Combs, Assistant Executive SecretaryBoard Counsel:Guests:Ms. Darlene Ratliff-Thomas, Senior Assistant Attorney GeneralMr. Richard Stevens, WV Dental AssociationMarch 22, 2012The Board's President, Dr. Conard, determined this meeting was properly noticed with <strong>the</strong> Secretary <strong>of</strong> State's<strong>of</strong>fice and a sufficient number <strong>of</strong> Board members were in attendance to constitute a quorum. The quorum was determinedby <strong>the</strong> presence <strong>of</strong> Dr. Conard, Dr. Paletta, Dr. Eckley, Dr. Edwards, Dr. Gerber, and Mrs. Stevens. There<strong>for</strong>e, <strong>the</strong> meeting<strong>of</strong> <strong>the</strong> West Virginia Board <strong>of</strong> Dental Examiners was called to order.The first order <strong>of</strong> business was <strong>the</strong> meeting notice to <strong>the</strong> Secretary <strong>of</strong> State which was distributed <strong>for</strong> in<strong>for</strong>mationpurposes only.The next order <strong>of</strong> business were <strong>the</strong> minutes from <strong>the</strong> January 2012 meeting. Upon motion by Dr. David G.Edwards, and properly seconded by Mrs. Beverly Stevens, and unanimously passing, <strong>the</strong> minutes were approved.At this time, guest Richard Stevens, spoke to <strong>the</strong> Board concerning <strong>the</strong> Board <strong>of</strong> Pharmacy’s article in a recentnewsletter in regards to accuracy <strong>of</strong> records in <strong>the</strong> Controlled Substance Monitoring Program Database and <strong>the</strong>ir Board’srule concerning <strong>the</strong> same.The next order <strong>of</strong> business were minutes <strong>of</strong> <strong>the</strong> WV Association <strong>of</strong> Licensing Boards meetings from January andFebruary 2012 and a letter concerning <strong>the</strong> retirement <strong>of</strong> Grady Bowyer, which were taken <strong>for</strong> in<strong>for</strong>mation purposes only.The next order <strong>of</strong> business was Attorney General advise to <strong>the</strong> WV Medical Imaging and Radiology TechnologyBoard concerning <strong>the</strong> Division <strong>of</strong> Personnel Fees, which was taken <strong>for</strong> in<strong>for</strong>mation purposes only.The next order <strong>of</strong> business was an opinion <strong>of</strong> <strong>the</strong> WV Ethics Commission concerning Board members andExecutive Directors having memberships or holding <strong>of</strong>fices <strong>of</strong> pr<strong>of</strong>essional associations, which was taken <strong>for</strong> in<strong>for</strong>mationpurposes only.The next order <strong>of</strong> business was an annual <strong>report</strong> from <strong>the</strong> American Board <strong>of</strong> Dental Examiners and a <strong>report</strong> <strong>of</strong><strong>the</strong>ir House <strong>of</strong> Representatives from November 2011. At this time <strong>the</strong> Board discussed <strong>the</strong> different <strong>board</strong> examinationsand will be checking into whe<strong>the</strong>r or not <strong>the</strong> Western Regional Examination Board is planning to move to portfolio-styleexaminations.The next order <strong>of</strong> business was a legal case from <strong>the</strong> State <strong>of</strong> Texas against <strong>the</strong> Texas Board <strong>of</strong> Dental Examiners,38
