unable to discern knowledge spillover value, we were able to estimate market spillovers.Given the 10-year-plus delay between both Displaytech <strong>and</strong> Uniax’s <strong>ATP</strong> applications <strong>and</strong>volume commercialization (notably in line with <strong>ATP</strong>’s stated target <strong>of</strong> funding precompetitiveresearch), display markets <strong>and</strong> technologies evolved considerably. Indeed,Displaytech’s main application in digital viewfinders was not among the main marketsidentified in their <strong>ATP</strong> proposal. Nor was microdisplays the primary competition a decadeago from U.S. firms like TI, Kopin, <strong>and</strong> Brillan. Or plasma displays. Or organic displays.Instead, it was the LCDs <strong>and</strong> CRT displays <strong>of</strong> several generations ago, markets whollydominated by foreign firms. Our interviewing experience in these cases convinces us that it is,in fact, easier for respondents to estimate value relative to current competitors—dynamicdefender technologies—rather than static defender options available a decade ago. The clarity<strong>of</strong> the conversations was aided considerably by the narrowness <strong>of</strong> the Uniax <strong>and</strong> Displaytechtechnology portfolios, essentially single-technology firms that industry insiders knew well.Confirming our hypothesis that use <strong>of</strong> static defender technologies would tend to lead tooverestimates <strong>of</strong> social value, competition <strong>and</strong> price elasticities have increased in displaymarkets while current price levels are fractions what they were a decade ago. We estimatethat our consumer surplus estimates using dynamic defenders are smaller by a rough order <strong>of</strong>magnitude than they might have been using static defenders.The analysis supports our view that the dynamic defender technology approach to spilloverevaluation is methodologically superior. Indeed, the Displaytech <strong>and</strong> Uniax cases suggestexp<strong>and</strong>ing the methodological approach beyond the displaced defender technology, toinclude dynamic complementary technologies <strong>and</strong> dynamic application areas as well.GENERAL OBSERVATIONS ON TECHNOLOGY DEVELOPMENTAND EVALUATION METHODOLOGIES<strong>ATP</strong>’s mission is to fund high-risk advanced technology developments with the potential forsignificant economic <strong>and</strong> social payback for the nation. The extensive <strong>and</strong> complex nature <strong>of</strong>this technology development process is pictured in the flowchart in Figure 30.In an <strong>ATP</strong>-funded technology, there may be a stage prior to the <strong>ATP</strong> proposal where initialtechnology development occurs, pre-<strong>ATP</strong> technology development. These developments mayoccur in a variety <strong>of</strong> ways: through university research funded by the NSF; through SBIRgrants from various federal agencies; through DOD contracts; through large corporationresearch subsequently spun <strong>of</strong>f into an independent company; <strong>and</strong> through a robust array<strong>of</strong> other public <strong>and</strong> private mechanisms.<strong>ATP</strong> enters the picture when a technology appears to have significant commercial potential,at the proposed <strong>ATP</strong> technology development stage. <strong>ATP</strong> funds the development <strong>of</strong>technologies, not products, in this stage <strong>of</strong> technology development.If an <strong>ATP</strong>-funded technology is successfully developed, it, along with other necessarytechnology developments, likely gets embodied in a component or product that is only one82 DIRECT AND SPILLOVER EFFECTS OF <strong>ATP</strong>-FUNDED PHOTONICS TECHNOLOGIES
