creating or contributing toelectromagnetic emissions,- it can operate without deterioration in the presence <strong>of</strong> the electromagnetic disturbance.Components /sub-assembliesComponents and sub-assemblies, as well as those intended <strong>for</strong> incorporation into apparatus and/oranother sub-assembly by persons other than the end user are not considered as apparatus in regards to thisRulebook.Typical examples are:- resistors, capacitors, inductors, filters;- diodes, transistors, thyristors, triacs, etc;- integrated circuits;11
