Smith, determined this meeting was properly noticed with <strong>the</strong> Secretary<strong>of</strong> State’s <strong>of</strong>fice and a sufficient number <strong>of</strong> Board members were in attendance to constitute a quorum. The quorum wasdetermined by <strong>the</strong> presence <strong>of</strong> Dr. Smith, Mrs. Dent, Mrs. Arceneaux, Dr. Conard, Dr. Edwards, Mr. Ford, Dr. Gerber, Dr.Meadows, and Dr. Paletta. There<strong>for</strong>e, <strong>the</strong> meeting <strong>of</strong> <strong>the</strong> West Virginia Board <strong>of</strong> Dental Examiners was called to order.The first order <strong>of</strong> business was <strong>the</strong> meeting notice to <strong>the</strong> Secretary <strong>of</strong> State which was distributed <strong>for</strong> in<strong>for</strong>mationpurposes only.The next order <strong>of</strong> business was <strong>the</strong> approval <strong>of</strong> minutes from <strong>the</strong> November, 2010 meetings. Upon motion byMrs. Debra D. Dent, and properly seconded by Dr. Craig L. Meadows, and unanimously passed, <strong>the</strong> minutes were approvedas distributed.At this time, <strong>the</strong> President announced <strong>the</strong> need <strong>for</strong> an Executive Session to consider matters under provisionscontained in Chapter 6, Article 9A, Section 4, not limited to, but primarily <strong>for</strong> those contained in Subsections (4) and (6).Upon motion by Dr. Craig L. Meadows, and properly seconded by Mrs. Debra D. Dent, and unanimously passed,<strong>the</strong> Board went into an executive session. Thereafter, <strong>the</strong> Board came back into a general session upon motion by Mr.William E. Ford, and properly seconded by Dr. David G. Edwards, and unanimously passed.The next order <strong>of</strong> business were actions to be taken by <strong>the</strong> Board and <strong>the</strong>ir complaint numbers:In complaint number 2010-009, Drs. David G. Edwards & Diane M. Paletta recused <strong>the</strong>mselves. Upon motionby Dr. George D. Conard, Jr., and properly seconded by Dr. Craig L. Meadows, and unanimously passed, <strong>the</strong> Boardaccepted <strong>the</strong> Hearing Examiners Recommendations. Upon motion by Dr. Craig L. Meadows, and properly seconded byDr. George D. Conard, Jr., and unanimously passed, <strong>the</strong> Board ORDERS <strong>the</strong> following sanctions in complaint number2010-009: The licensee is suspended and shall not engage in <strong>the</strong> practice <strong>of</strong> dentistry during <strong>the</strong> suspension; <strong>the</strong> licenseeshall complete a twenty-hour course on <strong>dental</strong> pharmacology and record keeping and six hours <strong>of</strong> <strong>dental</strong> ethics; successfullycomplete <strong>the</strong> Jurisprudence, Ethics and Risk Management examination administered by <strong>the</strong> North East Regional Board;<strong>the</strong> licensee shall not prescribe during <strong>the</strong> suspension; fine amounting <strong>of</strong> $2500.00; administrative costs <strong>of</strong> <strong>the</strong> Board; andcosts associated with implementing <strong>of</strong> <strong>the</strong> Order.Upon motion by Dr. George D.
